About this file
The file is a Price Schedule Form for the Naval Facilities Engineering Command's PI2045M Parris Island 3rd Battalion Pond Causeway Repair project. The document provides a detailed pricing structure with multiple line items covering base work and optional services, including base price for the entire project (Line Item 0001), and seven additional optional line items. The base work involves repairing a 4,500-foot causeway at Marine Corps Recruit Depot Parris Island, which includes roadway rehabilitation, power line and communication line relocations, material excavation and disposal, and natural resource monitoring.
Optional line items include deploying temporary pumps and generators, handling and disposing of potentially contaminated or hazardous materials, undercut and repair of unsuitable pavement subgrade, periodic water seepage sampling, and handling/disposal of construction dewatering effluent. The pricing is structured with unit prices for specific quantities, with provisions for potential adjustments if actual quantities vary significantly from estimated amounts. The contract will be a Fixed Price Construction Contract using a Design-Bid-Build approach, with unit prices valid for 365 days from the notice to proceed. The government will evaluate offers by adding option prices to the base price, though option exercise is not guaranteed.

GENERAL BID NOTES
a. Award will be made on the price proposed for Base Work and all Options. For line items 1G-1I and 0002-0007 enter unit prices and extended totals in spaces provided. If there is a difference between a unit price and the extended total, the unit price will be held to be the intended bid and the total recomputed accordingly. If an Offeror provides a total but fails to enter a unit price, the total divided by the specified quantity will be held to be the intended unit price.
b. Evaluation of Options (JUL 1990). Except when it is determined in accordance with FAR 17.206(b) Evaluation not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the price for the Option(s) 0002-0007 to the total price for Line Item 1A. In accordance with FAR 52.217-5 Evaluation of Options, evaluation of options will not obligate the Government to exercise the Option(s).
c. In accordance with FAR 52.217-7; Option for Increased Quantity-Separately Priced Line Item (Mar 1989), the Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.
d. In accordance with FAR 52.211-18; If the quantity of a unit-priced item in this contract is an estimated quantity and the actual quantity of the unit-priced item varies more than 15 percent above or below the estimated quantity, an equitable adjustment in the contract price shall be made upon demand of either party. The equitable adjustment shall be based upon any increase or decrease in costs due solely to the variation above 115 percent or below 85 percent of the estimated quantity. If the quantity variation is such as to cause an increase in the time necessary for completion, the Contractor may request, in writing, an extension of time, to be received by the Contracting Officer within 10 days from the beginning of the delay, or within such further period as may be granted by the Contracting Officer before the date of final settlement of the contract. Upon the receipt of a written request for an extension, the Contracting Officer shall ascertain the facts and make an adjustment for extending the completion date as, in the judgement of the Contracting Officer, is justified.
e. The Government may reject an offer as nonresponsive if it is materially unbalanced as to prices for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.
f. Failure to enter a price for any line item number will result in a proposal being rejected.
