Although the RFP is providing 5 weeks from solicitation until the due date, and does provide fairly well established site plans and floor plans, there are still 1,400 pages of the RFP to digest. In addition, the design of the engineering systems for the building, in particular for the foundations and pool, is no small task. We respectfully request a two week bid extension until December 3rd (one week would push into the Federal Holiday). This would allow all bidders ample time to digest the RFP, design/engineer the necessary systems, and provide a complete and competitive price to the Gov't.
Refer to PPI 1 response.
9 10/23/20 3 Part 3-Chapter 1 5
Air conditioning and heating capacities are in conflict with Chapter 6 D30 HVAC. Which capacities are correct?
Air Conditioning and Heating Capacities shall be sized per ASHRAE and applicable UFC's.
However capacities shall not be less than the minimum capacities listed in Chapter 6 D30.
Contractor responsible for final equipment sizing.
10 10/23/20 6 Factor 2: (a)(1) 1
Please clarify what is intended by the statement:
"Also describe how the solution for each facility will provide baseline ASHRAE 90.1, based on life cycle cost effectiveness."
Bid per RFP.
11 10/23/20 7 Factor 2: (b) 1 - 8
We do not see the documents referenced below included in Part 6:
"The Whole Building Energy Solution requires the use of the following documents included in Part 6 of this RFP:
- Government Baseline Building Performance Rating
- Government Baseline Building Energy Model (input-output) schedules (If the process and receptacle loads are not given in the schedules, assume they are 25% of the total load.)
- Default simulation factors
- Utility Costs (energy rates) for project, based on local unburdened PWD rates
- “Whole Building Energy Simulation” templates
- “Performance Rating Method Compliance Reports”"
To be addressed in a subsequent amendment
12 10/27/20 Part 3 D102001
The RFP notes the OH Bridge Cranes will be GFCI, and that the Navy Crane Center will be contacted early on in the design for coordination.
Critical information about the cranes is required to assemble the bids up front (type … underhung and top running mentioned;
details on depth/height of crane and assembly for coordination with structure/roof/clear height;
details on tracks required and loads imposed on structure; etc.). What information can be provided to the D/B teams during the bid to help answer what type of cranes the Navy Crane Center intends to use/select?
KTR to coordinate with Crane Center at the CDW stage for crane specifications and requirements .
13 10/27/20 2 Chapter 6 / ESR
D30 Chapter 6
What is the full range of air temperatures to be achieved in the pool area?
The inside conditions list 78-88F summer and 68F winter. Will there be any simulations that require colder temperatures within the space when the water is at the low end of the range at 37F?
Temperatures should be maintained as indicated in inside conditions.
14 10/27/20 Part 3 B3010
Section B301001 notes that steep slope roofing systems are preferred, and that standing seam metal roof is the only acceptable steep slope roof system.
Section B301002 notes that low slope roofing is acceptable, and that a three-ply built up roof with a modified bit cap sheet is the only acceptable low slope system. The drawings in part 6.B show a low sloped roof. Please confirm that a low slope, three-ply modified bit roof is required for this project.
Contractor has the option to provide a steep slope standing seam roof, low slope modified bitumen roof or a combination of the two. Steep slope is preferred however due to building size this may not be feasible in all locations.
15 10/27/20 Part 3 F104001
The RFP calls for tie-off cleats around the pool.
Will the submersibles be "propelled" while in the pool, and if so, what amount of thrust do they create?
No, submersibles will not operate under water. Tie offs are to prevent drift during submersion and retrieval processes.
16 10/27/20 Part 3 2.3
One of the project priorities is for "complete blackout conditions." Will anyone be allowed on the Pool Deck during these blackout conditions (full fall protection into the pool)? Emergency Exit Lighting/Signs must always remain on per life safety codes (including back-up power or batteries). Will the Navy have the authority to allow exit lighting to be turned off? We also assume this means any supplemental lighting on HVAC equipment, OH Cranes, etc?
Yes, pool deck will be used for training during blackout conditions.
Emergency lighting shall remain illuminated.
17 10/27/20 10 3 3.2.2.5
Part 3, Chapter 3, Page 10, Paragraph 3.2.2.5 states that "Permeable paving is not a preferred strategy" for stormwater management. However, permeable paving appears to be required for parking spaces in multiple other sections. Please clarify if permeable paving is required, or not desired.
Permeable pavement is not required.
18 10/27/20 13 3 3.2.7.2
Part 3, Chapter 3, Page 13, Paragraph 3.2.7.2 gives very specific orientation for the POV parking lot. Is this orientation a requirement, or is an alternative layout acceptable?
Referenced paragraph supports RFP site plans and addresses multiple RFP requirements beyond parking orientation. Concept shown is one Government approved alternative. If the Contractor desires another alternative they do so at the risk of obtaining Government approval.
19 10/27/20 14 3 3.2.7.5
Part 3, Chapter 3, Page 14, Paragraph 3.2.7.5 states "Provide connection from bike/jogging path along entrance drive to Signal Point Road." No connection is shown on the drawings in Part 6. Please clarify if a 6-ft wide paved path is to continue north along to 20-ft clearzone of the fenceline on the western edge of the site, or if the bike path terminates at the secure entrance.
Provide connection from bike/jogging path along entrance drive to Signal Point Road.
20 10/27/20
Part 3, Chapter 6, Page 2 Paragraph G2010 states "The minimum PCC pavement must be 7" PCC surface course of 4,500 psi concrete." However, on Page 3, Paragraph G201003, PCC concrete is specified as 650 psi flex mix (which is typicall for NAFVAC projects). Please clarify is we are to use 4,500 compressive concrete, 650 flex mix, or a combination of both and where each mix should be used.
Concrete pavements shall have a minimum unconfined compressive strength of 4,500 psi and a flexural strength of 650 psi. Shall be used where concrete paving is shown in RFP.
21 10/27/20
Part 3, Chapter 6, Page 6, Paragraph G303006 and G303007 make references to Erosion and Sediment Control permit and State Stormwater Management permit. Should we assume that this is meant to reference the Construction General Permit, as VA does not have an ESC or Stormwater Management permit?
Yes, the Erosion Control and Stormwater must be reviewed and approved by VA DEQ as part of the General Permit.
22 10/27/20 B201001
Solicitation drawing elevation show insulated precast panels as the exterior wall types. RFP B201001 states 3 options for exterior closure. Are insulated precast panels the preferred option for the exterior? If not, why indicate insulated precast panels on the drawings?
Do the drawings take precedent over the RFP description?
Yes a insulated precast panel is the preferred option, however the contractor shall evaluate 3 options and determine best course of action. The drawings do not take precedence, see specification 01 33
10.05 20 Part 3 section
3.2 contract order of precedence.
23 10/27/20 B301001
Solicitation drawings show a low-slope roof system.
RFP B301001 states steep slope roof systems are preferred. What is the preferred roof system? Do drawings take precedent over RFP description?
Refer to PPI 14 response.
24 10/27/20
Roofing UFC 3-110-03 require a minimum 1/2/12" slope for new construction. Solicitation drawing elevations show roof elevation heights that are not achievable over the lengths of this building at 1/2"/12". Please confirm that the roof slope for this building can be lower than the minimum required in the UFC.
No, the UFC minimum roof slope is required.
The solication drawings are a basis of design, contractor is responsible for meeting all building codes, UFC, RFP, etc.

This specification section states, "The use of a "G" following a submittal indicates that an approval action is required, either by the Government or by the Contractor's Designer of Record (DOR) or QC Specialist." There are instances where a submittal is designated as "G" but it is unclear if the submittal is required to ultimately be approved by the DOR or by the Government.
It is suggested to designate submittals in the register and specifications as follows: For Government Approval (FGA), For Government Surveillance (FGS), and DOR for submittals requiring review by the DOR. Both FGA and FGS would be required to be reviewed by the DOR prior to submission to the Government .
Refer to response to
PPI 42.

42 10/30/20 3 01 45 00.05 20 1.4
This specification section / paragraph indicates that Government Approval is required for submittals with a "G" designation.
However, specification section 01 33 00.05 20 para 1.3 states that all submittals identified as "G" are either for Government or DOR review.
Are submittals marked with "G" for Government only or for Government or DOR review? It is recommended to identify submittals with For Government Approval (FGA), For Government Surveillance (FGS), For DOR Review (DOR).
In this instance, will submittals pertaining to the special inspections be ultimately reviewed by the Government or the DOR?
The "G" designation indicates that Government approval is required.
43 10/30/20 01 57 19 1.6.5.1
01 57 19 para 1.6.5.1 Pest Control Training:
"Trained personnel in pest control. Conduct a pest control meeting for personnel prior to commencing construction activities. Conduct additional meetings for new personnel and when site conditions change.

Bid per RFP.
48 10/30/20 Part 3 - Chapter 6 F104001
The RFP is calling for an "external" 40,000 gallon surge tank, with a modulating float valve.
The modulating float valve requries the surge tank to sit at the same elevation as the pool. Looking at C- 104, the area between the exterior of the building by the Pool Deck and the project LOD's has a proposed 12" water line, 10" sanitary line, second sanitary line, and underground communications ductbank running in this area, all under a paved roadway.
There is a little room outside the fence line, but that area is designated as a potential bioretention pond. This surge tank requires a 4,500 GPM gravity connection between the pool and surge tank, and return circulation lines to the pool equipment room (necessitating the surge tank be somewhere in the vacinity of the pool and equipment room).
Given all of the site constraints above, and requirement for the tank to be in the vacinity of the pool, please confirm if the surge tank could be placed below the pool deck, inside the building footprint.
This would provide long term energy savings for the Gov't, doesn't result in any hazards to the building/occupants, and can still accomidate the loads passing above for the pool deck.
At contractors option Surge tank can be located external to the building near the pool equipment area or adjacent to the pool between the pool and the entry to the pool area, but not within the drive aisle. Concrete Surge tank cap must comply with ESR B10 structural requirements. Open metal grating is not acceptable.
49 10/30/20 Part 3 - Chapter 3 3.1.4.1
Although the site appears to be virgin ground, can the Gov't please confirm that there are no known obstructions below grade.
