Page Section Para.

45 4/5/2021 09 51 00 2.2.1, 2.2.1.7 & 2.The acoustical ceilings specifications mentions a concealed grid system in 2.2.1. In paragraph 2.2.1.7 it calls for a square edge and a kerfed and rabbeted joint in 2.2.1.8. Is the intent to provide a square edge tile that does or does not conceal the grid?

The design intent is to provide a tile that does not conceal the grid.

46 4/5/2021 08 71 00 Part 2 The description reads that no water intrusion of any type will be accepted but spec section 08 11 13 paragraph 2.7.1 states air leakage not to exceed 0.5 cubic feet per minute. Is the expectation to have a double door system similar to a vestibule having the first door be the barrier against weather and the second door be the air sealing door? Please advise.

Any water leakage within the complex, including at the doors will not be acceptable. There is no double system, per contract documents.

47 4/5/2021 4 08 33 23 2.1.2.1 Please provide further clarification regarding the water and air infiltration requirements for the overhead doors. It is not possible to achieve the listed requirements in the specifications. The best that can be provided is a face of wall mounted coiling door meeting ASHRAE 90.1, 2015 IECC.

Any water leakage within the complex, including at the overhead doors will not be acceptable. Air Leakage can not exceed 0.5 cubic feet per minute of air per square foot of overhead door area when tested in accordance with ASTM E283.

48 4/5/2021 07 05 23 Section 07 05 23 “WATER TESTING FOR INFILTRATION” calls for water spray testing of the exterior envelope in accordance with AAMA 501.2, "Quality Assurance and Water Field Check of Installed Storefronts, Curtain Walls and Sloped Glazing Systems". Section 07 05 23 article 2.1 requires joints to be testing including “panels joints, top edge, penetrations, base detail, corners, overhead doors, personnel doors, removable hatch covers, passageway/building interfaces, penetrations of structural, electrical, mechanical, and other components” (sic). AAMA 501.2 calls for spray testing of joints at 5‐foot intervals for 5 minutes. Under the AAMA standard, the west elevation of the Dockside Complex alone, which has approximately 3000 lineal feet of panel joints, will require 50 hours of continuous water spray testing.

The NAVFAC standard is typically to require a Whole Building Air Tightness Test in accordance with ASTM E 779 "Standard Test Method for Determining Air Leakage Rate by Fan Pressurization".

Verify that AAMA 501.2 will be used to test all panel joints on the exterior envelope of the buildings.

Specifcation 07 05 23 is for water infirlation an not air leakage.

AAMA 501.2 will be the standard for testing against water infiltration. No water intrustion will be acceptbale within the buildings at any locations, including but not limited to panels joints, top edge, penetrations, base detail, corners, overhead doors, personnel doors, removable hatch covers, passageway/building interfaces, penetrations of structural, electrical, mechanical, and other components.

316L is to be used for railings within towers per Vol 2 S‐001. 304 may be utilized for sockets on shipside complex.

59 4/5/2021 Price Proposal Form CLIN 0001AE Hazardous Soils are typically disposed of by the Ton, Unit of Measure on this CLIN is by the Cubic Yard.

Please confirm this unit of measure is correct.

CY is to be utilized for quantities generated 5

60 4/5/2021 Price Proposal Form CLIN 0001AE Does this CLIN just cover the cost of handling and storing hazardous soils until they are turned over to the Government at Building 357 in the Government furnished container?

CLIN 0001AE, CLIN 00016 covers costs of handling, safety plans (HASP), documentation, on‐site stockpiling, and re‐handling material into the government provided containers or trucks.

The CLIN should anticipate government being able to provide transportation for 80 CY Haz Soils per week from the project site. The phrasing "at 357" is misleading, projects of this size typically require the Haz Soils to not leave the site and be loaded directly onto the government provided transportation at the project site.

61 4/5/2021 22 00 57 19.00 22 3.13.2 Are hazardous soil disposal fees to be included in the unit price for this CLIN?

No 5

62 4/5/2021 22 00 57 19.00 22 3.13.2 This paragraph speaks to containers for hazardous soils being supplied by the Government. It says that containers will be turned over to the Government at Building 357. Who is responsible for the soil disposal fees?

Government is responsible for the soil disposal fees. Hazardous soils shall not leave the project site. ("at 357" may not be the most accurate phrasing) Contractor is responsible for loading soils into the government provided containers or trucks for transport and disposal by the government.

63 4/5/2021 72 Volume 1 Dwgs Please provide specification for light Pole & Fixture shown on Volume 1 Drawing ES402 Note 1.

66 4/5/2021 57 & 80 Volume 1 Dwgs Drawing ES505, detail indicates #4/0 for the grounding electrode conductor connected to the reinforcing bar;

however drawing S501, Detail A3 indicates a #4. Please clarify which is correct.

#4/0 AWG is correct. 5

67 4/5/2021 72 Volume 1 Dwgs Drawing ES402, Note3 indicates to bond new fence per civil details. Please provide Fence grounding details .

See C‐503 detail A2. In addition, extend exiting bare copper #4 AWG around base of fence as shown on ES‐402.

68 4/6/2021 If duct interiors are wiped clean after fabrication, open ends sealed and maintained after cleaning, seals only removed to accommodate installation, and final wipe clean at time of installation, is any further cleaning required once the systems are installed.

No, unless visual and spot wipe down inspection finds visible dirt on a white cloth.

69 4/6/2021 Once duct systems are assembled, DALT’d, insulated and ready for start up who and how is the duct cleanliness determined.

Borescope inspections shall be performed by the contractor to inspect the interior of duct for visible mill scale and construction debris. Provide access to all duct areas. Borescope videos shall be provided to PNSY inspectors for approval.

70 4/6/2021 What is the cleanliness measurable standard that determines pass/fail cleanliness. Regardless of extent of cleanliness care, unless installation area’s are treated as clean room environments, once a seal is removed to install, airbourne dust will get inside the duct.

PNSY Inspectors will inspect interior of duct for visible mill scale and construction debris. This inspection will use a lint free white cloth to spot check interior of duct / equipment cleaniness. The extent of inspection will up to 100%. Provide access to all duct interior spaces on an as‐requested basis.

71 4/6/2021 Should cleanliness be accepted prior to DALT, positive pressure DALT’s will introduce fine dust in the system depending on construction activities around area being DALT’d since the test fan draws unfiltered air from the surrounding area to pressurize system. Duct interior will have condensation inside due to temperature changes throughout the day. Condensation has a tendency to collect fine dust, and when dried, creates a dirt/dust spot in the duct.

The cleanliness inspections will be conducted prior to DALT, to avoid breaking tested DALT tested sections. The Test Fans should use filter air. Changes in humidity due to environment are acceptable. This requirement is geared to remove mill scale and foreign material that collects in the the duct during construction.

72 4/6/2021 After the test at origin for the shipside ventilation skid, is the intent to disassemble all required components to “wipe clean”, which then will require additional DALT’s or multiple in service test joints. Please note, test at origin will pull in outside air which will have airbourne dirt, dust, pollen, etc. Temp filter media rolls maximize at Merv 8 which is less than 30% efficient for standard airbourne contaminants, or is the intent to install a HEPA filter rack on the intake air to maintain cleanliness.

The recipt inspection of the shipside and dockside ventilation equipment should be visually inspected at the point of assembly in to the system. The contractor is responsible to meet the same cleanliness standard. "This inspection will use a lint free white cloth to spot check interior of duct / equipment cleaniness. The extent of inspection will be up to 100%".

73 4/6/2021 For all areas where the exterior wall is pinned on ledge, please verify the level of cleanliness required prior to placement.

Preparation consistent with spec section 31 23 00.00 22 Paragraph 3.3.3

SOLICITATION NO. N40085‐21‐R‐1225 PROJECT TITLE/LOCATION: DRY DOCK 2 COMPLEX PREAWARD INQUIRY FORM (TEMPLATE)

74 4/6/2021 The micropile pile cap details indicate that the anchors are supposed to be incorporated directly between the top plate of the pile cap and the building steel anchors.

Given the pile locations carry a different horizontal tolerance than building steel, please conform this direct connection detail is required.

Alternate means for developing pile capacity in tension to the column anchor rods may be demonstrated.

75 4/7/2021 Does the concrete foundation work (as described in Volume 1 drawings)for the Dockside Complex go into CLIN 0001AB‐2 even though the CLIN description is for work 5' outside of the structure?

Refer to PPI #43 5
