About this file

This amendment modifies a solicitation for the relocation of an underwater electromagnetic measurement system at Naval Submarine Base New London in Connecticut. The Navy seeks demolition of an existing distributed cable system and construction of a new system including removal and installation of piles, towers, sensors, cables and other equipment. Eligible offerors must submit one electronic and one paper copy of price and non-price proposals by March 31, 2023. The contract duration is 394 calendar days from award. Liquidated damages of $2,385.01 per day will be assessed for delays to overall construction, while demolition milestones carry $3,500.85 per day. The amendment provides responses to offeror questions, updates the proposal due date and number of required copies, and clarifies the contract duration under the liquidated damages clause.

Under "Possible Work Sequence" section, Number 3 describes grouting and welding the piles in place after driving them. Does this mean grouting the annular space between the 22" diameter base frame template pipe and the 20" pipe pile? We don't see any reference in the drawings to grouting this annular space, only grouting the outside of the 22" base frame template pipe utilizing the fiberglass jacket and there is reference to filling the pile with grout up to +4.ft EL. If grouting the annular space between the 22" base frame template pipe and 20" pile is also required, this would typically require some kind of built in seal on the bottom of the 22" base frame template pipe where no fabrication provisions appear to be detailed for this.

Please clarify the requirement.

There is no requirement to grout in between the 22" rigid frame and the 20" piles.

Drawing Package

Page G-002 Under "Possible Work Sequence" section, Numbers 4 & 5 indicate

Please clarify.

of fabrication done in the field and the number of sections assembled in the field is up to the contract to decide what is the most efficient method for them. Dwg. S-105, South Elevation - Detail B3 indicates that columns and braces between platform levels are typically welded with all around CJP groove welds. If the fabricator decides that certain locations require a field weld (depending on the preferred assembly sequence/procedure) then they can use field welds as a substitute for shop welds.

12 Drawing S-106 Detail C5

Is Specification 31 62 19.15 intended to also cover the fiberglass housing (split) shown in Detail C5 on drawing S-106. The particular item is not mentioned in the spec nor elsewhere that we can see.

The specification in this case is pertinent to the housing (form) material only. The thickness of the fiberglass housing shall be 1/2" thick.

Instructions to

Proposers 00 21 16 Factor 4

Factor 4 evaluation as described on page 14 of 75: May PPQs that have been completed for prior NAVFAC RFPs be acceptable if we are planning on using the same reference projects in Factor 1 or must we get new PPQs completed for those same projects?

Yes, this is acceptable.

Specification 01

Is the temporary project safety fencing required around the Range House and the shoreline where the cable ducts are? It is not clear where the safety fencing is required.

Temporary safety fencing is required between the range house and water where the cable ducts are and in the area where the platform for external transformer and other equipment will be mounted. Expectation is the platform will be in the vicinity of the external stairs on the Fort Trumbull side of the building.

Specification 01

It appears we have to submit the qualifications of the Protected Species Observer. It is not clear what the specific requirements are for observation. Are we to hire a Protected Species Observer only during pile driving and extraction, or during subsea cable installation as well? Please specify.

Protected Species Observers (PSOs) are required to monitor to ensure that the project can be completed without any takes of marine mammals.

Underwater sound resulting from pile driving and extraction activities has the potential to harass marine mammals.

Other construction elements, including installation of the DCS structure, sensor array, and Main Power Cable, do not have the potential to result in harassment under the Marine Mammal Protection Act (MMPA).

A marine mammal monitoring plan shall be submitted to NAVFAC for review and approval prior to initiating in-water work. The monitoring plan shall document the following: number of PSOs and locations of PSOs during pile driving and removal; figures showing the proposed 10-meter shutdown zone if a marine mammal enters the work zone to avoid collision with project vessels; figures showing the proposed disturbance zones to be monitored; proposed data form to be used to document monitoring and marine mammal observations;

conditions under which monitoring will be conducted; and proposed mitigation measures to preclude marine mammal takes, including pre-activity and post-activity monitoring.

Data forms documenting the marine mammal monitoring shall be provided to NAVFAC on a weekly basis when monitoring is required. In addition, an annual report detailing the monitoring protocol used, summarizing the data recorded during monitoring, and documenting any shutdowns required to avoid takes shall be submitted for each year in which monitoring by PSOs is conducted.

There is language in this section pertaining to no splicing in the top 25 ft of the pile to eliminate coating vulnerability. We haven't located specifically where the drawings or specifications indicate the actual length of coating required on the pile. Is only the top 25FT of the driven piles to be coated?

Spec. 09 97 13.26, Section 3.1 indicates that all exterior steel surfaces are to be coated. The piles will be fully coated, the entire length.

Should the 3/4" plate shown in the detail that gets set after platform level 1 passes over this zone of the cable riser show a Field weld symbol?

It is acceptable to use a field weld at this location if necessary.

A turbidity curtain is also required during all construction when working within 10ft of the toe of the riprap. A turbidity curtain is not required for work related to the installation of new cables or the removal of the old cables and sensors.

For Factor 1 projects, are we allowed to use projects that are considered Substantially Complete or Certificate of Occupancy but not necessarily Final Completion or closeout due to punch list of typical contract closeout activities?

No, bid per the RFP.

Are FedEx and UPS alternative acceptable methods to ship the hard copy proposals rather than Express mail? Also, would you allow flash drives in lieu of

2. No, flash drives are not acceptable in lieu of the CDROM. Please bid per

RFP.

CONCRETE PILES. We are unable to find concrete requirements in these sections.

Please advise.

The concrete infill for the piles can be 3000 psi marine concrete with up to 1" aggregate.

30 Amendment 3

With the bid date postponment to March 31st, can you please confirm that the PPI questions period is also extended to March 24th?

Confirmed, PPIs are due seven (7) days prior to the current proposal due date.

32 SF1442

SF1442 says the contract duration is 394 calendar days. This is also mentioned in Factor 2 requirements on page 11 of 75, however Section 52.211-12 LIQUIDATED DAMAGES states a 365 calendar day requirement.

Please clarify which is correct.

1. There are conflicting statements in the RFP concerning the number of hard copies that we are required to submit. Page 1 of the Solicitation, Standard Form 1442, states that “original and 4 copies are due.” However, the requirements for the Price Proposal on page 6 state, “The offeror shall submit one (1) electronic copy marked original via PIEE, one (1) hard copy marked copy. and one (1) CD of the solicitation submittal equirements. And the requirements for the Non- Price/Cost Proposal on page 8 state, “The offeror shall submit one (1) electronic copy marked original via PIEE, one (1) hard copy marked copy, and one (1) CD of the solicitation submittal requirements.” Please clarify and confirm how many hard copies of the Price Proposal are required and how many hard copies of the Non-Price/Cost Proposal are required.

One copy is required. See revisions to Standard Form 1442.

For Price Proposals:

The offeror shall submit one (1) electronic copy marked original via PIEE one (1) hard copy marked copy one (1) CD of the solicitation submittal requirements

For Non-Price/Cost Proposals:
