The narrative of CLIN 0004 states that the electrical infrastructure is excluded from this Line Item. Sheet Keynote X4 and Drawing 1-EP101 seem to include the electrical infrastructure within this Line Item Pricing. Can you please clarify?
1-EP101 does not include any callout for CLIN 0004. 1-EP101 indicates that all work associated with the MCC-DP is to be installed under base bid, including the circuit breaker, relay, etc associated with all DPs. However, 1-EP103 indicated that the electrical motor connection and infrastructure between the MCC-DP and DP-1 is included in CLIN 0004 as shown by the clouding and sheet keynote 'X2'.

1- "ES"Series Drawings
Sheet Keynote #1
Sheet Keynote #1 of the 1-"ES" series of drawings gives us directions to "Expand existing underground duct bank." Can you please confirm that this includes the dark line weight duct bank symbols depicted on the drawings? (I.E.
Drawing 1-ES129 Telecom Duct Bank Only?)
Refer to the ductbank symbol on 1- E-011. The cable callout in a circle represents existing cable and therefore existing pathway. Callouts without circle represent new cable.
The existing ductbanks are indicated on ES-series with notation "existing". Note 1 points at the new duct bank expansion on ES-series sheets. The heavy weight line in the duct bank symbol indicates the bottom of the duct bank for orientation.

No Electrical or Telecom Manhole Details have been provided other than the Butterfly Diagrams depicted on 1-ES506 through 1- ES510. Can you please provide Manhole Details or a Manhole Schedule depicting Manhole size requirements? Please not: there are multiple measurements shown via the Butterfly Details that seem to indicate the manhole widths, lengths, and depths. However, the measurements shown on the Butterfly Diagrams seam to conflict with the depths of the duct banks themselves. For example, if we are to obtain the Manhole sizes from the Butterfly Diagrams, then Manhole EM-1-09 is shown as a 72"x72"x78" Manhole via Drawing 1-ES507. The Utility Profile on 1- CU202 shows the Electrical Duct Bank entering Manhole EM-1-09 at a depth of almost 15 ft. Leading us to believe that some of these manholes will need to be around 16
ft. deep? Again can you please provide some type of Manhole Detail or Schedule so we can size these manhole accordingly?
Provide Electrical and Telecom Manholes in accordance with a Typical Manhole Detail with minimum internal dimensions as indicated in the Manhole Schedule.
Refer to amended Sheets 1-ES502 and 2-ES509 for details. The manholes must be provided with precast concrete grade rings for total manhole depth per duct bank profiles on CU-series sheets. The Typical Manhole Detail and the Manhole Schedule will be provided in Amendment.

Will the new manholes be cast in place or precast.
New manholes can be cast in place or precast construction in accordance with Section 33 71 02 -
UNDERGROUND ELECTRICAL
DISTRIBUTION, paragraphs
2.13.1 and 2.13.2.2.
Under paragraph 2.13.2.2.e - Replace the last sentence "The minimum design vertical load must be for H20 highway loading per AASHTO HB-17." with the following: "The minimum design vertical load must be 100,000 lb minimum wheel load capacity."
Under paragraph 2.13.1 Cast-in- Place Concrete Structures - add the following: "The minimum design vertical load must be 100,000 lb minimum wheel load capacity."
1-E-011, 1- "ES" Series Drawings, 1-ES603
The Duct Bank Legend of Drawing 1-E-011 depicts a symbol of a circled number. It states that this symbol is indicative of an existing cable designation. On the "ES" series drawings, for example, Drawing 1-ES132 plan south, there is a 20-way existing duct bank with a circled number 32. Keynote #2 is under this duct bank and gives us direction to provide conductors in the existing duct bank. On Drawing 1-ES603 Feeder Number 32 is listed as an existing feeder. Are we installing a new feeder in this duct bank as directed by Keynote #2, or is this an existing to remain feeder?
Disregard Note 2 for existing feeder #32 within existing 20-way duct bank on Sheet 1-ES132.
1-ES134
Please reference 1-ES134 Plan South East. There is a duct bank with Sheet Keynote #1. Keynote #1 gives us direction to expand the existing underground duct bank.
This duct bank is identified as existing and the drawing does not depict a new rout or expansion. Can you please confirm that no expansion is necessary in this location?
Disregard Note 1 for existing duct bank extension on 1-ES134 Plan South East. That duct bank expansion takes place in Phase 2 as indicated on Sheet 2-ES134.
1-ES134,
The Duct Bank shown running from the Switchgear to the Pumpwell Bldg. depicts that Feeder #48 is being installed in this section of Duct Bank. From that point on, it is no longer shown being installed in the Duct Bank to the Generator Load Bank or Generator. Feeder #48 is identified via Drawing 1- ES603 as being installed from Pumpwell 8 Generator to Pupwell 8 Generator Load Bank. Feeder #48 is the Load Bank Feeder. Can you please confirm that this feeder is being installed from the Switchgear into the Pumpwell Bldg? It is our assumption that this feeder has been mislabeled and should actually be Feeder #47, which is identified as being installed from Pumpwell 8 Panel PW8-4 to Pumpwell 8 Generator Load Bank for the Load Bank Heater and Load Bank Control Panel via Drawing -
1ES603.
Concur with the assumption.
Feeders 47 and 48 are mixed up withing the generator graphic footprint. Feeder 48 connects Generator Load Bank to generator power in accordance with Cable Schedule on 1-ES603. Feeder 47 connects Generator Load Bank Heater and Control Panel to panel PW8-4 inside the Pumpwell. It is routed from the Load bank to the Switchgear platform and to the Pumpwell. Feeder 48 in the duct bank between the Switchgear and the Pumpwell is actually feeder 47.
An amendment is forthcoming.
1-EP701
The Ground Conductors for the 5 KV Feeders energizing PW8- XFMR-3, PW8-DP-1 through PW8- DP-5, and PW8-MDP-2 through PW8-MDP-4 have not been identified. Can you please size these conductors?
PW8-XFMR-3: #8 ground conductor, 600V insulation.
PW8-DP1-5: #6 ground conductor, 600V insulation per motor.
PW8-MDP2-4: #3 ground conductor, 600V insulation per motor.
PW8-MCC-DP: #5 ground conductor, 600V insulation.
PW8-MCC-MDP: #2/0 ground conductor, 600V insulation.
All equipment grounding conductors sized in accordance with NEC Article 250.122
1-ES603
Feeder 41 is listed as (3) #8 AWG and (1) #10 AWG Insulated Ground CU, 600V, RHH/RHW-2. The matrix identifies this feeder as being installed from Pumpwell 8 SWGR to Pumpwell 8 and as the 4.16KV- 480Y/277 XFMR Feeder. Can you please confirm the feeder conductor sizes and voltage rating?
Provide 3-1/C #2 AWG CU 5KV
133% EPR TS MV-104, #8 AWG
CU 600V ground conductor. An amendment is forthcoming.
Feeder #43 & Drawing
1-EP701
The electrical feeder being installed from PW8-SWGR to PW8-MCC- MDP is identified on 1-ES603 Feeder Tag #43 as (2) Sets of (3) #500 5 kv and (1) 1/0. This same feeder on 1-EP701 is depicted as (2) Sets of (3) #350 5 kv without a ground. Can you please confirm feeder and conduit sizes?
Provide two sets of 3-1/C
350KCMIL CU 5KV 133% EPR
TS MV-104, #2/0 CU 600V ground conductor. An amendment is forthcoming.

1-EP101,
1-ES134 &
Sheet Keynote #19 and the Switchgear Heater Circuit depicted on Drawing 1-EP101 does not seem to be incorperated in the duct bank of Drawing 1-ES134. Can you please confirm?
Provide Switchgear Heater circuit consisting of 2#6 AWG, 1#10 AWG ground conductors, 600V insulation in 6" conduit from the Switchgear to Pumpwell as part of the 12-way duct bank - callout #49.
An amendment is forthcoming.
1-ES128
The Telecomm Duct Bank shown on 1-ES128 is identified as (1) 6" spare conduit and (1) F1 feeder in 4" conduit. The same Duct Bank transitions into (1) 4" spare conduit and (1) F1 feeder in 4" conduit via the corresponding matchline drawing. Can you please confirm that this 6" spare conduit should be a 4" spare conduit?
Concur. The spare telecom duct on 1-ES128 must be 4" diameter.
1.2 General
Overview of Contract
This paragraph describes several items to be completed in Phase 1 such as the Pumpwell 8 micropile foundation and the pumpwell drainage piping routed through the abandoned South flooding flume, whereas the solicitation drawings and Price Proposal Form show these items being CLIN 0002AD and 0002AC respectively. The Price Proposal Form states that the work described in these Contract Line Items are to be performed in Phase
2. Please clarify which Phase is intended and please provide some reasoning why the additional work was moved from Phase 1 to Phase 2.
Pumpwell micropile foundations and pumpwell drainage pipe routed through the abandoned South flooding flumes are included in CLIN 0002 and in Phase 2 construction.
Solicitation Attachment I - PIEE Solicitation Vendor Access Instructions are not listed with the Solicitation.
Please see Amendment 0006 for Attachment I.
12 00 21 16 Factor 1
Corp Experience
Section 00 21 16, Corporate Experience, Page 12 under Complexity it states that Offerors are to “Ensure that project descriptions clearly address how each project meets the scope and complexity requirements as delineated above, and provides the final construction cost. The absence of any such information may result in the Project being considered Not Relevant, which could result in a rating of UNACCEPTABLE for this factor”. Further down Page 12 it is stated that Offerors are required to use Attachment C and that each project data sheet must not exceed 2 single sided pages. Two (2) single sided pages are insufficient space to be able to properly address all of the corporate experience criteria identified in the Solicitation as well at the information required per Attachment C. Please increase the page limit for Corporate Experience to three (3) single sided pages to ensure that all relevant criteria can be provided. This will ensure that there is not an absence of information and that a subsequent UNACCEPTABLE rating is not given as a result.
Please see Amendment 0006 for revised Section 3 EVALUATION

We are currently operating in an environment of very volatile and escalating prices for many of the materials required for this Project. There does not appear to be any provision in the IFB and Amendments providing an economic price adjustment to the Contractor for material price escalation occurring between the bid date and the ordering of materials. In accordance with FAR 16.203, DFAR 216.203-4, and DFARS PGI 216.203-4, will the government consider inclusion of an economic price adjustment clause providing for price adjustments to critical materials and components for the Project?
There is no economic price adjustment clause included in the solicitation. Bid per RFP.
Generator Emissions Clarificatio n
Phase 1 & 2: Generator Emissions Clarification – Please confirm that a tier 2 emissions certified generator is required vs. a tier 4 final generator. The units are required to be prime stamped but the intended use is not clear.
The intended use is for emergency standby power, and Tier 2 emissions certification is therefore required.
26 32 15.00
2.5.1 and
2.25
Phase 1 & 2: These paragraphs are in contradiction with each other. Please clarify whether a steel sub-base or stainless steel sub-base is required. Further, is the intent to have a stainless steel sub-base or sub-base day tank for the enclosure? If a stainless steel sub-base is required for either the generator set assembly and/or the enclosure assembly, we are not sure if we can meet this requirement at this time and may have to take exception
Requirement is for a steel sub-base with a corrosion resistant coating applied. Project requirement is for the generator sub base to include a day tank; drawing 1-M-502 depicts the fuel storage requirement.
Drawing 1-
EP701
Phase 1 – Drawing 1-EP701 – Requires two medium voltage circuit breakers within the generator enclosure assembly. Please confirm that these are required as it will increase the footprint of the package and be much larger than what is shown on the plans. Circuit breakers are not required at the generator set for a medium voltage system, only low voltage. We would suggest removing the 1200A/225AF circuit breaker entirely and incorporating the 1200AF/175A load bank circuit
225A circuit breaker included in the PW8-GENERATOR package can be removed in its entirety; given proximity to generator, 225A circuit breaker in the PW8-SWGR package will serve as the sole means of protection between PW9- GENERATOR and PW8-SWGR.

We have an active project that we believe meets the scope and complexity requirements for Factor 1 Corporate Experience. The current contract value is just below the $75,000,000 requirement, but the project is not yet complete and has the potential to increase. We feel that the overall magnitude of the project and similarity in scope would still provide adequate relevant experience. Would there be any consideration to reducing the contract value minimum requirements to include a project greater than $70,000,000?
Bid Per RFP.
With the site visit being held 4/14/22 and the PPI due date being 4/19/22, we do not feel that there is adequate time to assess the takeaways from the site visit and conduct a thorough comparison with the contract documents due to the complexity of the work.
Additionally, there were photographs that were taken during the site visit which have not yet been published which will also need to be reviewed and could generate additional PPIs. Assuming that the site visit photos will be published reasonably soon, we kindly request that the proposal due date be extended to 5/26/22, and in doing so, extending the PPI submission deadline.
