About this file
This document is a Questions and Answers (Q&A) matrix for a federal contract, specifically focusing on two key inquiries related to contract performance and waste management. The first question seeks confirmation about the contract's period of performance, with the government specifying a Technical Completion Date of 15 September 2026 and a Period of Performance Date of 15 March 2027, with potential option years to extend these dates.
The second question addresses waste management requirements, specifically concerning the disposal of Light Non-Aqueous Phase Liquid (LNAPL) during monthly recovery events. The government response clarifies that all waste (Investigation-Derived Waste and LNAPL) management and disposal is the contractor's responsibility. This includes drumming and labeling LNAPL, transporting it to the Hazardous Waste Management Facility, performing waste characterization/profiling, and ultimately disposing of the waste at a licensed Treatment, Storage, and Disposal Facility (TSDF). The government also confirms that LNAPL and purge water are combined and that the drum should be disposed of at a minimum on an annual basis.

2 4 WE#3
Please confirm if disposal of LNAPL collected during monthly recovery events is part of this SOW. According to the 2024 Annual report, only the drum of IDW purge water was disposed in 2024 (January 2025). Is the LNAPL generated during G&B combined with purge water drums or is it stored in a separate drum? Is disposal of LNAPL required annually or only when the drum is filled (annually only generating ~15 gallons of
LNAPL).
All waste (IDW and LNAPL) management and disposal is the responsibility of the contractor. LNAPL collected during monthly recovery events needs to be drummed, labeled, and transported to the Hazardous Waste Management Facility (Building 562 or other approved location) for storage while waste characterization/profiling is performed.
Transportation and offsite disposal at a licensed TSDF is also required.
LNAPL and Purge Water are combined.
The drum should be disposed of at a minimum annually.
