The contractor shall send the contract specialist, Stephen Astwood at stephen.d.astwood@navy.mil, the email address of the offeror’s point of contact (POC) who will be receiving the Drop-Off invitation to upload proposals to the DOD Safe Site no later than Friday, January 29, 2021 at 2:00PM Eastern Standard Time unless that date and time are changed via Solicitation Amendment. If a firm has already submitted a request for the Drop-off invitation, it is not necessary to resubmit another unless the POC has changed. It is the offeror’s responsiblility to ensure the POC information is received.

The Contract Specialist, Stephen Astwood, will “Request a Drop-Off” through DoD SAFE utilizing the provided offeror’s point of contact email address. The recipient will receive an automated email containing the information for the request and instructions for uploading. Requests from DoD SAFE will be sent by Tuesday, February 2, 2021 by 2:00PM. If you do not receive an email containing drop off instructions on that date, please contact the Contract Specialist. Only the identified POC will be able to drop-off proposals or proposal revisions in DOD SAFE. Failure to provide accurate POC information will preclude the offeror from using DoD SAFE. Note: only two email addresses may be provided per Offeror.

The system will allow for inclusion of a short note to the Recipient and then the offeror will click to add files or drag and drop them. Click “Drop-Off Files” to send the files to the recipient. You should receive a notification on the site “Drop-Off Completed” “Your files have been sent successfully.” Please keep this for your records. The file(s) are uploaded and an email will be sent to the recipient notifying them of the “drop-off”. [Additional details can be viewed in the DoD SAFE User Guide available at https://safe.apps.mil]. Note that the submission of any proposal must be completed no later than the due date and time, unless the date and time are changed via Solicitation Amendment, using the link sent by the contract specialist via DOD Safe. The DoD SAFE system will record the date and time of package submittal. The date and time of package submittal recorded in DoD SAFE shall govern the timeliness of any proposal submission.

Offerors shall allow adequate time to upload files which may be slower for non-DoD users and to avoid other technical difficulties that may be encountered. Offerors are also responsible for submitting files in the format specified and consistent with requirements stated elsewhere in this solicitation. Files that cannot be opened, or are otherwise missing the required content are the responsibility of offerors.

The maximum file size of a package is 8 GB. Up to 25 packages may be uploaded per link.

Question Response Page Section Paragraph

209 11/06/20 Part 3 /

Chapter 6, ESR G204001

Requires fence to be cable reinforced and anchored, however, UFC 4-022-03 refers to UFC 4-022-01 and 4-022-02 for design of cable reinforcing which in turn require a design condition (kinetic energy) to determine the number of cables required.

Please provide design condition data or specify number of cables required.

For bidding purposes, fence will have (2) ¾” diameter cables with deadmen spacing not to exceed 200 feet in accordance with details sheet UFC-710 in Appendix C of UFC 4- 022-03

255 1/15/2021

The amendment adds language that after final design is complete, NAVFAC MIDLANT will have to submit to NOSSA for approval, which could take four to six months. Please confirm this means that once the Final Design is complete (01 33

10.05 20, 2.2.2.d), the project is to experience four to six months of down time with no site activity while waiting for NOSSA approval. This will be a 4-6 month critical path impact and have major cost implications on the project.

The timeline provided in amendment 0007 is to be used as general guidance in completing the project.

The Government will submit for preliminary approvals from NOSSA at the 35% and Pre-final design submissions, with final approval being granted when final design is submitted. The contractor shall decide how to incorporate the time it takes to obtain approval from NOSSA into his design and construction schedule.

256 1/15/2021

Please confirm the offerors are to follow the new Notional Site Sketch for bidding purposes.

There is a note that final layout will be determined during the CDW, but we are trying to confirm that offerors are to assume the new layout as shown on the Notional Site Sketch.

The layout in the notional sketch is just that. Final location and orientation of the building is to be determined during the

CDW.

257 01/20/21 AMD 0007

The provided Notional Site Sketch indicates an increase in total paved laydown area and roadways verses the original RFP attachments. The change/clarification in Amendment 0007 states this sketch is for general information only. Please confirm that we are to bid the pavement areas indicated in original RFP documents.

The Government cannot confirm that pavement areas will remain per the original RFP documents.

Final location of laydown areas and roadways will be determined during the

CDW.
