Contractors shall send their Electronic Proposal submission to Stephen Astwood through the DOD Safe Site (safe.apps.mil). Only DoD SAFE is authorized for the submission of the electronic original proposal in response to this solicitation. Further guidance is provided below for submission of hard copy submissions.
The contractor shall send the contract specialist, Stephen Astwood at stephen.d.astwood@navy.mil, the email address of the offeror’s point of contact (POC) who will be receiving the Drop-Off invitation to upload proposals to the DOD Safe Site no later than Friday, January 15, 2021 at 2:00PM Eastern Standard Time unless that date and time are changed via Solicitation Amendment. If a firm has already submitted a request for the Drop-off invitation, it is not necessary to resubmit another unless the POC has changed. It is the offeror’s responsiblility to ensure the POC information is received.
The Contract Specialist, Stephen Astwood, will “Request a Drop-Off” through DoD SAFE utilizing the provided offeror’s point of contact email address. The recipient will receive an automated email containing the information for the request and instructions for uploading. Requests from DoD SAFE will be sent by Tuesday, January 19, 2021 by 2:00PM. If you do not receive an email containing drop off instructions on that date, please contact the Contract Specialist. Only the identified POC will be able to drop-off proposals or proposal revisions in DOD SAFE. Failure to provide accurate POC information will preclude the offeror from using DoD SAFE. Note: only two email addresses may be provided per Offeror.
To submit the proposal, the offeror will utilize the link provided in the automated email to take you to DoD SAFE at https://safe.apps.mil. The system will allow for inclusion of a short note to the Recipient and then the offeror will click to add files or drag and drop them. Click “Drop-Off Files” to send the files to the recipient. You should receive a notification on the site “Drop-Off Completed” “Your files have been sent successfully.” Please keep this for your records. The file(s) are uploaded and an email will be sent to the recipient notifying them of the “drop-off”. [Additional details can be viewed in the DoD SAFE User Guide available at https://safe.apps.mil]. Note that the submission of any proposal must be completed no later than the due date and time, unless the date and time are changed via Solicitation Amendment, using the link sent by the contract specialist via DOD Safe. The DoD SAFE system will record the date and time of package submittal. The date and time of package submittal recorded in DoD SAFE shall govern the timeliness of any proposal submission.
Offerors shall allow adequate time to upload files which may be slower for non-DoD users and to avoid other technical difficulties that may be encountered. Offerors are also responsible for submitting files in the format specified and consistent with requirements stated elsewhere in this solicitation. Files that cannot be opened, or are otherwise missing the required content are the responsibility of offerors.
The maximum file size of a package is 8 GB. Up to 25 packages may be uploaded per link.
It is the sole responsibility of the Offeror to obtain the RFP files, along with any amendments, from Opportunities (www.beta.sam.gov).

251 12/24/20 5 of 25 RFP Part 1 Factor 1
Part 1 asks us to respond to the following for Factor 1: "In addition, describe how the proposed construction will meet Anti-Terrorism/Force Protection and Explosive Arc requirements as outlined in the RFP."
There are no explosive arc requirements in the RFP. Please clarify and/or provide Explosive Arc information.
Minimum explosive arc requirements are similar or equal to AT/FP exterior enclosure requirements. It is not anticipated that additional security measures beyond the RFP requirements will be needed.

PPI
Responses #88, 91, ESR_D10 provided with Amendment 4 reduces the crane hook height to 28’-4”, and increases the clear unobstructed space to at least +42’-4” clear distance to underside of structure (28’-4” hook + 3’ to runway rail + 11’ clear height). The PPI responses to 88, 91 indicates 40’-0” clear distance to underside of structure. PPI 181 calls for a 35’ hook height. Please verify that ESR_D10 overrides any PPI responses.
11'-0" clear zone is from the hook height (28'-4") and not the crane rails.
Underside of the structure shall remain 40'-0".

PPI
Responses #171
The PPI response did not address the question as to whether the additional make-up air that may be required to compensate for the vehicle exhaust system when in operation is to be conditioned to maintain the bays at the indoor temperature requirements listed in the RFP or not. Please clarify that the room temperature may vary from the RFP required indoor temperature table for the maintenance bays, only when the vehicle exhaust system is in operation.
As noted in PPI #171 response, make-up air shall be provided as required to maintain pressurization. Space is required to be conditioned as noted in PPI request.
System must be designed for conditioning of make-up air as required to maintain space temperature requirements.

1.2 GENERAL BID NOTES
a. a. Award will be made on the total sum of Contract Line Items (CLINs) 0001AA and 0001AB. For CLIN 0001AB, enter unit price and extend total in spaces provided. If there is a difference between a unit price and the extended total, the unit price will be held to be the intended bid and the total recomputed accordingly. If an Offeror provides a total but fails to enter a unit price, the total divided by the specified quantity will be held to be the intended unit price.
b. The Government reserves the unilateral right to award CLIN 0002 and CLIN 0003 to the Contractor at the proposed price within 120 calendar days after the contract award.
Firm fixed price is required for CLIN 0002 and 0003. CLIN 0001AB will be awarded at the unit prices indicated if these conditions are encountered during construction.
No provision is made for economic price adjustment. If Option is exercised within 120 calendar days after the contract award, the contract completion date remains unchanged.
c. Evaluation of Options (JUL 1990). Except when it is determined in accordance with
FAR 17.206(b) Evaluation, not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the price for the Option(s) and planned modifications to the total price for CLIN 0001. In accordance with FAR 52.217-5 Evaluation of Options, evaluation of Options will not obligate the Government to exercise the Option(s).
d. The Government may reject an offer as nonresponsive if it is materially unbalanced as to prices for the Base Price, Unit Prices, and Options. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.
e. Bonding is required for all CLIN 0001 items. If CLIN 0002 or 0003 is awarded, adjustment to bonding and consent of surety is required. Consequently, the Performance Bond must reflect 100 percent of the aggregate amount of all Items.
1.2.1 PLANNED MODIFICATION BID NOTES
These notes apply to Planned Modification CLINs.
a. The estimated amounts for FF&E, A/V, and ESS have been supplied by the Government, to provide offerors with the projected magnitude of effort. The estimated amount includes the actual cost of the FF&E, A/V, and ESS including freight and installation charges. The Government FF&E, A/V, and ESS estimates are only estimated amounts.
b. If awarded, line items will be funded separately after completion of FF&E, A/V, and
ESS design package review by the Government, and receipt of appropriate funding by the Government. Requirements and details are provided in RFP Sections, E20 FURNISHINGS, E10 EQUIPMENT, and D503005 SECURITY SYSTEMS.
c. Bonding is not required for the design, procurement and installation of FF&E, A/V, and ESS equipment.
d. Offerors may propose a Handling and Administration Rate (HAR) for the FF&E, A/V, and ESS not to exceed 5 percent. The Contractor will only be evaluated on the HAR rate applied to the Government Estimate. The actual total cost of the awarded planned modification will be the total of the accepted Final design packages for FF&E, A/V, and ESS plus their respective HAR rates included in the CLIN schedule. This fee shall account for administrative costs, overhead, bonding fees, administration of subcontracts, profit, and any other costs associated with and related to the coordination and processing of the procurement and installation of FF&E, A/V, and ESS. The proposed HAR percentage will be incorporated into the contract award and will not be adjusted regardless of fluctuations from the estimate amount for the FF&E, A/V, and ESS. The proposed HAR is a fixed rate.
e. The Government is not obligated to award Planned Modification line items. Should the
Government choose to award a Planned Modification, the line item will be awarded as a negotiated modification to the contract. The Contractor's proposed HAR will be applied to all vendor/supplier costs for the FF&E, A/V, and ESS.
f. If awarded, the FF&E, A/V, and ESS modifications will be awarded at least six months prior to the contract completion date. The Contractor's schedule must assume the award of the FF&E, A/V, and ESS as modifications. No schedule extensions will be granted if the modification is awarded at least six months prior to the contract completion date. If the Government decides to negotiate and award a Modification less than six months prior to the contact completion date, the Contractor may be entitled to a contract extension and extended field overhead. A contract extension and extended field overhead will only be granted in those cases where the Contractor demonstrates that accepted Final FF&E, A/V, and ESS packages were submitted within the approved schedule deadlines and sufficient lead time for the FF&E, A/V, and ESS are not available due to cause outside the Contractor's control or the Government's award of the modification is in the period less than the last six months of the contract.
1.3.1 Planned Modification-specific Bid Notes
a. FF&E: Design of the FF&E is performed under CLIN 0004. Upon Government approval of the preliminary design and best value analysis, a Best Value Determination (BVD) will be made and will be the rationale for selecting the FF&E vendor(s) for the project.
Accordingly, the price(s) provided by the selected vendor(s), using predominately negotiated price schedules from BPA, GSA or other Federal contracts, will be the basis for the actual cost of the Final FF&E Package. Submit the Final FF&E package, including pricing and vendor selection, not later than nine months prior to building completion.
b. A/V: Design of the A/V is performed under CLIN 0005. Infrastructure for A/V is performed under Base Bid included in CLIN 0001AA. Infrastructure for A/V includes, but is not limited to: conduits, wireways, junction boxes, pull stations, conduit and wireway supports, and pull string in conduits and wireways for A/V equipment wiring.
c. ESS: Design of the Physical Security Equipment (PSE), which includes the ESS is performed under CLIN 0006. Infrastructure for ESS is performed under Base Bid included in CLIN 0001AA.
