About this file

This document is an amendment to a solicitation for facility investment services for electrical maintenance and repair services in the Hampton Roads, Virginia area of responsibility. The Navy is seeking these services for its facilities in the region. The amendment provides clarification on the revised date for proposal questions of April 25, 2023. It also provides responses to questions submitted by prospective offerors. Non-recurring work elements will be negotiated by the contracting officer on each task order, and offerors are responsible for identifying total costs for work performed by both the offeror and any subcontractors in their proposals. Small business subcontracting plans should document best efforts to utilize subcontractors for non-recurring work, even though specific quantities are unknown. The services solicited involve preventative maintenance, recurring and non-recurring repair work, and management of an electrical maintenance program for Navy facilities in Hampton Roads, Virginia.

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0005

This amendment includes the following:

1. Clarification of revised PPI due date

2. Responses to PPIs

Any changes to RFP will be reflected in RED FONT.

1. Amendment 0004 stated PPI cut off would be 25 May 2023. This was an error and should have been

25 April 2023.

2. Responses to PPIs. This is inclusive of all submitted PPIs.

Q21. Regarding scheduling Recurring PM work – What will be the priority NAVFAC will place on scheduling the maintenance? What happens to time/effort expended for re-scheduling efforts? Also- what if work is repeatedly is cancelled by NAVFAC (or stated cannot be scheduled) prior to the end of contract term. Being the contract is guaranteed, does the offeror loose any of the guaranteed payment?

A21. See Section C, Annex 1602000, Spec Item 3.2 Preventive Maintenance (PM) Program for PM Program development and schedule requirements. The Government cannot respond to hypothetical scenarios but notes that the resulting contract will be firm-fixed price and the Offeror is responsible for all cost and performance risk associated with their proposed approaches, staffing, methodology, or work plans, and the performance objectives set fort in this contract during the execution thereof.

Q22. Please provide clarification on this: If an offeror lists a specific task to be subcontracted. Is the hourly rate supplied in the RFP ELIN also to cover the offeror’s subcontractors work & equipment to perform the work? Or will the subcontractor’s invoice for the specified scope be permitted to be marked up in accordance with FAR 52.215-22? Example: Traffic Light maintenance has not been quantified – thus falls under non-recurring work. Should this be required and subcontracted by the offeror – how will offeror recover this cost? By the hourly rate listed for non-recurring work? Or by subcontract invoice presented to NAVFAC and mark up applied as outlined in Technical proposal and agreed by KO?

A22. Non-recurring ELINs 700, 701, and 702 state "as negotiated by KO" as a condition of their use.

Additionally, FAR 52.215-22 (added in Amendment 0003) states the offeror's proposal shall EXCLUDE excessive pass-through charges and that each task order proposal identifies the total cost of the work to be performed by the offeror and the total cost of the work to be performed by each subcontractor.

Unless otherwise stated by the KO, the Contractor is required to provide the subcontract invoice, with markup, in each applicable proposal.

A23. With the non-recurring work stated as being the greatest portion of the scope. How is an offeror to develop a SB plan especially if those are the services it plans to subcontract? Since there are no specified amounts or quantities it is difficult to list actual dollar amounts. Percentages may be listed, but if the non-reoccurring work is not exercised by NAVFAC, how will this reflect on the offeror?

N4008523R2630

Q23. The Government cannot respond to hypothetical scenarios. See Section J, attachment J-0200000- 21, Small Business Subcontracting Plan for information regarding best efforts and documentation requirements. The Non-recurring work ELINs include estimated quantities and attachment J-1602000- 04 Job Plans details the requirements of each Job Plan.
