About this file
This document provides details for a proposed design-build construction services contract for Hurricane Florence Recovery Facilities at Marine Corps Air Station Cherry Point in North Carolina. The contract will include construction of five facilities: a Provost Marshall Office/Headquarters building, a Motor Transportation/Communication Shop, two Fire Stations, a Range Operations Center at Bombing Target 11, and a Station Academic Facility/Auditorium. The contract is a firm-fixed-price design-build agreement with an anticipated completion time of 1,826 calendar days. The solicitation will utilize a two-phase source selection process evaluating technical, past performance, safety, project management, and price factors. Large businesses must submit subcontracting plans. The NAICS code is 236220 and size standard is $39.5M. The magnitude of construction is between $100M-$250M. The solicitation is unrestricted and market research determined an inadequate number of small businesses to set it aside. The request for proposal and drawings will be issued on October 7, 2019.

AMENDMENT 0012
This amendment hereby incorporates:
1. Provide PPI Responses
PPI Reference Question Response
Page Section Paragraph
Camp Lejeune project will have a 5 year duration and will include the construction of multiple buildings. Is one contract going to be issued to cover the entire project (construction of 5 buildings) and have a completion time of 5 years, and therefore require one bond?
One contract will be issued for the Package. Each MILCON in the Package will have an individual completion date proposed by Offerors in Attachment H. Those proposed completion dates will be incorporated into the contract.
What is the warranty period and how will it apply? For example, will substantial completion be granted on a per building basis upon completion or will substantial completion be granted only after the completion of all buildings?
In accordance with Attachment H, each project included in the Package will have it's own completion date.
If a contract dollar value is established for Attachment E, should we use this same value for the Attachment G Small Business Plan, or use our final contract price submitted in the price proposal as our total contract price for the Small Business Plan, even though this will likely differ from the values submitted in Factor 6, Attachment E?
See Amendment 0010.
There seems to be conflicting information regarding what is allowed or desired as an exterior finish on the P246, BT-11, structures. Can we use precast, painted or not painted, as an exterior finish? We believe that brick is not desired nor requested in the RFP correct?
Additionally you are asking for a bid option for tilt up concrete as the structural system on the P246 buildings, this would lead us to believe you are interested in a exterior precast finish on the new buildings.
BID PER RFP
On the price proposal form, at the end of the form, you state that we have 1400 days for all base bid work plus 15 days for administrative paperwork, section 1.4 - f on the pricing sheet. In all other areas of the RFP you are referencing a total of 1826 days for the entire project. Is the overall project duration 1826 days?
1,826 is the total project duration.
Will Liquidated Damages be assessed on any individual building that goes over the date submitted on Attachment H or do the LD's associated with the individual buildings take effect if that building goes past the 1826 days total job duration?
Liquidated Damages will be assessed based on the completion date proposed for each Project in the Package as proposed on Attachment H
Please clearly define staffing requirements on the project. Will and individual SSHO and QC be required on
Yes, an individual SSHO and QC will be required on each individual building site. An individual each individual building site? Per the RFP we believe that you have a requirement for a Project Manager and Superintendent on each building site. Is that correct? Could we combine the PM, Super, QCM and SSHO on the Security and HQ buildings, this could be considered one site? The large fire station and Auditorium are close to one another, can we consider both of those jobs one site?
Superintendent will be required at each building site. Project Management is at the discretion of the Contractor. The Security and HQ Buildings comprise a single MILCON project and will be considered one site for the purpose of staffing the Superintendent, QCM and SSHO. However, the Auditorium and the Fire Station are separate MILCON projects and cannot be considered as one site for the purpose of staffing.
25 01 33.10.05 20
In section 1.11.3 you reference preparing presentation material to obtain approval from the Historic Preservation and Planning Commission. Can you elaborate on the effort and for what buildings? We are unsure of what this entails, we don’t see any reference to Historic Preservation anywhere else in the RFP. We believe the scope of work is new construction, does any of the new construction need to comply with some historic qualities? Do the buildings that need to be demolished for this project need to be documented for historic relevance before demolition?
Please provide more information on this requirement.
Since there are no renovations projectsin the package, materials would be concerning buildings to be demolished only.
You may want to consider including some CLIN's on the pricing sheet for unit costs to handle hazardous ground water and soil.
Bid per RFP.
Please define the line between the Security and HQ sites so we can scope the "outside the 5' line " costs for each building. What site work should be considered for the Security building and what site work should be considered for the HQ building?
Separate sites based on the centerline of the access from 'C' Street.
We have seen in the past a decent amount of trash and furniture or left behind items in buildings that are called to be demolished. Can you clearly define what quantity / volume of loose furniture or items there will be left in the buildings we are supposed to demo in this contract? Or give an allowance for us to cover for each building, example: Please allow for (3) 40 yard dumpsters for the disposal of loose furniture and trash left in building
Provide allowance of (3) 40 yard dumptsters for disposal of loose furniture/trash left behind.
It is unclear if Pre-Engineered metal structures would be allowed for the fire stations and / or Motor T. Can we use PEMB for some areas or all areas of these

Please confirm that the contractor can submit material submittals for review with the design packages, or along with the 100% package for each design discipline instead of waiting for all design packages to be at 100% complete. This will allow the contractor to begin procurement earlier, which will ultimately be a more efficient approach.

It would assist in the planning process if we understand how the Government will be structured to manage the Projects under Package 1. Will there be 1 PM and 1 ET per Project, per Building, or per package?
No. There will be a team of Construction Managers and Engineering Technicians assigned to cover all of the packages buildings as one MILCON project since it will be a single contract.

Part 3, Chapter 6, ESR A1040 Slab on Grade defines settlement for a slab on grade as 1/4". However, A1010001, Shallow Foundations, and A101002 Deep Foundations, permit settlements of 1" and 1/2" respectively. This is not an industry standard. This seems to be an unreasonable limit, considering spread footings are limited to 1 inch total and pile foundations are limited to ½ inch total. Differential settlement is limited to angular distortion of 1/500, which is
Bid per RFP. The 1/4" slab-on-grade limit refers to post construction settlement of the slab, allowing for mitigation measures to be performed during design and construction. The 1/2" and 1” tolerances for the supporting structure are total settlement, including both construction and post-construction.
(End of Summary of Changes) about ½ inch in a 20-ft span between footings. If piles and spread footings can settle ½ to 1 inch each, respectively, then it seems the ¼-inch settlement of a slab is not practical or compatible. Please eliminate settlement restrictions for slabs-on-grade or reconsider the tolerances.

All buildings: Part 3, Chapter 4, 4.0 Building Requirements in the Space Tabulation table that General Building area are determined by DOR. However, some of these rooms have minimum SF net that are required to comply with UFC and Code requirements. The DOR is required to size and locate spaces per the RFP.
