Intention was for MCCs to be equipped with current limiting fuses/disconnect switches/vacuum contactors typical of a UL347 MCC design. Drawings will be updated to reflect specificationss.
Solicitatio n
Due to the complexity of the work, questions arising from our review of the douments, and from that of our subcontractors', we respectfully request a two-week extension of the proposal due date to June 8th, 2022. This will allow us to addres responses received and better coordinate with subcontractors to provide a quality proposal to NAVFAC.

CD115
Site Demolition Note 10 on sheet 1-C- 002 states the "The Contractor must assume that all asphalt pavement has reinforced concrete base beneath it that must be demolished during pavement demolition." CD107 to CD115 note 1 directs the contractor to sawcut and remove asphalt pavement. Assume 8" thick asphalt overlay on 8" thick reinforced concrete. However the borings shown on sheet 1-B-001 do not align with the site demolition notes. Is it the intent for the contractor to base their bids on the plan notes or shall the boring logs be taken into account?
It is the intent for the contractor to base bids on the plan notes. Boring logs depict conditions only at the specific boring locations. Paving depths throughout the site may differ from what is shown in the logs.

Please provide the KVA rating and oil capacity of the three transformers to be drained and disposed of.
We beieve there are no PCB containing transformers to dispose of in the project. In the Price Proposal Form, under CLIN 0003AG, replace number of units "3" with "0".
1-CS501 Note 9 on sheet 1-CS501 directs the contractor to abandon and replace outside rails with bituminous pavement.
Will Crane Rail that does not get reinstalled be disposed of by the contractor? Will sections of rail outside and Crane Rail Foundation replacement be left in place?
Wrong drawing refrenced; comment applies to 1-SS501/2-SS502. Based on NAVFAC discussions, the outer crane rails cannot be paved over for historical reasons (as designed). The outer rails that are removed for crane rail foundation reconstruction need be replaced as "dummy rails," grouted into place for aesthetical purposes only.
"Dummy rails" are not to be connected back to the foundation, but rather shimmed and grouted in the existing pocket.
1-CG114,
1-CD114
Will existing drainage structures that are no longer part of the proposed drainage system be removed or abandoned in place?
Remove existing drainage structures that are no longer part of the proposed drainage system.
1-M-601 The Pump Schedule indicates to provide Soft-starts for the 4 each Sump Pumps PW8-SP-1, 2, 3, 4, and to refer to Electrical Drawings. Drawing 1- EP101 indicates combination 100 amp Safety Switch/Starter's to be provided.
Please confirm which is correct.
Provide Safety Switch/Starter combination as indicated on electrical drawing 1-EP101. Pump scheduled on 1-M-601 to be corrected.

Spec 26 20 00 2.23.2
The specification indicates current limiting fuses with a disconnect switch and vacuum contactor arrangement, typical of a UL347 MCC design. The contract drawings seem to indicate a "fixed" breaker and not the fuse, switch, and contactor arrangement.
Please confirm the construction requirements for the disconnect device feeding the soft-starts in the MV MCC's for the project.
MCC specification is correct. MCCs will be equipped with current limiting fuses/disconnect switches/vacuum contactors typical of a UL347 MCC design. Drawings will be updated to reflect specifications.
Price Proposal
Form
On the price proposal form, CLIN 001AF, lists the ACM Exterior Sealant item by the square foot, but CLIN 003AH lists the ACM Exterior Sealant by the linear foot. Please clarify if the item is by the square foot or linear foot and adjust bid quantities accordingly.
CLIN 0001AF is correct for the sqarue foot unit. The CLIN description states "exterior stucco or cementitious asbestos contatining material (ACM) at Building 272." CLIN 0003H is also correct for the linear feet of ACM exterior sealant on Building 1498.
Price Proposal
Form
The price proposal form shows the South flooding flume work to be included under CLIN 0002AC. Which CLIN should the North flooding flume work be included under?
The North Flooding Flume work appears in the phase 2 drawings and is included in CLIN 0003.
1-MD301 Key Note 124 last sentence states, "If pipe condition is determined to be poor replace." Should the Contractor carry the cost of replacement in their bid or will this be handled as extra work if replacement is required?
If replacement is determined to be required this will be handled as extra work.
52 52.225-11 Entire Clause
Per the bid documents, this project is subject to FAR 52.225-11 (Buy America). We have requested certification for the generator sets referenced in section 26 32 15.00 from our factory. After submitting documentation for compliance with this requirement to our factory, we have received a request from the compliance department, to see if we can reach out to the contract officer on the project to discuss the generators, detailed in specification sections 263215. Although the generators are manufactured in the United States, they are unable to certify that the generators would satisfy the conditions necessary to qualify as “domestic construction material” under the current version of FAR 52.225-11, due to uncertainty created by the special domestic contact requirements for products deemed to consist “predominantly of iron or steel or a combination of both” that was introduced into this requirement in 2021.
Bid per RFP.
The current version of FAR 52.225-11 contains special domestic content requirements for products that are determined to consist “predominantly of iron or steel or a combination of both.” Determining (i) whether a product falls into that category, and (ii) if so, whether it meets the definition of a “domestic construction material,” requires a level of visibility into the costs and origin of the steel and iron content of the generators that most manufacturers do not presently have.
Because we cannot confidently assess the cost of iron/steel content added by suppliers who may be several tiers removed from the manufacturer of record in the supply chain for the generators, we lack the information we believe is necessary to certify that these generators are "domestic construction material" under FAR 52.225-11.
Due to this, it is very difficult to certify that the generators are Domestic Construction material as shown under FAR 52.225-11. Based on this, we would like to ask if a determination could be made that the generators from all vendors are not considered “predominately iron and steel”, to help clarify this requirement and obtain clear certification of compliance with FAR 52.225-11?
6 02-61-13 3.6.2 Excavation and Handling of Contaminated Material paragraph 3.6.2 states that Containerized liquids must be treated offsite. Is it the intent for contaminated groundwater collected from excavations to be hauled offsite for disposal?
It is the intent to discharge groundwater on-site.
Will the contractor be permitted to dewater excavations onsite and pump into another open excavation or pit near the active work area?
Store liquid from excavations in containers. Refer to paragraph 3.5.3 of Section 02 61 13 and paragraph 3.1.2 of Section 31 23 00.00 20.

Note 1 on drawings 2-MD127 thru 2- MD135 indicates guardrail and associated anchors along gallery to be "demolished as required". Key Note 2 on 2-MS323 indicates 2" clearance between pipe and NEW guardrail. Is the intent to replace this guardrail along entire length of gallery (where saltwater piping is installed) with new guardrail per detail B1/2-SS501?
The new component cooling piping will be installed directly atop the existing curb which will force the existing guardrail to be removed and replaced with new guardrail outboard the curb.
The new guardrail will be fabricated to miss the pipe support locations along the length of the gallery.
