Preface

APTIM Federal Services LLC (APTIM) has been contracted by the Department of the Navy, Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic to perform a soil and groundwater Remedial Action (RA) which will include the installation of new monitoring wells, the sampling of existing and new monitoring wells, and the installation, operation, and maintenance of a biosparge system at Zones 1 and 2 of Operable Unit (OU) 4, at Naval Submarine Base (NSB) New London, in Groton, Connecticut.

The purpose of the RA at Zones 1 and 2 is to reduce Extractable Total Petroleum Hydrocarbons (ETPH) within the groundwater and soil. The work will be completed under Contract No. N62470-16-D-9004, Contract Task Order (CTO) WE18. The Sampling and Analysis Plan/Quality Assurance Plan (SAP/QAP) has been prepared based on the Scope of Work (SOW) dated February 13, 2017. This work is being performed under the Navy Environmental Restoration (ER) Program. This SAP is not bound to the above-mentioned contractor or task order; however, it is bound to the site.

Included is the SAP which provides the guidelines for the systematic data collection and analysis associated with project. In accordance with the Uniform Federal Policy for Quality Assurance Project Plans (UFPQAPP, March 2005), this SAP includes 37 worksheets that detail various aspects of the environmental investigation process and establishes protocols to allow for comparability and defensibility of sampling and analytical data. This UFP-QAPP adheres to the program requirements of Chapter 25 of OPNAVINST 5090.1D, IR-CDQM and the DoD Quality Systems Manual for Environmental Laboratories (DoD QSM), Version 5.0, July 2013. SGS – Accutest Orlando has current National Environmental Laboratories Accreditation Conference (NELAC), and the DoD Environmental Laboratory Accreditation Program (ELAP) accreditation.

Background

In 1867, the State of Connecticut donated a 112-acre parcel of land on the eastern bank of the Thames River to the Navy. In 1868, the Navy officially designated the property a Navy Yard, which was used to moor small craft and obsolete warships and served as a coaling station for the Atlantic fleet. The Navy designated the site a submarine base in 1916. During World War I, facilities at the base were extensively expanded; six piers and 81 buildings were added. In 1917, a submarine school was established, and in 1918, the Submarine Medical Center was founded. The facility underwent another period of growth during World War II. Between 1935 and 1945, the Navy added more than 180 buildings and acquired land adjacent to NSB-New London (NLON), expanding the facility from 112 acres to 497 acres. The growth of NSB-NLON continued after World War II, and in 1946, the Medical Research Laboratory was established. In 1968, the status of the submarine school was changed from an Activity to a Command, and the submarine school became the largest tenant activity on the base. The Naval Submarine Support Facility was established in 1974, and the Naval Undersea Medical Institute was established the following year. Currently, NSB-NLON consists of more than 207 buildings on 687 acres of land and provides base command for naval submarine activities in the Atlantic Ocean. NSB-NLON also provides housing for Navy personnel and their families and supports submarine training facilities, military offices, medical facilities, and facilities for submarine maintenance, repair, and overhaul.

OU4 is comprised of Zones 1 & 2 within the Lower Subase. Most of the Lower Subase construction from approximately Pier 15 south, took place in the early 1900s, with a major expansion from 1935 to 1940. Petroleum products were used by the Navy throughout the Lower Subase. Releases of petroleum products to the environment may have occurred because of leaks from underground storage tanks (USTs) and fuel distribution lines, vehicle and locomotive maintenance operations and associated waste disposal practices, and marine fueling activities.

Previous investigations at Zone 1 have identified the media of concern to consist of ETPH in the groundwater and soils in the saturated zone which is rationale for the installation and operation of the proposed AS system. No concentrations in the unsaturated zone (above the groundwater table) were found. Based on the previous investigations, the maximum soil concentrations are already known and no further sampling to characterize in situ soils is required. Groundwater samples will be collected following the installation of the monitoring wells to establish baseline concentrations for future comparison to performance monitoring samples after the AS system is installed. As is stated in the Remedial Design, and agreed to by the Connecticut Department of Energy and Environmental Protection (CT DEEP), the system will operate until groundwater concentrations are below the CT DEEP Surface Water Protection Criteria (SWPC). Remediation to this criterion assumes that the soil concentrations in the saturated zone are reduced and are not leaching to groundwater and are protective of the nearby surface water (Thames River).

Constituents of Concern (COCs) for and groundwater identified in the 60 Percent Design Report (Resolution, 2017), consist of total petroleum hydrocarbons.
