AMDENDMENT 0004

This amendment includes the following:

1. Clarification of revised PPI due date

2. Responses to PPIs

3. Add contract clauses

4. Site Visit Log from 4/20/23 as attachment “Amendment 0004 Site Visit Log 4.20.23”

All changes to RFP will be reflected in RED FONT.

1. The due date for PPIs will be 25 May 2023 by 1400 EDT.

2. Responses to PPIs. To date, this is inclusive of all submitted PPIs:

Q15. Section C Annexes - 0200000 – Management and Administration/Spec Item 2.6.7 - Service Interruptions - Please confirm it is the intent to schedule recurring PM work after hours.

A15. Per Section C, as stated in Spec Item 2.6.7, Scheduled utility outages and interruptions to equipment, system(s) operation, or other services shall be scheduled after hours of operation. Recurring PM work that will not result in a Service Interruption may be scheduled during hours of operation.

Q16. RFP - Will the Government accept alternate proposals for this work? This RFP is quite expansive in management and administration functions that are not consistent with utility services and replace / duplicate many corporate functions with costly contract specific requirements.

A16. Please submit in accordance with the RFP. Proposals submitted that are not compliant with the requirements of the RFP may be considered Unacceptable and ineligible for award.

Q17. RFP - The objectives of the RFP are not clear. Please provide us with an overview of the service quantities to be provided, do they include all electrical distribution O&M at these Navy locations, or just a subset of them. How will the Navy determine what service calls will be referred to the contractor?

A17. Recurring Work service quantities for Service Orders are included in the line item description (Column B) for each ELIN on Attachment J-0200000-12 Utility Elect Maint ELINs for that specific Service Order.

Service quantities for Recurring Work preventive maintenance are associated with the Job Plans in Attachment J-1602000-04. Estimated Non-Recurring Work Service quantities are provided in Column D on Attachment J-0200000-12 Utility Elect Maint ELINs. Annex 0200000 Management and Administration Spec Item 2.6.2, Dissemination of Information, states that O&Ms will be provided to the awardee. Service Order referral to the contract is at the discretion of the Government and in accordance with the Government's needs. The Government will entertain recommended work from the contractor on an as needed basis.

Regarding the statement, "The objectives of the RFP are not clear," more information about which specific elements of the RFP are unclear is required in order for the Government to clarify further.

N4008523R2630

Q18. J-0200000-04 - The quantities to be priced are so small that they could not possibly pay for the large management and administrative functions required for the contract. Please clarify how the contractor will be paid for the program office staff required to meet the requirements?

A18. The Government anticipates the majority of work under this contract will be ordered through Non- Recurring Work task orders to be negotiated as needed. As such, the Government has provided an estimated quantity of 24,000 hours of labor and $5,000,000 in materials for each one year contract period. The Government notes, though, that only the Recurring Work for the base period is guaranteed to be awarded.

And only the Recurring Work for any option period will be awarded should that option period be exercised.

The methodology the contractor uses to distribute overhead costs in their proposed pricing for this contract are the contractor's business decisions and are not determined by the Government. The Government notes that the ELIN prices proposed should be inclusive of all costs.

Q19. 160200 PWS 3.2 - The preventative maintenance PM plan required for the transmission and distribution system references a description and inventory that is very limited and appears to be only substation assets and job plans. Please clarify.

A19. Preventive maintenance (see Attachment J-1602000-04, Job Plans) for Naval Station Norfolk shall be performed on the items listed in Attachment J-1602000-01 through -03 Electrical. Preventive Maintenance (see Attachment J-1602000-04, Job Plans) for installations other than Naval Station Norfolk may be ordered, as needed, via negotiated Non-Recurring Work task orders.

Q20. Section J Annexes - Attachment J-0200000-01/Direct Material Costs - Can fixed burden rate be applied to direct material costs? Can a markup be applied to Materials and utilized subcontractors performing work for this Solicitation? If so, is there a fixed allowable mark up? Or is this done at cost?

A20. Please see Section J Annexes - Attachment J-0200000-01/Fixed Burden Rate (FBR). Additionally, FAR 52.215-22 and FAR 52.215-23 have been added to this solicitaiton.
