About this file
This amendment modifies a solicitation for the relocation of an underwater electromagnetic measurement system. The solicitation seeks proposals for the design and construction of a new tower structure, demolition and removal of existing infrastructure, and installation of new sensor cables.
Key details include: extending the proposal due date and revising instructions to offerors; updating drawings and specifications related to welding requirements, testing procedures, and material submittals; providing responses to offeror questions; and allowing flexibility in mat sizing and coating methods for field repairs. The amendment also changes the assumed award date to June 27, 2023 and allows for additional contract duration due to long lead times for electrical components. Proposals are due by the extended deadline outlined in the amendment.

The 14 gauge metal decking is there to assist the contractor in stabilizing the rigid frame prior to pile driving.
50 Solicitation Please confirm this contract is tax exempt.
Please be advised the Department of the Navy does not fill out proffered tax exempt forms nor does it provide a tax exempt number for your use in securing the necessary tax exemptions from your state because only the state revenue office has the legal cognizance and the authority to render an opinion regarding the propriety of such a tax exemption
52 11 of 75 Solicitation The Solicitation states, "The schedule shall be based on a contract award date of June 15, 2023." The Milestone 1 completion date of the new tower is 6/24/2024.
The difference between these dates is 375 calendar days. The contract documents state the base contract duration is 394 days from award.
Please clarify so the summary level
June 15, 2023 will be changed to June 27, 2023.
Please see Continuation Page in Amendment 0006.
The Milestone 1 completion date of 6/24/2024 for the new tower is correct. There are extra days in the contract that are for administrative closeout activities.
project schedule can be developed accordingly.
53 Drawing C-
Detail B5 The drawing shows a 10ft wide mattress. Is there a reason why 10ft was selected over 8ft wide? All of the mattress suppliers produce 8FT wide mattresses as a standard. Is it possible to reduce the width requirement to 8ft? There are numerous benefits including economical benefits.
Yes, reducing the width to 8 feet is acceptable, as long as the mat is still stable at the top of the slope.
54 Amendment
Question No. 3 Referencing the reply to Question 3, Amendment 2, please confirm that when the reply is that no Test piles are required, this means that PDA testing of piles is not required.
The contractor is still required to confirm that the piles have met the specified capacities.

Work Restrictions
Notes para 1.2.1
"Work Restrictions on plan sheet G-002 discusses several access limitations, eg, security clearance, transportation of contractor's material and personnel, vessel launching, storage, transport of government personnel, etc. There are also several references to ""limits of work"" in these notes and elsewhere in specs (eg, Plan Sheet G-002 Note 4/Work Restrictions and Spec 01 14 00, para 1.2.1), but no limits actually delineated on plan sheet C-101 or elsewhere that we have found.
Please clarify if there will be space provided landside for contractor's temporary office trailer, administrative field offices, personnel parking, material receiving, vessel docking for contractor and government employee movement to the site, etc.
where that space is located, and what size is it. "
The government does not place any work restrictions on the contractors personnel.
#1 and #4 of the Work restrictions on G-002 will be deleted. See continuation page.
Please see Amendment 0005 for answers to #15, 16, and #34 regarding land side space.

09 97 13.26 para 2.2.5.1 para 2.2.4
Specification 05 52 00, para 2.2.5.1 indicates handrail to be Galvanized and Painted. Specification 05 51 33, para 2.2.4 indicates ladders are to be painted in accordance with Spec 09 97 13.26 (zinc/coal tar/coal tar). Since coal tar on ladders seems unusual, we are asking if ladders and ships ladders to be painted like structural steel or are they also to be galvanized or galvanized and painted? Please

Cable
We have approached Rochester Cable for pricing of the primary and spare cables for the project and have been informed by the supplier that technical data pertaining to the cable and more specifically the reel / spool dimensions, they are not at liberty to discuss. The reel / spool would be considered a component part of the order and required information for proper installation.
We will need to have this dimensional information to fabricate a structurally sound means of deploying the cable. Is there any way to disseminate this information in an addendum, or give the supplier permission to provide us with the requested dimensions?
Reel Information:
-- Weights and Dimensions -- 23,000 lbs.
-- 115 x 72 x 115 -- Includes lagging -- No frame
Please see the Reel Drawing attachment.
59 Are we allowed to use sub-contractors as part of our technical submittal?
Bid per the RFP - Factor 1 and Solicitation Submittal Requirements.
60 Will Navy make available a bulkhead for loading/unloading?
And a laydown area?
There isn’t any space or location set aside for a contractor field office. It is presumed, but not required, that the contractor will have an office on a barge at the work site.
There is no requirement to provide an office for government use during the contract.
61 Do we have to submit Standard Form 24 with our Bid Bond?
Yes.
62 2 31 62 16.13 1.4.2 There are two driving criteria that need to be met: 1. Minimum tip El.
-98 and ultimate capacity of 230 kips.
The wave equation analysis shows that the minimum tip is the governing criteria. While trying to achieve the minimum tip the 20”x.5” wall (A252 gr3, 45ksi) pile is overstressed. We suggest either increase the wall thickness for the 20” pile to .625” wall that meets specifications.
If this is the case we would recommend increasing the wall thickness to 0.625" to meet the requirements
63 Attachment H The Connecticut Department of Energy & Environmental Protection
The letter from CT DEEP states that "authorized work letter in Attachment H authorized installation of the new cable via jet-plow to take place within the Feb 1 through Sept 30th seasonal time of year restriction on in-water work.
Please clarify whether or not pile installation and removals are allowed within the aforementioned time of year restriction as well.
can occur within the aforementioned time of year restriction..." The authorized activities are listed in the State permit for the UEMMS relocation project (Water Quality Certificate & Federal Consistency Concurrence
#202007889-WQC &
#202007200-FCC) and include pile installation and removal.

(b) Proposal delivery requires the Electronic Submission marked as "Original" and the hard copy marked as "Copy". Please confirm that in this case, the original ink signed proposal forms would not need to be submitted considering the Electronic Copy would be a scanned copy and the mailed version is a "Copy".
FAR Clause 52.236-28 on page 22 of 25 refences "manually signed".
Would the mailed copy be an "Original" if it is to contain the original signatures? Should the mailed copy include the original signatures? Please clarify.
1. Confirmed, please bid per the RFP
2. No, the mailed submission would be a copy that contains original signatures

1.8 Reference Specification Section 01
57 19, Paragraph 1.8. It is our experience on similar projects that this paragraph is utilized to delineate which permits have been obtained or will be obtained by the Government. Such information is not included in this contract and the specification, as written, appears to indicate that the Contractor is responsible to obtain all permits necessary to construct the project.
Please confirm which permits (if any) have been obtained, or will be obtained by the Government.
The Government has obtained the following permits:
- a Water Quality Certificate & Federal Consistency Concurrence from the State of Connecticut (#202007889-
WQC & #202007200-FCC);
and
- a Section 408 Authorization from the USACE (NAE- 2020-02336).
66 Can some pictures of the inside of the range house be provided showing inside the building where the conduits come up through the floor. We’d like to see the area available for pulling the cables up the conduit and how to route our pull-in cable through the building.
Please see uploaded pictures
67 C-301 The New Work Drawing C-301 shows the articulating concrete block mat at 10ft wide.
Commercially available mats are typically 8ft wide for trucking purposes. Can the mats be 8ft wide?
Yes, reducing the width to 8 feet is acceptable, as long as the mat is still stable at the top of the slope.
68 C-301 The New Work Drawing C-301 note 2 under detail B5 says the articulating concrete block mattress will be held together with steel cable, poly rope, or approved equal.
We assume this is meant for an individual mat. For example, an 8ft x 10ft mat would have the individual blocks held together.
We assume this does not mean that individual mats (8ft x 10ft) are held to the adjacent underwater mats by wiring them together after placement. Please clarify.
The individual mats are to be joined together per the manufacture recommendations. The intent is to provide continuous protection to the cable in this area where there is a high change of an anchor drag.
69 If the existing sensors and cables are no longer in use, can they be removed prior to installing the new cables?
The existing sensors and cables will be in use until May 14th. They may be removed after that date.
70 Milestones Milestone 2 for demolition has a start date of 5/15/24. There are dates listed for above mudline demo completion and below mudline demo completion. Can the retrieval of the sensors and submarine cable retrieval happen concurrently with the above mudline demo work?
The sensors and submarine cable can be removed any time after May14th.
71 For the pre-inspection of the existing 4” conduits. Can the contractor access the inside of the range house to use an internal camera for inspection of the existing 4” conduits?
Access to the range house for pictures can be arranged by calling the Director of MSF New London, Preston Tone Pah Hote at 860-437-0427.
72 Can the contractor perform a dive inspection of the existing 4” conduits from the shoreline in front of the range house?
The contractor can perform a dive inspection of whatever is visible off the shoreline in front of the range house.

80 Amendment #5
Question 40 As a clarification to Question #40 of Amendment 5, Please confirm we are allowed to extract the piling in one full piece (portion above and portion below mudline as one piece).
Yes, that is allowed as long as the schedule is met.
81 S-101, S-103 The 22"diameter corner pipes of the base section are labeled on the drawings as "PIPE". Our interpretation is these are intended to be grade A53 (max yield 35KSI) per specification. Questions: For 22", could A252 Grade 3 (modified to 50KSI Yield) be used?
Yes, A252 Grade 3 (modified to 50KSI Yield) is the indented material must be used.
82 S Drawings The 8-5/8" diameter (nominal 8" pipe) struts and bracing of the base section are labeled on the drawings as "PIPE". Our interpretation is these are intended to be grade A53 (max yield 35KSI) per specification. For nominal 8" A53 pipe, 5/8 wall thickness is not a scheduled wall thickness. Although shown in the steel manual, it is also not available in A500 HSS that we have found. Questions: For nominal 8" pipe, would A53 or A500 with a thicker wall be an allowable substitution?
The 'pipe' is structural steel tubing and is A500. A500 HSS with a thicker wall is allowable.
83 2 01 14 00 1.1 e Section e. 1) states, "EXWC will finish their install after completion of P-1097 DCS Building (3 months of work)". Please confirm EXWC's work will happen after Milestone 1 completion date of 6/24/24.
EXWC will not commence work in the DCS until after 6/24/24. The only exception is if the DCS is completed before that date.
84 2 01 14 00 1.1 e Section e. 2) states, "EXWC will remove all of their equipment from existing DCS Building by 5/25/2024 to allow for P-1097 demolition of existing DCS." The Milestone 2 Demolition Start date is 5/15/2024. Please coordinate these two dates so we can ensure that we submit a compliant schedule.
The current MSF range will cease operations on 5/14/24.
EXWC will commence removal of equipment in the DCS on 5/15/24 and complete removal by 5/25/24.

cable from anchor drags rather than for erosion protection.
2. & 3. The geotextile does not need to be included if the manufacture doesn't recommended it based on the mudline conditions and applications. This consideration should also make sure there no significant settlement of the cable due to the mats.
86 31 62 16.13 Steel Pipe Pile Specifications states the furnishing, driving, and pulling of piles will be measurement for payment by the Linear Foot; pile driving tests, shoes and splices will be measured for payment by the Each. The price proposal form only has two bid items listed paid by the LS. Please clarify.
This contract has two lump sum items. Each contains pile work.
There will not be any other payment by Linear Foot or other measurement for any of the pile work.
87 01 45 35 Para 2.1 The referenced spec section indicates several certifications to be submitted by the fabricator in order to not be subject to special inspections. Other than the requirement for AISC certification (1st one listed), are the other others listed intended to be required?
Please refer to #14 response.

geotextile, however it is not metioned elsewhere or shown in the drawings. 1.2.1 discusses geotextiles for interlocking blocks as an option to cables. Please clarify if a geotextile fabric is required to be placed with the mattress. If so, is there any other
The purpose of the concrete mattress is to provide protection to the cable from anchor drags rather than for erosion protection. The geotextile does not need to be included if the manufacture doesn't recommended it based on the mudline conditions and applications.
requirements for this fabric regarding type, thickness, etc?
This consideration should also make sure there no significant settlement of the cable due to the mats.

3.1.2 The placement tolerance provided
for the mats discusses vertical projections. Does this also relate to their plan location and how close they are set side by side? What is the tolerance for this?
Tolerance will be based on manufacturers recommendations for this application and the connection method between mats.
91 Drawing C-
Detail B5 Note 2 Note 2 under Detail B5 discusses mattresses being held together with steel cable, poly rope or approve equal. Is this discussing the material used to make each mattress, OR is this meant to require that we must tie individual mats together as they are placed underwater?
The individual mats are to be joined together per the manufacturer recommendations. The intent is to provide continuous protection to the cable in this area where there is a high change of an anchor drag.
92 Drawing D-
Note 3 Per drawings and specifications, sensors are to be removed and turned over to government. Is it the government's intensions that the sensors are to be removed with care and without damage?
The government’s intention is to REUSE the sensors so they are to be removed with care and without damage.
93 Amendment #5, Q#19
Thank you for the As-builts.
Referencing Amendment #5, Question #19, please confirm the existing driven piles that are to be removed were not filled with concrete.
If the piles are filled with concrete then it wasn’t in the original design.
94 C-101 S-101
The base section for the tower has 14 gauge metal decking secured to heavy 8" pipe framing suggesting that the base could be set directly on the river bed while driving pipe pile. The tower location is shown in the contract drawings with specific elevations throughout its height (S-101) and a specific northing and easting coordinate (C- 101). Resting the tower base on the riverbed while driving pile will be difficult (if not impossible) to hold tower in position to a close tolerance. If the intention is to set the tower base in this manner, what are the allowable positioning tolerances of the installation in the X, Y, and Z directions? If the tower is not intended to rest on the river bed, what is the purpose of the 14 gauge metal decking?
The 14 guage decking is meant to assist the contractor with placement of the rigid frame due to the softness of the mudline. It is not designed to repalce alternate methods, such as tempory piles, to make sure the frame stays in place during driving.
The ultimate means and methods is up to the contractor.

Para 1.4.5.2 Para 1.4.5.3
The referenced spec sections indicate that the coating inspection be performed by an SSPC QP5 certified company and by QP5 Level III qalified inspector. Do these requirements apply to any or all of the following cases:
1. Coatings applied in a paint shop certified to SSPC QP3 or AISC Sophisticated Paint Endorsement,
2. Coatings applied in the field as part of structural steel field assembly, and/or
3. Coatings applied for touching up field welds and handling damage after tower is erected in final position.
They apply to all of the cases.
96 Spec 09 97 13.26
Para 3.5.2.3 The referenced spec section indicates coating repairs and touch-up must recieve a surface preparation of SP10, which is only accomplished by grit blasting. In the case of coating repiars over the water, full containment will be needed to perform any grit blasting.
Can SP11, accomlished by power tools, be provided in lieu of SP10 for coating repairs at field welds and instances of handling damage?
Assuming an appropiate profile has been established as part of prior prep, grit blasting with containment will not be required for minor coating repairs, as long as the contractors QC specialist is in agreement and it is included in the contractors QC plan.
97 Spec 09 97 13.26
Para 3.3.1 As a continuation of previous question: If SP11 prep is acceptable for coating repairs, please confirm that full containment per para 3.3.1 will not be required as long as other capture methods are employed such as power tools fitted with vacum collection equipment.

98 Dwg S-506 S-506 provides information of contractor supplied chain hoists.
1. Please confirm only 1 chain hoist is to be provided, and
2. Please confirm the total lift length for the hoist is from the bottom of the Sensor Drop Pipe to the height of the lower davit.
One chain hoist is to be supplied. The chain must be able to lift an item from the mudline to the top when attached to the upper davit.
99 Suppliers of the MV Disconnect Switch are stating that the lead time for this item is 60 weeks after approved drawings. Lead times for the two MV Transformers are 104 weeks (2 years) after approved drawings. Without these items work in the Range House and DCS Tower will not be able to be completed to meet the Milestone 1
Bid per the RFP.
date or the current contract duration. In order to accommodate these lead times the Contract duration would need to be over 900 calendar days. Physical work onsite would also want to be delayed to align with the delivery of the electrical components to save re-mobilization costs to complete the work. Please let us know how to proceed knowing this information.
