About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a naval construction project. Amendment 0011 addresses two primary changes to the original solicitation for the PI2045M Repair of 3rd Battalion Pond Causeway at Marine Corps Recruit Depot Parris Island, SC: 1) Responding to a pre-proposal contractor inquiry about utility relocation risks, and 2) Extending the estimated construction duration from 875 to 972 calendar days. The government's response affirms this remains a firm-fixed price contract where the offeror assumes all risk and must incorporate utility-related costs into their proposal. The proposal due date remains 23 April 2025 at 2:00 PM EDT, with the total contract period now increased by 97 days to accommodate utility transmission line relocation work estimated to take approximately 10 months from contract execution.

Reference Question Response

Section Para
CU30
An updated bid form (Attachment C) was included in Amendment 0009, which clarified that the Government did not deem it necessary to add allowances for utility-related items. However, the Contractor would like to respectfully raise our concerns regarding the high level of risk this imposes on the contractor.
We have received an estimated cost from Dominion Energy for the required transmission line relocation services. This estimate is based on a time-and-materials (T&M) arrangement, and as such, carries inherent cost uncertainty. In the event of cost overruns under this T&M structure, and in the interest of equitable risk-sharing, we would expect that any additional costs beyond the original estimate be submitted to the Navy for reimbursement.
For your reference, I have attached Dominion Energy's contract document, which was made available to all contractors. The agreement clearly states that the procurement and construction timeline for the transmission line relocation is approximately 10 months from the execution of a signed contract. This timeframe presents a significant risk to the overall schedule and has a direct impact on the feasibility of meeting the 875-calendar-day contract duration specified in the RFP.
While our construction schedule and accompanying narrative will demonstrate our ability to complete all site and facility work within the 875-day window, the required 10-month period for utility work will necessarily extend the overall contract period to more than 1,000 calendar days. This exceeds the RFP's stated acceptable duration and places the contractor at risk of non-compliance through no fault of their own.
This solicitation is slated for firm-fixed Price contract and the offeror shall assume all risk.
As a firm-fixed price contract, the offeror shall incorporate the costs for the work into its proposal, as appropriate.
Estimated Construction Duration is extended to 972 calendar days
2. Provide updated estimated construction duration from 875 calendar days to 972 calendar days.
SECTION 00 10 00 - SOLICITATION
The contractor period of performance end date has increased by 97 days from 875 days to 972 days.
