About this file

This document provides final approval for blasting operations to support construction of an Underwater Launch Test Facility at Naval Support Activity Crane in Indiana. The approval grants authorization to conduct blasting using an intentional detonation site with a minimum separation distance of 1,486 feet from non-essential personnel. Conditions of approval require development and approval of a blasting plan, adherence to lightning protection and grounding requirements, tamping of all blasts to a minimum depth of ten feet, and use of an early-warning weather system to halt blasting operations during electrical storms. The related federal contract opportunity solicits design-build-bid proposals for construction of the Underwater Launch Test Facility, including an underwater launch pit, operational support building, warehouse, water treatment facility, and mechanical and electrical building. Supporting facilities and site work must also be completed. The project has a period of performance through September 2021 and will be conducted in phases with intermediate completion deadlines.

1. NAVAL ORDNANCE SAFETY AND SECURITY ACTIVITY (NOSSA) ACTION -

Transmitting final Department of Defense Explosives Safety Board (DDESB) explosives safety site approval and Chief of Naval Operations authorization to conduct blasting operations, references (a) and (b), respectively.

2. APPROVAL GRANTED FOR (NUMBER OF POTENTIAL EXPLOSION SITES

(PESs)/EXPOSED SITES (ESs) BEING SITE APPROVED/EVALUATED) - An intentional detonation site to support earth removal blasting operations by a commercial contractor at Naval Support Activity (NAVSUPPACT) Crane, IN.

a. PESs - Blasting operation [IDS/INTENTIONAL DETONATION SITE].

b. ESs - None requested.

3. ASSOCIATED DEVIATIONS/SITE APPROVALS - This project is in support of new construction for an Underwater Launch Test Facility. No previous site approvals or associated deviations exist.

4. CONDITIONS OF APPROVAL - The following pertains:

a. Prior to actual intentional detonation events, unintentional detonation criteria, as approved per reference (a), will be applied for setup operations.

b. A Minimum Separation Distance (MSD) of 1,486 feet is imposed for all blasting operations. This MSD provides non-essential personnel protection equivalent to K328 and is based on a presumed maximum amount of explosives that was determined by preliminary discussions with industry experts.

SUPPORT ACTIVITY CRANE, INDIANA [N61018/SA 4-20/WEBSAR 5241/WL-

c. Non-essential personnel must not be permitted inside the MSD when blasting is occurring. The control site for controlling and initiating intentional detonations must be located outside the maximum soil ejecta distance (as indicated on the Buried Explosion Module (BEM) output) from the blast site as well as outside of K18 arcs from any surrounding PESs.

d. All unused explosives must be relocated to site approved holding or storage areas during intentional detonations.

e. All roads encumbered by MSD arcs may only be used by personnel directly related to the explosives mission during blasting operations.

f. A blasting plan is required to be developed by the Contractor, submitted, and accepted by NOSSA prior to the placement of explosives on site or the start of any explosives related operations. The blasting plan must include the following per section 29.A.01 of reference (c):

(1) The names, qualifications, and responsibilities of personnel involved with explosives.

(2) The Contractor's requirements for handling, transportation, and storage of explosives; employee training programs and certifications; types of explosives; schedule of activities and loading procedures; detailed blasting schedule; explosives transportation route;

safety signals methods and locations; danger area clearance; methods for securing the site;

seismograph, vibration and damage control; test shots, post-blast inspection and misfire procedures; provisions for disposal of explosives, blasting agents, unused and associated material; post-blast ventilation requirements; and protection of structures and personnel, as applicable. Non-applicable sections should be indicated as so.

g. The requirements of reference (c), section 29 must be included in the contract specification to address all explosives safety aspects of the contractor’s performance.

h. Based on the information provided in the explosives safety site plan, authorization is granted for construction workers to conduct work and create laydown areas associated with earth removal within unbarricaded (K18) intraline distance (ILD) arcs from nearby PESs.

Management of risk to construction workers and explosives operations must be clearly addressed in Standard Operating Procedures (SOP) developed per reference (d) if concurrent construction work and ordnance handling inside of K18 ILD arcs must be performed.

5. LIGHTNING PROTECTION/BONDING AND GROUNDING - Lightning Protection Systems are not required for blasting operations. Mitigations for electrical storms are listed in paragraph 7.

6. PROTECTIVE CONSTRUCTION - All blasts must be tamped to a minimum depth of ten feet and the BEM used to ensure the MSD is not exceeded for the type and amount of explosives needed for each blast.

7. COMPENSATORY/ADMINISTRATIVE MEASURES - The installation must utilize an early-warning weather system, to alert personnel of approaching storms. Upon notification of an approaching storm, all blasting operations must be terminated and explosives material returned to site approved storage. In the event time does not permit explosives materials to be returned to storage, all personnel must be evacuated beyond MSD from the exposed explosives materials location(s).

8. CANCELLATION/MODIFICATION ACTIONS - This approval does not cancel nor modify any other site approval or authority to operate.

9. NOSSA DIRECTION - Maintain a copy of this approval letter and the explosives safety site plan in installation records, per reference (d), paragraph 8-1.2.6. Installation maps must be reconciled to address the facility sited in this approval and all applicable explosives safety quantity distance arcs.

10. NOSSA POINT-OF-CONTACT (POC) - The NOSSA POC for questions relating to this project is Mr. Victor Thomson at DSN: (312) 354-6096; Commercial: (301) 744-6096; or e-mail to: preston.v.thomson@navy.mil.
