AMENDMENT 0007
This amendment includes the following:
1. Provide Responses to PPIs
2. To clarify only hard copy proposals will be accepted in accordance with the RFP requirements.
No electronic copies will be accepted
Any changes to RFP will be reflected in RED FONT.
1. Responses to PPIs. This is inclusive of all submitted PPIs.
Q24. Can the government please supply a synopsis of the PM work provided under this contract for FY 22? To include total number of Routine Calls, Urgent Calls Emergency Calls, Major Service orders for each location including quantity for each, and total cost?
A24. This is a new requirement and as such, this information is not available.
Q25. Service Orders states the “The Contractor shall maintain sufficient materials and equipment on hand to support service order work requirements. Lack of availability of material or equipment will not relieve the Contractor from the requirement to complete service order work within the time limits specified”. Please provide a list of materials the contractor is expected to keep in stock. Please identify any stock that the government may have purchased for use in this contract.
A25. There is no Government Furnished Property associated with this contract. Materials and equipment to support. The current electrical power transmission and distribution systems description and inventory are provided in J-1602000-03-01 through J-1602000-03-08 and Job Plans are provided in J-1602000-04-01 through J-1602000-04-61 shall be available for recurring work service orders. The government will not have a complete list of materials required to be "in stock". All information available at this time has been provided. Offerors should use their industry based judgement to reasonably anticipate what parts and equipment may be needed.
Q26. Please confirm that the work listed under ELINs A006AA thru A006AH are performed one time annually. If performed annually will the invoice quantity change to a quantity of 1 EA?
A26. The work listed under ELINs A006AA thru A006AH is performed IAW the Job Plans provided in Attachment J -16020000-04 and the contractor's preventive maintenance plan and schedule. This is part of the recurring work pricing that is invoiced monthly (12 times annually). The Government anticipates the total CLIN value for recurring work will be invoiced equally over the 12 month period of performance.
Q27. Spreadsheet J-0200000-04 Invoice Form Quantities state 12 Months for each ELINs, however, some ELINS state an annual qty. Example ELIN A003AC Emergency Investigation Service Orders, Spec. Item 3.1.5 (7 EA Annually) Quantity 12. Please advise if the invoicing is performed monthly for service provided on the annual basis.
A27. This is part of the recurring work pricing that is invoiced monthly (12 times annually) for up to 7 request in the contract year. Seven (7) requests is the annual amount. The Government anticipates the total CLIN value for the 7 requests will be invoiced over the 12 month period of performance.
Q28. Is the contractor expected to apply its limit of liability for equipment that has not been repaired/replaced prior to the award of this contract?
A28. All equipment is presumed operational.
Q29. NETA Electrical testing standards do not require all equipment to be tested on the annual basis. The guidelines require the equipment to be assessed and placed into a maintenance rotation, based on equipment condition such as age, and the environment the equipment lives. That said, does the government have any maintenance records, existing rotation list for the existing equipment at Navy North/South, Substation P1, Sub NB, Sub NAS T45, Sub NR, Sub D&S, Sub H?
A29. The scheduling would need to be worked out with the PWD, and there is substation equipment with maintenance requirements that are greater than one year. The maintenace job plans indicate a frequency in Attachment J-1602000-04 . For example, Navy South is expected to have major maintence in the first year of the contract, where as Navy North substation completed major maintenace last year and would not be need such intensive maintenace for three years.
Q30. Section C Annex 2.6.6 Deliverables, last paragraph required the contractor to provide the government 24/7 access to testing data via a secured website. Does a secure SharePoint site meet the government’s requirements?
A30. A secured SharePoint site that meet the requirements of Section C Annex Deliverables 2.6.6 is acceptable.
Q31. Please confirm that attachment J -16020000-04-24 Job plans are only for non-recurring work when ordered by the activity.
A31. Attachment J -16020000-04-24 Job plan are applicable to recurring work that is to be performed on Naval Station Norfolk as specified in Section C Annex 1602000 Electrical , Spec Item 3 Recurring Work . All other regional sites will order work to be performed via non-recurring work.
Q32. Please confirm that the contractor’s superintendent can serve as either the SSHO or the Quality Control Manager.
A32. The PM can be dual-hatted as the SSHO. The PM shall not be dual-hatted as the QCM and shall report directly to a senior corporate official and shall not report directly to the Project Manager. Refer to Annex 0200000 Management and Administration Spec Items 2.7.1.2 Quality Manager and 2.7.1.3 Site Safety and Health Officer.
Q33. Does the government expect the contractor to have an office at any of the sites? If so will the government provide any office space to the contractor? Or provide a laydown area?
A33. The Government does not expect the contractor to have an office at any of the sites. A temporary laydown area can be provided prior to work being performed. The Contractor shall notify the appropriate site representative to request a laydown area in the vicinity where work will be performed. The site will provide the requirements for the laydown area.
Q34. During the site visit it was mentioned that additional assets may be added to the preventive maintenance requirements. Can the government please provide any documentation on these assets?
A34. The Government reserves the right to add additional assets as needed or when required. The Government will provide the contractor any asset information in order to complete a negotiated contract modification. No further asset information is available currently.
