Question Response Page Section Paragraph

255 1/15/2021

The amendment adds language that after final design is complete, NAVFAC MIDLANT will have to submit to NOSSA for approval, which could take four to six months.

Please confirm this means that once the Final Design is complete (01 33 10.05 20, 2.2.2.d), the project is to experience four to six months of down time with no site activity while waiting for NOSSA approval. This will be a 4-6 month critical path impact and have major cost implications on the project.

Please refer to attached amended continuation sheet (Q907 Amendment 0010 Cont Sht_NSW.pdf). Since the building is an exposed site (no explosives in the faclity), the contractor can submit for NOSSA approval once the location of the building is determined, which can occur while the building design is being finalized. The approval is not contingent upon the final building design, so no time and cost impact is anticipated to obtain NOSSA approval.

*Note: Updated PPI Response* This response supersedes the response provided in Amendment 0008

II. Revise Factor 2, Energy Design Reduction

The Government will not be providing the information in Part 6 of the RFP for Building Simulation under Factor 2 – Energy Design Reduction. Therefore, the Building Simulation is hereby removed from Factor 2 – Energy Design Reduction. See the revised Factor 2 – Energy Design Reduction below.

Factor 2, Energy Design Reduction is hereby removed and replaced with:

Factor 2 – Energy Design Reduction

(a) Solicitation Submittal Requirements:

(1) Energy Efficiency Narrative:

The overall facility requires Guiding Principles Validation only. It is to be designed using best practices and maximum energy use reduction/savings where possible, in accordance with UFC 1-200-02 High Performance and Sustainable Requirements.

The facility’s systems must meet the Guiding Principles for Sustainable Federal Facilities. Individual systems, such as HVAC systems, must be commissioned to prove compliance with the design intent.

Provide a detailed narrative describing how the proposed solution will meet at least a 30% energy reduction below the ASHRAE 90.1- 2013 baseline. Also describe how the solution will provide baseline ASHRAE 90.1, based on life cycle cost effectiveness.

Organize narrative in four parts: 1) Orientation, Configuration, and Shape; 2) Envelope properties (fenestration, solar heat gain coefficients (SHGC), wall and roof insulation values (U-values), window U-values); 3) Mechanical (HVAC, plumbing, and domestic hot water heating systems, including any solar hot water systems); and 4) Electrical Systems (lighting and control systems, including any interior and exterior lighting systems, renewable energy and control systems).

Where 30% reduction is not lifecycle cost effective, provide highest percent energy reduction that is lifecycle cost effective and why 30% energy reduction cannot be met.

Note: Building performance rating and percent energy reduction are calculated in terms of energy rather than energy cost.

Do not exceed two (2) double-sided pages (or four (4) single-sided pages).

(b) Basis of Government Evaluation:

1) Energy Efficiency Narrative and Solution: The Government will evaluate the Offeror’s proposed energy efficiency narrative and solution.

III. Provide additional documents
