About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a Maritime Surveillance System Facility project at Naval Air Station Oceana/Dam Neck Annex in Virginia Beach, Virginia. Amendment 0014 addresses several key project details, including clarifications about project phases, durations, and liquidated damages. The total Contract Completion Date (CCD) is 1,996 calendar days, broken down into phases: Phase 1 (211 days), Phase 2 (690 days), Phase 2A (138 days), Phase 2B (142 days), Phase 3 (688 days), and a 127-day project closeout period. The amendment responds to contractor questions about phase sequencing, work durations, and staffing requirements, with responses indicating that liquidated damages apply only to the overall project period of performance, not to interim milestones, and providing flexibility for certain staffing roles during specific project phases.

Question Response Page Section Paragraph

Continuation Sheet – Modification “A” calls for Phase 2 to be 690 days in total. However, it states that Subphase 2A is 138 days and subphase 2b is 142 days. This does not equal the 690 calendar days as Phase 2 calls for.

Furthermore, Phase 1 (211 Calendar days), Phase 2 (690 Calendar days), and Phase 3 (688 Calendar days) does not equal the 1996 calendar days called for in amendment 13.

The previous continuation sheet showed the phases shown on the drawings; there would be TABS/Cx and closeout as well.

The calculated days would be 211 + 690 + 138 +142 +688 = 1869 + project closeout of 127 days after phase 9 sub phase for the fire protection. Therefore, the total CCD would equal 1,996 days. Please see revised Continuation Sheet attached to this Amendment named "1697735_Amend_0002_dated 251030"

Please confirm the intent of the information provided in the document titled “1697735_Amend_00092_da ted_251010”. Are we to assume that Phases 1, 2, and 3 correspond with the new estimate duration of 1996 days, which includes all fire protection subphases (Subphase 1-9). If so, please clarify why Phase 1, 2, and 3 durations do not add up to the

Please see revised Continuation Sheet attached to this Amendment named updated duration of 1996 calendar days per AMD 0013.

Please confirm that the current LDs of $3,951.51 per calendar day only apply to the overall period of performance and that there are no LDs associated with any interim milestone on the Fire Protection phase or subphase completion dates.

LDs apply to the overall project Period of Performance. There are no LDs associated with any interim milestones on the Fire protection phases or subphases completion dates.

In short, when we follow the logic in 01 14 00 for the new phasing and durations, we get 1,727 calendar days. Yet the revised PoP is 1,996 calendar days. So we want to make sure we under the sequencing and PoP.

In addition, one of the logic items that isn’t clear is the duration and sequence of Phase 2 and 2A. Phase 2A, which is supposed to be the construction of the new building addition, per Note 6 on GI003, but it only listed as only 138 Calendar Days. This is not enough time for the new building. The 138 days plus 690 days we are given for Phase 2 and 2A appears to be sufficient, however, Phase 2A can’t begin until Phase 2 is done, per the phasing instructions. That said, the first steps listed in GI003 for Phase 2 are some enabling sitework activities for construction of the building addition in Phase 2A. So we are wondering if there was a typo for the durations of Phase 2 and 2A, meaning

Please see revised Continuation Sheet attached to this Amendment named

Phase 2 for the enabling sitework is 138 days and Phase 2A for the new construction is 690 calendar days for a total of 828 calendar days for all 2 and 2A work?

If we can complete Phase 2 quicker for the enabling work, do we only get 690 days for new construction or any saved days from the 138 can be used for 2A if the total duration of Phase 2/2A is not exceeded? We need to understand this so we know if each duration will have Liquidated Damages associated with it.

LDs apply to the overall project Period of Performance. There are no LDs associated with any interim milestones on the Fire protection phases or subphases completion dates.

The specifications require three distinct roles (Superintendent, SSHO, and QC manager) for the work.

For a significant cost savings, will NAVFAC allow the Superintendent and SSHO to be the same person (dual hat) during the following beginning and ending phases of work? o Phase 1 Sitework for South Parking Lot (7 mths) o Scope of work will not require 3 full-time roles.

o Phase 3 Sub phases 2-9 Fire Protection Renovation phased work in existing B- 470 (26 mths) o Each subphase is between 2,700 SF and 8,600 SF. These small work areas do not make sense for 3 full-time roles.

Please see revised Continuation Sheet attached to this Amendment named "1697735_Amend_0002_dated 251030"

Phase 3, Subphase 1 – per FX002 and FX003, this is Fire Protection work within the new building addition which will be completed in Phase 2. Can this subphase be eliminated?
