Reference Question Government Response
Page Section Para.
1 Will the Government issue substantial completion of buildings as projects are completed or will there only be 1 completion date when all the projects are done? If there is only 1 completion date is the Contractor responsible for maintaining the buildings as buildings are completed? How will warranties work? Please advise?
The Government will issue substantial completion of each building completed.
2 We understand that there is a Priority list on the projects. Can you Government provide estimated durations that they expect each job to be finished since there are liquidated damages associated with each project?
Contractor shall evaluate the package and determine the duration of each project base on the priority list. The total five projects in this package shall have construction completed within 1,826 of award issuance.

PART 5 Factor 6, Small Business Utilization and the associated Attachment E, Small Business Participation and Commitment Strategy are currently due with the Phase II Technical Proposal on April 7, while the Attachment G Individual Small Business Subcontracting Plan is due with the Price Proposal on April 28.
Both Attachment E and Attachment G require us to list subcontractors and the services they provide along with total contract dollar value and estimated self-perform and subcontracting values. Attachment E also requires us to provide anticipated dollar values for each selected subcontractor. Since Attachment E must be submitted three weeks prior to our final price we will not know our final price that far in advance of our price proposal submittal. Would the government consider allowing Factor 6 to be submitted with the Price Proposal so that we will be able to accurately determine our total price for use in calculating our subcontractor dollar values and percentages for small business and minority categories?
See Amendment 0010.
7 a) If we cannot submit Factor 6 at the same time as our Price Proposal, would the government identify what dollar value we should assume for the total contract price to be used in Factor 6, Attachment E?
b) If not, please confirm that a rough estimate of the contract value can be
See Amendment 0010 used, since our final price will not be known at the time of submittal of the Technical Proposal.
9 Would the government consider allowing contractors an extra two days after submittal of the Price Proposal, to finalize and submit the Small Business Subcontracting Plan and Factor 6?

Para. 2.c on page 20 of 50 shows that the only small business goal identified that is specific to this contract is 20% of total contract dollars to small businesses. However, on page 4 of 13 of AM0005, Small Business Subcontracting Plan, it does list NAVFAC’s command-wide small business subcontracting targets, based on percent of subcontracted dollars.
Would the government confirm if these NAVFAC command-wide targets are applicable to this contract?

SURFACES
Recycled asphalt pavement (RAP) material may not be used as a surface course for asphalt concrete pavement.
The use of RAP in pavement mixes is allowed in accordance with NCDOT standards and specifications. Will RAP be allowed on this project?
We are aware that for all buildings but the control tower on BT-11 you are requiring a steep slope standing seam metal roof. With several of the structures being quite wide is it acceptable to use a 2:12 pitch SSM roof to keep the overall height of the roof structure manageable? What do you consider a minimum slope for a steep slope SSM roof? 2:12, 3:12, 4:12, 5:12?
Is STUCCO or EIFS allowed as an exterior finish on any building?
Are metal panels allowed as an exterior finish on any building? If allowed, what would be the restrictions if any on where they would be allowed.
29 The Auditorium has a large amount of BID PER RFP
A/V and FF&E prescribed as well as items that are furnished and installed by others. Can you more clearly define that scope by building a spread sheet that itemizes the equipment and shows who is responsible for what?
Amendment 006, Page 2, Item 2.
Design to Budget
In amendment 006 you have the design to budget defined by building and as a total for the entire project. You are pretty clear in the writing that you do not want us to exceed this budget.
How would you like us to define the requiremnts in the RFP that you can not have if we get to a point where we realize we can not give you the entire scope for the budget you have defined?
Can you prioritize the items in the RFP by building that we can leave out if we need to de-scope to make budget?
Where in the technical write up should we add or define the scope items we may need to remove from the program if we find ourselves over the budget?

Part 3, Chapter 6, ESR B201001 Exterior Closure calls for a brick masonry veneer, with B201002 Exterior Wall Backup Construction that can include tilt-up or precast construction. Implementing a conventional precast or tilt-up method would allow the veneer and the structural wall system to be incorporated into one wall rather than having a cavity wall back up wall system. Please confirm that the precast or tilt-up construction elements can be used for the complete B2010 system including the B201001 Exterior Closure (veneer/ closure/ structure) ? & 3
Chapter 2 and 3,
2.3.6 and 3.2.2.4
2.3.6 states that the Facility is within an installation perimeter. 3.2.2.4 states Setbacks from installation Perimeters are not applicable … UFC 4-010-01 has guidance for installation perimeter with outer clear zones and installation perimeter without outer clear zone. Which criteria applies to this site?
The facility is located on a remote island, and while maintaining 50 feet to the installation perimeter would be preferred, it is not a requirement. As noted in the RFP, due to the remote nature of the facility and the constraints on-site, the 50 ft clear zone distance to the perimeter is not a requirement. If you look at the concept drawings and plans, however, the inhabited portion of the building is located at least 50 feet from the water line to the west and to the south.
Locate the facilities approximately as shown and it will provide adequate protection to the inhabited portion of the facility, where applicable.

Part 3 - Chapter 2
Chapter 2, 2.3.6 Antiterrorism
Criteria
2.3.6 states that the Facility is within an installation perimeter. Please confirm; this site is open to public access by water without going through a gate.
The installation perimeter definition only requires that the perimeter of the government property be apparent to anybody approaching the facility. In this case, any "government property, keep out" signs and the perimeter of the property meet the requirement as-defined in UFC 4-010-01. There is no requirement to restrict pedestrian or vehicle movement, just to make it clear when the property line is crossed. Note that the "installation perimeter" definition is not the same as the "controlled perimeter" definition. BT-11 is not located at a facility with a controlled perimeter, though it is a facility with an installation perimeter.

Chapter 2, 2.3.6 Antiterrorism
Criteria
2.3.6 states that the Facility is within an installation perimeter but does not indicate if it is considered a controlled perimeter. UFC 4-010-01 has criteria guidance for standoff distances with controlled perimeter and standoff distances with no controlled perimeter.
Which criteria applies to this site?
The chapter 3 standards apply, IF they are determined to be applicable, for any space(s) that are found to meet the inhabited building definition in UFC 4-010-01. This includes portions of the facility which reach an inhabited occupancy, as-described in UFC 4-010-01. The UFC 4-010-01 chapter 3 standards do not reference anything besides an "installation perimeter". The "controlled perimeter" definition is only used in the UFC 4-010-01 appendix B 'best practices' which are not applicable to P246.
