About this file

This document is an Amendment (Amendment 0007) to Solicitation N4008525R2513 for the Repair of 3rd Battalion Pond Causeway at Marine Corps Recruit Depot (MCRD) Parris Island, South Carolina. The amendment extends the solicitation response date from 14 April 2025 to 21 April 2025, both at 2:00 PM EDT, and provides responses to pre-proposal inquiries from potential offerors.

Key changes include revising solicitation provisions and clauses per updated Federal Acquisition Regulation (FAR) guidelines, addressing technical questions about utility relocation, environmental assessments, dewatering procedures, concrete testing, and various site-specific construction details. The amendment provides contact information for utility owners like Dominion Energy, clarifies permit responsibilities, and offers additional context on site conditions such as potential soil contamination, groundwater sampling, and specific construction requirements for roadway rehabilitation, culvert replacement, and utility infrastructure work.

Final Design Submittal

On Page 6 of the Final Design Submittal Specifications, attachments are listed. Please provide the Interim Remedial Action Work Plan Site 3 Solid Waste Managment Unit 3 (SWMU 3) Causeway Landfill MCRD Parris Island SC Dated 8/1/2000 and the Interim Remedial Action Corrective Action Report Site 3 Solid Waste Managment Unit 3 (SWMU 3) Causeway Landfill MCRD Parris Island SC Dated 6/1/2002.

The requested reports are included as Attachments to the specification package.

Enviornmental Assessment

The environmental assessment indicates soil contaminations and provides PAH and metals as the soil constituents of concern. Is the soil above residential or commercial regional screening levels?

Yes, however the extent of this question differs based on the exposure scenarios you are intending to compare agains. The major concern is the waste that remains in place at the site beneath the clean cap installed across over the old landfill area.

The soil concentrations are provided in the Attachments to the specifications (see response to the PPI above).

Enviornmental Assessment

The Environmental Assessment indicates existing monitoring wells onsite. Could you please provide the data on what the current ground water concentrains are?

The ERP samples the groundwater every five years in support of the Remedial Action. The most recent report I can locate is dated 12/2021 (publically available document) with limited analysis conducted on the groundwater.

26 Bid Guarantee B Should the Offeror FedEx the Bid Bond to the Contracting Office prior to bid opening date? Or, only include the Bid Bond as a PDF in the bid proposal package?

Include with bid proposal package

1 13 A Please consider at least a 2-week extension to the proposal due date due to the complexity of the project.

Extended per AMD 0007

Please indicate the location of the vertical and horizontal concrete test sections.

Per 03 31 30 section 1.8.6.7, near the job site (bridge location) but not as part of the structure.

Please provide the dimensions of the vertical concrete test section.

Testing is not needed.

S-008 Reference S-008 Elevation North Bridge Wall 1. Note states that the riprap on the marsh side is 13'-00" thick while the same note for Elevation North Wall 2 states that the riprap on the marsh side is 3'-00 thick. We believe the 13'-00" reference is incorrect and should read 3'-00". Please confirm and/or correct.

S-008 Elevation - North Bridge Wall 1 callout states: "MARSH SIDE RIPRAP (3'-0" THICK)". Please enlarge your view of the .pdf file to see the "(" is not a "1".

S-008 and S-

Reference S-008 and S-014. It is our interpretation that the concrete fascia wall for the bridge wing walls should be 4"0 below the bottom of the rip-rap as called out on S-027. Please confirm and/or clarify.

As shown on S-027 "Combi-wall Typical Section", the concrete fascia should extend 3'-0" minimum below bottom of channel slab or bottom of riprap.

S-028, Section D

Reference S-028 Section D. Section D shows the bottom of the fascia wall to be 3'0 below the bottom of the riprap while the note under Section D Weir Reinforcing indicates the bottom of the fascia wall to be 4'0 below riprap. It is our interpretation that the 3'0 call out is correct. Please confirm and/or clarify.

3'-0" minimum depth below riprap or below channel slab for the weir concrete fascia is correct. The note under Section D Weir Reinforcing should be change from 4'-0" to 3'-0"

Work Plan Pg. 15-16

5.3.1 1 Will dewatering effluent be permitted to be discharged into the adjacent creek? If not, what are the disposal requirements? Corresponding spec sections seem to apply only to solid waste.

See Section 4.4 of Waste Management Plan, which was included as Appendix A of the Final Construction Work Plan (dated May 30, 2024). Sampling of water within the cofferdam at each culvert is required, in accordance with Contractor's sequence of work, to determine appropriate handing of dewatering effluent.

Please note - depending on the sequence of construction (and means and methods of construction), the groundwater is considered solid waste and must be treated as such.

N/A What permits are required and who is responsible for obtaining them?

The official lists of permits and approvals is based on means and methods selected by the construction contractor. A list of anticipated permits (although this is subject to change depending on means and methods) and several permits/approvals that have been secured by the A/E and Marine Corps are included as Attachments to the specifications. It is the construction contractors responsbility to identify all required permits required in accordance with the means and methods selected by the contractor and obtain final approvals of these permits, Work Plan approvals, and G submittals.

In terms of the dewatering disposal, is there an anticipated flow rate for treatment? Please provide treatment requirements for contaminated (non-hazardous) and hazardous effluent.

Flow rate is dependent on means and methods and the quality of construction.

NAVFAC cannot anticipate a flow rate.

Please provide the latest analysis of raw water from the ponds and Ribbon Creek.

NAVFAC does not have access to raw water data within the ponds and Ribbon Creek. You may be able to pull publically available information from a State or Federal entity.

Cross Section Drawings

Due to the existing environmental conditions and potential contaminants further down in the sub-base layers, specifications indicate that there is no excavation below 12" without the written consent of the contracting officer. Does that include the areas where the proposed 12" cement stabilized base is lower than the existing pavement depth?

Section 01 14 00 Work Restrictions 1.3.4 should be revised to match Section 01 57 19 Floways 3.1.1.

CS 201-CS

Roadway Profiles and Cross Sections show areas where proposed road elevations are lower than current elevations. No excavation is allowed below the 12" pulverized cement-stabilized base course and the 2' soil cap is to remain undisturbed. Multiple cross sections show excavation areas to achieve the Full Depth Reclamation Detail of 12" recycled base plus 4" hot mix asphalt. In these excavation areas will the contractor be expected to over excavate these areas, dispose of trash, and then reinstall cap to maintain the 2' of cap material?

Or would this be done using the Potential Subgrade Repair detail A2 using geogrid and 12" aggregate base?

For these areas the expectation is for the contractor to use Detail A2 - Potential Subgrade Repair Detail.

Work Plan,

pg. 15-16

Dewatering effluent may be contaminated and may require hauling off if testing shows contamination. Can the Government provide a contaminated effluent quantity for bid purposes?

Flow rate is dependent on means and methods and the quality of construction.

NAVFAC cannot anticipate a volume.

Work Plan,

pg. 15-16

If dewatering effluent tests within allowable contamination limits, will it be permitted to be discharged into the adjacent marsh/creek? If not, what are the disposal requirements? Corresponding spec sections seem to apply only to solid waste.

Solid waste can be a liquid under RCRA.

Bid per the specification requirements.

N/A Will asphalt paving material pricing be adjusted per SCDOT index?

No.

N/A What permits are required and who will obtain them? Is the contractor required to obtain any permits?
