REFERENCE QUESTION GOVERNMENT RESPONSE

Page Section Para.

26 13

26.00 25

3.7 Please referenced Specification

Section 26 13 26 .00 25 “Medium Voltage Switchgear” - Paragraph 3.7 “Special Testing for Seismic-Resisting Equipment.” This paragraph requires the manufacturer to have the equipment “Shake Table Tested” by a qualified testing agency and provide certifications. This test will eliminate most (if not all) manufacturers capable of complying with the rest of the project specifications. Can you please remove the “Shake Table Testing” from the project requirements so we can obtain electrical equipment pricing?

Intent is for all MC-1 equipment to obtain seismic certification in accordance with UFC 3-301-02 and ASCE 7-16 and not to limit the certification process to only shake table testing. All affected specifications will be updated.

Vol 3 Spec Page 22 of Spec Volume 3 has a chart identifying Electrical Designated Seismic Systems Requiring a Certificate of Compliance. This issue does not just hinder my Switchgear pricing. It’s stopping me from getting pricing on the Emergency Generator and Load Bank, the Switchgears, Safety Switches, Motor Starters, and Panelboards. Can you please include this in your question?

Intent is for all MC-1 equipment to obtain seismic certification in accordance with UFC 3-301-02 and ASCE 7-16 and not to limit the certification process to only shake table testing. All affected specifications will be updated.

2-S-416 SEC B2 Regarding the roof hatch shown on 2- S-416: We have noted that the hatch itself does not have a weather tight seal and the lift lugs are not long enough as shown to project through the roofing material. It appears that the intent is to install permanant roofing material continuously over the hatch and lift lugs, then if the hatch is ever required to be removed for access, roofing would be removed/replaced as required. Please confirm this understanding corrrect.

The understanding is correct in that the roofing material is permanently installed over the access roof hatch and will need to be removed/replaced for access in the future. Equipment replacement requiring hatch removal will be very seldom over the life of the structure.

1.5 b. Criteria for bidding section states, "Removal of unknown debris not identified on the project plans and greater than 0.5 cubic yard in volume from planned excavations will be paid for under the Unit Price Line Item on the Price Proposal Form." Price Proposal Form CLIN 0001AL and 0002AJ are for debris greater than 1.0 CY but less than 15 CY. Please clarify if we are missing a CLIN for greater than 0.5 CY but less than 1.0 CY or the referenced CLIN should read, greater than 0.5 CY but less than 15

CY.

Replace 31 23 00.00 20, 1.5.b as follows: Debris smaller than 1.0 cubic yards may be encountered within planned excavations. Small debris shall treated as Unsatisfactory Material.

Removal of unknown debris not identified on the project plans and greater than 1.0 cubic yard but less than 15 CY from planned excavations will be paid for under the Unit Price Line Item on the Price Proposal Form.

31 63 33 1.1

1-S-001 General Notes 5.G.2: Does the FOS = 3 apply only to the geotechnical capacity of the pile design?

Yes that is correct. The micropiles and connection into the pile cap must be designed for the loads listed.

31 63 33 1.1

1-S-501 Detail B4: Is 8 5/8” outside diameter casing required even if design calculations can support alternate sizes?

The micropile geotechnical axial capacity is based on 8-5/8" diameter and this is the basis for the project. If a different pile diameter is selected for use it will have to be load tested to ensure it can accommodate the project demands and there isn't much space in the pumpwell for such a test.

1-S-501 Detail B4 Note 5: Is the joint restriction required if calculations can support alternate structural solutions due to the lateral load?

Yes that is acceptable if calculations support alternate joint placement with respect to the design load.

13 31 63 33 2.2.2 Is grade 75 bar (ASTM A615) acceptable for reinforcing steel?

Yes, grade 75 bar is acceptable for use if alternatively desired as 2.2.2 specifies a minimum grade 60.

15 31 63 33 3.2.2 If reinforcing bar is coupled rather than spliced, can the restriction requiring casing joints to be 2 pile diameters from the bar splice be deleted? Casing lengths are likely to be short so this will be very difficult to achieve. Also, can the micropile

If the reinforcing bar is coupled, the location where the splice occurs can be modified easily depending on where the bar is cut. The casings may be short, but ample length will be available to stagger the bar splice and casing joint as per the specification. Maintain requirement.

designer determine if this restriction is necessary?

3.1.2 Specification section for 3.1.2

Drainage and Dewatering states, "If generated ground water does not meet Virginia Water Quality Standard, it must be collected for disposal and must be tested to determine if hazardous.....The Contractor is responsible for testing and properly disposing of the water in accordance with the sample results." It is our understanding that uncontaminated and contaminated water permitauthorized by the NNSY Environmental Department can be discharged to the storm drain. Specification Section 01 57 19.00 22 paragraph 3.4.1 also states, "Discharge of hazardous substance will not be permitted under any cirumstances." If the water is determined to be hazardous or omits a sheen as stated in the referenced section who is responsible for the costs related to the handling and disposal?

The quantity of potential hazardous water during dewatering operations is not quantifiable for our bid.

See Section 01 57 19.00 22 paragraph

3.4.1 and Section 31 23 00.00 20 paragraph 1.8.2 and 3.1.3 regarding discharge of groundwater from dewatering operations. Dewatering requirements of the dry dock are given within the PPI responses and amendments and contractor can estimate these quantities. Dewatering operations for construction activities shall be estimated based upon the Work included in the construction documents.

Please provide current allowable loading criteria for the designated work zones associated with this project.

See sheet 1-SB001

1-MP115 Section A1 This section appears to show flowable fill being placed into MDP-1 suction culvert just below the A3/1-MP303 section call out. Please clarify this is the intent.

MDP-1 Intake Culvert pit below grating in the dock is to be provided with topping slab. Slab is to be slopped towards 16" core drilled cross connection openings. The topping slab and the core drilled cross connection openings serve to route water in MDP-1 Intake Culvert to MDP-2 intake culvert, since MDP-1 suction culvert is filled/plugged for routing DP-4/5 discharge pipe.

Electrical No Specification was provided for Three-Phase, Liquid Filled Pad- Mounted Transformers. Can you please provide this specification section?

The project does not include stand alone three-phase liquid filled pad-mounted transformers. Project does include two primary unit substations with utility transformer as a part of the substation. Refer to Section 26 11

13.00 20 - PRIMARY UNIT

SUBSTATION, Paragraph 2.2.2 - Transformer Sections for equipment specifications, Solicitation Due to the level of complexity and coordination needed for this project, we respectfully request a 4 week bid extension from May 10, 2022 to June 7, 2022. This will allow the contractor to put together the most competative proposal for this project.

Please see Amendment 0007.

2-M-601 35 20 14 3.3 Reference Spec 35 20 14 and drawing nos. 2-M-601, 2-M-602 and 2-MS-115 regarding the stop logs. Per cited drawings, stop logs schedules state that leakage rate is 0.1 GPM/FT. Spec 35 20 14 - 3.3 is silent as to field leakage test for stop logs. Please confirm that stop log leakage tests are to be performed by manufacturer prior to shipment to the jobsite. Please confirm that leakage tests for installed stop logs is not required.

Stop log leakage tests are to be performed by manufacturer prior to shipment to jobsite. Field acceptance trials of stop log are to include installation and removal of stop log from guides and a minimum of one complete drain down of downstream water for a visual verification of stop log seating and leakage.

1.5 Can the Marine Mammal Protection

Manager also fulfill one of the Marine Mammal Observer roles?

The marine mammal protection manager has an oversight function for marine mammal protection for the project, and this function should be independent of the observer function.

However, if the Marine Mammal Protection Manager has no other roles/duties than marine mammal protection manager and can maintain continuous visual attention to the harassment zones to record and collect data, then he/she can also function as on of the observers.

1-SD102

Please clarify whether selective demolition and restoration of the concrete slabs at elevations 101ft and 83ft will be permitted in order to facilitate the removal of MDP 1 and construction of DP4 and 5 in Pumpwell 8.

No additional demo is necessary for removal of MDP-1. The pump body unbolts into manageable sections that can be removed through the existing floor opening and roof hatch. As for DP-4/DP-5, the pumps are small enough to facilitate installation through the existing openings.

6 03 31 30 1.3 h. The definition for Marine Concrete states "In addition, structures may need to be designed using these criteria even though they are not adjacent to the waterfront. For example, structures located several hundred yards from the waterfront often deteriorate prematurely due to salt spray and salt fog brought to the structure by prevailing winds. An assessment of existing structures near the construction site can be an excellent indicator for the Engineer of Record and Owner to decide if the proposed structure should follow the guidelines for marine concrete."

Please clarify which structures are to be considered marine concrete.

See Subpart 1.1 of Section 03 31 30 "This section applies to CIP concrete, tidal and submerged exposures, including but not limited to" . The structures at NNSY are built along a river and not subject to significant salt spray. The structures that require marine concrete are indicated in Subpart 1.1.

During the site visit, it was communicated that the work to demolish MDP1 and construct DP- 4/DP-5 chamber pit foundation would take place inside of the wall faces making up the MDP1 chamber.

Projecting the micropile locations shown on sheet 1-S-104, section A1 up through the pumpwell to Elevation 103ft appears to show the East-most line of micro-pile under the East wall of the MDP1 Chamber. The vertical clearance between the floor elevation and the bottom of the wall separating the MDP1 chamber from the MDP2 chamber creates a significant impact to the constructability of the micro pile at this location and may prohibit their installation altogether. Provided the design demonstrates meeting Contract requirements, can the micropiles at the bottom of Pumpwell 8 be moved to mitigate accessibility and constructability issues with their specific shown location?

The vertical clearance from the bottom of the DP-4/DP-5 pit to the underside of the concrete pumpwell wall in question is approximately 30' for installation of the east side micropiles if the rig is placed at the base of excavation.

Typical minimum clearance for low headroom applications is generally 9' for installation up to 8-5/8" diameter micropiles.
