CLIN 0025 The Description states to "Utilize tilt-up concrete exterior wall construction." Later in Explanation Section 1.2, CLIN 0025, Page F-21, "In lieu of reinforced concrete or reinforced CMU exterior wall back-up construction, provide reinforced tilt-up concrete wall back-up construction". We surmise that the option's intent was to minimize cost while ensuring performance in accordance RFP. We do not believe this will be the case since it would mean still bringing in a mason for the exterior skin. A suggested cost saving alternative would be to use an exterior insulated precast system for all spaces with the interior panels as wearing surfaces at the Vehicle
Maintenance Facility and cold form framing and drywall at the Range
Operations Center.

162 Part 6 Attachments, Attachment G "Site Characterization Report". Please consider obtaining supplemental subsurface testing data to assist us in developing our foundation solutions. For the P-130 site, we request that one-dimensional consolidation testing (ASTM D2435) be performed on at least one (if not two) undisturbed samples of the very soft fat clay that exists in borings B-1B and B-2B.
We propose the undisturbed samples be collected from a depth of about 15 to 17 feet below existing grade. The current RFP does not contain any data on this layer.
This information will provide consolidation parameters for this soft clay layer that will assist in estimating settlement more accurately, as well as estimating time rate of settlement for use in surcharge recommendations.

163 Part 6 Attachments, Attachment G "Site Characterization Report". Please consider obtaining supplemental subsurface testing
Bid per RFP data to assist us in developing our foundation solutions. For the P-254 site, we are concerned about the variation of existing data, with SPT borings indicating a softer/looser profile that extends deeper
(more than 60 feet) vs. the CPT and DMT sounding data that shows refusal around 50 feet on a dense layer. Refusal of CPT/DMT soundings does not necessarily indicate hard/dense soils or rock. We are very concerned about driven pile overruns with the SPT borings ending at 60 feet in low strength silty/clayey sands with organics. Additional testing may result in more economical foundation costs.
165 All Projects. The RFP indicates in G1040
Hazardous Waste Remediation that reports have not been prepared for the project sites.
Please confirm that our bids should not include the removal of contaminated material at each site. It is our expectation that if contaminated soils are encountered, the D/B Contractor is to notify the Contracting Officer immediately and any removal of contaminated soils will be considered a "changed subsurface condition" per FAR regulations.
Bid per RFP
166 All Projects. Each RFP indicates that a survey of the project site is not available.
The condition and exact location of existing subsurface utilities is unknown.
Please confirm that our bids should not include costs for the removal or repair of unknown utilities . It is our expectation that if unknown utilities are encountered, the D/B Contractor is to notify the
Contracting Officer immediately and work to repair or relocate unknown utilities will be considered a "changed subsurface condition" per FAR regulations.

167 All Projects. Each RFP indicates that a survey of the project site is not available.
The condition and exact location of existing subsurface utilities is unknown.
The RFP requires the D/B Contractor to investigate utility systems and provide recommendations. Please confirm that our bids should not include costs for repairs or upgrades, and that repairs or upgrades will be considered a "changed subsurface condition" per FAR regulations.

Bid Per RFP.
181 Proposal Evaluation Criteria, Factor 5 - Technical Solution limits the page count for narratives to one (1) double-sided page (or two (2) single-sided pages) for each MILCON project. This equates to 10 pages of content for 5 MILCON packages.
This is not sufficient, in our opinion, to discuss the nine (9) topics identified as required and/or to convey our solution for this proposal. Please consider increasing the overall page count and allow us the opportunity to discuss specific elements for each building and consider permitting us to combine/consolidate common information for all buildings (in lieu of stating same information for each building multiple times).
