About this file

This document is a Standard Form 30 Amendment of Solicitation for a Maritime Surveillance System Facility at Naval Air Station Oceana/Dam Neck Annex in Virginia Beach, Virginia. Amendment 0008 incorporates several key updates, including a Revised Price Proposal Form, Geotechnical Report, Clarification Narrative, approved site pictures, and responses to Pre-Proposal Inquiries (PPI).

The amendment addresses multiple technical and procedural clarifications, such as confirming workforce eligibility (US citizens, legal permanent residents), specifying requirements for RF shielding (TEMPEST Level B), clarifying pricing for specific construction line items (CLINs), and providing guidance on generator emissions and stainless steel requirements. Notable details include the use of 316 stainless steel for generator set enclosure due to proximity to seawater, confirmation of NOx emissions testing procedures, and clarification on the scope of work for various project components including site work, building modifications, and specialized systems like FF&E, AV, and ESS equipment.

They show BASE price which is total for CLIN 0001A thru 0001G. CLIN

0001A is for the site work 5’ outside the building footprint. But they don’t have a CLIN for the building for everything inside the 5’ footprint.

Please see attachment labeled:

CLIN 0001 includes a sub-total blank and a total price blank and the description reads: "Total Price for Line

Item 0001 (includes subtotal of 0001A-

0001G). Are we to assume this means the total price on 0001 should also include the 0001 subtotal? Also, please clarify that CLIN 0001 is to be all of the building work extending to the 5' line outside of the building, excluding other priced line items?

CLIN 0001D includes excavation, handling, hauling, temporary stockpiling, sampling, analysis and disposal of various contaminants and unexploded ordinance at a tonnage unit price. Is the intent of this CLIN to capture disposal of soils affected by

UXO or is it to include both soils impacted by UXO and the ordnance itself? Typically there would be a separate line item for ordnance disposal.

CLIN 0001D includes unexploded ordnance, please confirm there is an expectation of encountering UXO on this project and provide requirements.

There is no mention in the drawings or specification section provided.

The Attachment E Price Schedule has base bid sub-CLIN's for the sitework and various unit prices but does not have a CLIN for the building work itself. Please revise the price schedule to include a line for building work inside the 5' line.

Existing Fire protection systems are to be completely demo'd on 1st and 2nd floor of Areas D and E per FD101D, FD101E, FD102D and FD102E. This would require removal of existing ceilings (ACT, Drywall, etc) to demo and install new fire protection systems.

This work is not noted on the

Architectural plans. We would not be able to remove and reinstall existing ceiling systems without damage.

Please provide new architectural ceiling plans for new ceiling work required since new sprinkler systems are required.

Please see the attached narrative that should address and clarify PPI #22, #42, and #104. The attachment is labeled:

Response to PPI Nos 22 42 and

Since pictures were not allowed to be taken during the site visit, we request pictures of the following be shared (if possible):

1. Existing interior mechanical and electrical spaces where demolition/removal occurs.

2. Existing above ceiling locations for new sprinkler pipe.

3. Any point of connection between P-

1069 and Bldg 470.

4. Exterior views of the sitework areas for new fencing, parking lot, above grade tanks, generator, etc.

Unfortunately, due to the sensitive nature of the facility, not all picture requests could be approved.

Price

Schedule

Please confirm CLIN 0001 is intended to be the Base Price PLUS the sum of

CLIN 0001A-0001G?

CLIN 0001D lists a large quantity and a vast range of contaminants and is not able to be responsibly priced by subcontractors as currently described.

For instance, there is a large price and procedural difference between removal of petroleum contaminated soil and unexploded ordnance.

To limit the government's exposure, this item should be separated with an individual CLIN for each contaminant.

Additionally, specific definitions for each contaminant are necessary to properly assess for both pricing and during construction.

CLIN 0001F does not list removal of the temporary stockpiled undercut material but Additional Line Items and

Bid Note b indicates removal.

As described, this material is for undercuts and in addition to planned excavations within the base bid price.

Please confirm this item includes removal of this quantity of temporary stockpiled unsuitable soil.

CLIN 0001F states "disposal of impacted surplus soil media will be covered under a separate line item"

Please confirm "impacted" is referring to contaminated materials included in

CLIN 001D.

Normally on Dam Neck base only the

DEVGRU compound is citizen only.

Right now per the specs, it looks like this project is citizen only. Please verify if work authorized/permanent residents are allowed to work on this project?

All work may be performed by US citizens, legal permanent residents, or individuals that have acquired the legal right to work. All workers still must be vetted through DBIDS.

Please see the attached

CONTINUATION SHEET for further information.

42 4 01 14 00 1.3.4

Occupied Renovation - please provide more information regarding occupancy and existing furniture/items in work areas.

This project is an occupied renovation.

Please provide more information regarding requirements of the

Contractor for occupied spaces.

Will existing FF&E in work areas be removed prior to work?

Is the Contractor responsible for moving any of these items?

Is the Contractor responsible for providing storage for existing FF&E?

What "in place" FF&E will need to be protected?

Is the Contractor responsible for providing any temporary work spaces for displaced personnel?

Please see the attached narrative that should address and clarify PPI #22, #42, and #104. The attachment is labeled:

15.00 2.1.2.1

“Engine Emissions Limits”: The generator set will come EPA emissions certified to emission standards 40 CFR

60 Subpart IIII. Will the site-specific air permit, obtained through the Virginia

Department of Environmental Quality

(VA DEQ), require on-site emissions testing to VA DEQ requirements to 6.0 g/hp-hr NOx emissions limits?

As long as we can prove that the engine is below the 6.0 g/hp-hr NOx emissions no testing will be needed.

Typically this is done by obtaining the emissions data from the engine manufacturer. To get the g/hp-hr from the g/kW-hr usually included in the emissions data just multiply the value by 0.7457..

52 18 26 32

15.00 2.1.7

“Engine-Generator Set Enclosure”:

Requires corrosion resistant construction for the generator set enclosure. Is 316 stainless steel construction required or is 304 stainless steel acceptable to the government? 316 stainless steel will offer better corrosion resistance.

316 stainless steel is required, as this facility is located adjacent to a body of sea water.

Please also see the attached further information.

Chilled and heating water lines, please provide proximity/location of existing valves for demolition/tie-in of new work. Please confirm each valve is in working condition so that smaller areas can be isolated to avoid a whole building shut down during construction.

Per drawing CS101, the outer perimeter fence shows the “Anti-Ram Vehicle

Barrier” directly behind the fence.

Where will the cable reinforcement listed in Section 32 31 13.53, Section

2.3 Fence Fabric Reinforcement be

installed on this job? Normally the outer perimeter fence would have the

UFC 4-022-03 cable reinforcement, but on CS101 it has the Anti Ram Vehicle

Barrier system. Please advise where the

UFC 4-022-03 cable system is to be installed on this project.

Cable reinforcement is not required for this project due to the Post and

Beam anti-ram fence present in the location shown on the plans. Please disregard Sections 2.3 and 3.2.9 of specification 32 31 13.53, as they do not apply to the current scope.
