About this file
This document contains an amendment to a solicitation for the Dry Dock 2 Complex project at the Portsmouth Naval Shipyard in Kittery, Maine.
The solicitation is for construction services for the Dry Dock 2 Complex project, with an estimated value over $25 million. The Naval Facilities Engineering Command is the contracting agency. The amendment provides responses to contractor questions to clarify contract requirements. Key clarifications include acceptable insulation and wall types for various areas, equipment support details, and confirmation of testing standards for reinforced concrete pipe used in storm drainage. The question submission period was extended by one week to May 12th to allow additional time for contractors to obtain necessary information from subcontractors and suppliers before submitting pricing.

155 4/27/2021 07 05 23 1.1 Paragraph states to employ an independent agency to conduct the pressure test on the building envelope in accordance with this specification section and ASTM E779.
ASTM E779 is a standard test method for determining air leakage rate not water infiltration. Will air leakage testing be required on top of the water infiltration testing?
See PPI 48 & 89. 7
156 4/27/2021 07 05 23 1.6.4 Submitting a final report within 48 hours of testing is not practical. Will NAVFAC allow a summary of test results within 48 hours and a final report submitted within two weeks after the completion of testing?
Final report to be submitted per specification requirements.

171 4/30/2021 Amendme nt 5 PPI Answer
Per the PPI answer "ASTM C1103 is standard practice for Joint Acceptance Testing of installed Precast Concrete Pipe Sewer Lines" All RCP on this project is being used as storm water drainage pipe. We are being told by RCP manufacturers in the New England region that RCP is not used commonly in a sewer application within New England and they don't manufacture RCP sewer line. To meet this requirement bidders will have to find a RCP supplier to price RCP sewer line from elsewhere in the country and it will likely come at a premium. Please advise if you would still like RCP storm drain on the project to pass ASTM C 1103.
It appears that sewer and stormwater are being used interchangeably here.
To be clear the sanitary sewer on this project is to be 8" PVC‐SDR35. The stormwater system is to be constructed with RCP. This does not appear to be out of the ordinary as NHDOT in the last quaarter of 2020 installed thousands of linear feet of RCP Stormwater Pipe.

PPI Answer
Further clarification is requested based on response to PPI
122. This question is related to how to price CLIN 0010, 0011, 0012 and 0013. We suggest to only include the escalation or acceleration costs associated with delaying the award in CLIN's 0010, 0011, 0012 and 0013 so that costs are not doubled up among the CLINs making the base bid plus CLINs an inflated value.
The CLIN structure has been developed in accordance with NAVFAC Acquisition policy and will not be revised

182 5/3/2021 5 09 97 13.26
3.4 Spec section 09 97 13.26, para 3.4 indicates steel surfaces to be field welded can be shop primed, then field prepped and field overcoated after welding is completed. This approach is particularly appropriate roof deck plates that are extensively field welded and require a topcoat.
However, the specified primer (Amercoat235) has a maximum recoat window of only 14 days at 70 deg F. It is not possible to deliver, erect, and field topcoat in 14 days, so topcoat must be applied in the shop with masking at all weld seams and intermediate beams and touching up after welding. Although this approach will provide application compliant with specification and manufacturers recommendations, the appearance of the topcoat will have variations in sheen and texture due to the mix of shop applied and field applied surface coating methods. Please confirm that these variations in sheen and texture are acceptable. If not, please specify a primer coat option that provides sufficient maximum recoat window to fully field apply topcoat at one time and provide a consistent appearance.
The following primers are also acceptable; AMERCOAT, 240, AMERCOAT 370, AND AMERCOAT
385.

183 5/3/2021 Amendme nt 006 Response to PPI #139 references the response to PPI #48, which does not confirm the scope of testing. Please confirm whether the specification for testing calls for the total length of all panel joints to be tested in accordance with AAMA 501.2
Per 07 05 23, 2.1 ‐ Locations to be tested, at a minimum, include but are not limited to, panels joints, top edge, penetrations, base detail, corners, overhead doors, personnel doors, removable hatch covers, passageway/building interfaces, penetrations of structural, electrical, mechnical, and other componets, among others. 100% of penetrations must be tested. [Not 100% of panel joints].

A1/A‐311 is a N‐S cut through Corridor A, and shows a 6" IMP Ceiling which is 1" above the 1/2" Plascore Liner Panel Ceiling, and has all beams in the ceiling being above the 6" IMP. C2/A‐415 provides a similar N‐S cut through Corridor A, but shows a different ceiling layout, including a vertical 3" IMP wall. Please clarify Corridor A ceiling details.
Corridor A Ceiling to be per A1/A‐311 (Volume 2).
193 5/5/2021 Due to the complexity of this project and tight bidding window, we had a difficult time getting "confirmation to bid" from some of the key subcontractors and vendors.
While we have endeavoured to have all questions in by the cutoff period, there will be additional questions that come from these key partners. Please consider extending the question period for an additional 7 calendar days?
This will result in a better price proposal to NAVFAC.
The Gov’t will extend the question period until May 12th at 1200
