About this file
This letter approves a request for modification to an existing Water Quality Certificate and Federal Consistency Concurrence for an underwater electromagnetic measurement system project. The Navy requested approval to allow removal and installation of the system during the previously restricted February 1st through September 30th seasonal closure period in order to complete the work prior to an adjacent dredging project by Electric Boat. Based on consultation with the DEEP Fisheries Division, the modified work scope is not expected to adversely impact winter flounder or diadromous fish spawning and is approved as a de minimis change, with all other license terms and conditions remaining in effect. The related federal solicitation is for relocating the underwater electromagnetic measurement system at the Magnetic Silencing Facility at Naval Submarine Base New London, Connecticut.

RE: Request for Modification Water Quality Certificate & Federal Consistency Concurrence #202007889-WQC & 202007200-FCC Underwater Electromagnetic Measurement System New London & Groton
We are in receipt of an email dated March 4, 2022 from Jane Urban requesting approval to allow for the authorized removal and installation of the underwater electromagnetic measurement system (“UEMMS”) within the previously identified February 1st through September 30th seasonal closure period as required by Terms and Conditions #3 of the captioned license. As you are aware, this condition establishes a seasonal restriction to protect winter flounder and diadromous finfish located within the Thames River. Ms.
Urban’s email indicated that the Navy’s authorized work needs to be completed prior to the commencement of authorized dredging in the immediate vicinity of the existing UEMMS system to conducted by Electric Boat. As noted in the original application materials, the installation methodology included using a jet-plow with jetting arms and diver-assisted means which is anticipated to result in minimal turbidity. Based on a May 4, 2022 conversation with DEEP Fisheries Division, the authorized work can occur within the aforementioned time of year restriction and is not anticipated to result in long-term adverse impacts to spawning winter flounder and diadromous finfish.
Based on a review of the file and the information provided, the requested modifications are hereby approved as a de minimis change.
All other terms and conditions of the above-referenced authorization shall remain in full force and effect.
