Transformer TS-1 and the transformer surge arresters are included in the SOW. Only the Duke Energy installed material are by others.
75 06/05/20 31 56 00 2.1.1 Specifications Section 31 56 00, Paragraph
2.1.1 states that the slump for concrete used in the slurry wall shall be a minimum of 7 inches and a maximum of 9 inches. It is our experience from many slurry wall projects all over the world that the slump flow value is better suited for measurement of workability of tremie concrete used in slurry walls.
We respectfully request
The original slump requirement of 7" to 9" is consistent with the "Industry Practice Standards and DFI Practice Guidelines for Structural Slurry Walls" published in 2005 by the Deep Foundations Institute.
However, this was published in 2005 and does warrant reconsideration based on newly accepted industry standards.
ASTM C143 notes that for slumps the specification to allow an alternate to slump by using a slump flow value of 21" ±2".
Should the Government object to the usage of the recommended slump flow value, we respectfully request the Specification to be amended to allow for a maximum slump value of greater than 9” greater than 9", the typical slump test does not provide significance. Agree that slumps greater than 9" are more accurately measured using the suggested slump flow value.
The request for 21" +/- 2" is on the very high end according to "Guide to Tremie Concrete for Deep Foundations" by the joint EFFC/DFI Concrete Task Group.
Slump flow value as a means of providing slump testing will be permitted, but the allowable slump flow shall be 19" +/- 2".
76 06/05/20 31 56 00 3.5.3.1 Specifications Section 31 56 00, Paragraph
3.5.3.1 calls for airlifting of the slurry wall panels 1 hour immediately prior to placing concrete. Since the excavation will be carried out with a trench cutter type equipment which utilizes a powerful submersible pump to remove the cuttings and subsequently clean the bottom of the excavation, the requirement for airlifting is not needed.
Furthermore, the specified requirement would mean airlifting while the cage is already in the panel.
The best practice is to proceed with placing concrete as soon as the cage is in without further delay. We respectfully request that
Since the excavation will be completed with a trench cutter type equipment and is predominately in rock, the requirement is revised.
Consider the requirement to clean the bottom of the panel by air lifting within 1 hour removed from Section
3.5.3.1. However, the
sand content measured 12" above the bottom of the trench within 1 hour of placing concrete will still need to meet the necessary requirements.
Furthermore, consider "Step A" of Section
3.4.5 reworded slightly to ensure the panel is cleaned by hydromill equipment within 24 hours of this requirement be removed from the Specifications.
concrete placement.
"Cleaning of panel must be done by hydromill equipment or other approved method. The cleaning operations must be completed within 24 hours prior to initiation of concrete placement."
77 06/05/20 31 56 00 2.1.1.1 Specifications Section 31 56 00, Paragraph 2.1.1.1, the fly ash content in cementitious material is defined as 10 to 15 percent.
Is it possible to increase the fly ash proportion of the cementitious material to 35 percent or alternative slag proportion of the cementitious material up to 50 percent?
Per PPI Response # 39, the maximum fly ash content in Section
2.1.1.1 of 31 56 00 is changed to 25 percent. The maximum fly ash content is further revised to 35 percent in Section 2.1.1.1 of 31 56 00 per request.
However, consistent with notes on Drawing LPS-S-101, the concrete used in the slurry wall shall be shown to have a minimum compressive strength of 5,000 psi at 28 days.
The use of Ground Granulated Blast- Furnance Slag (GGBS) conforming to ASTM C989 for a portion of the cementitious material will be accepted. The maximum percent of total cementitous materials by weight including fly ash and GGBS shall not exceed 50 percent.
78 06/05/20 12 and 21 31 00 00 3.2.5.2,
3.2.5.3 and 3.8.1
Specification require the removal and replacement of Unyielding and Unstable material in excavations.
No additional compensation will be provided for unyielding materials.

How will the bidder be compensated for this additional work?
for subsurface information.
Compensation for removal, disposal and replacement of unanticipated unstable and unsatisfactoray material will be evaluated if encountered.
79 06/05/20 22 31 00 00 3.9 The specification states to stockpile and use coarse rock from excavations for constructing slopes or embankments next to streams.
Is the intent of this specifation to utilize all the rock from excavations on site?
Utilize excavated material where suitable and can meet specification requirements for general site fill, embankment slopes or stream bank protection. Transport approximately 12,000 cy to the designated stockpile location on Base. The remaining excess must be removed from the base.
80 06/08/20 Sheet 358 Volume 3 Drawing
On drawing OSB-S- 202/ C1 calls for double angle braces but calls out for L6x4x1/2x3/4LBB.
How thick is the angle?
This seems to be a typo.
Also similar notation are used on other structural elevation drawings like WHS-S-
201, WTB-S-201,
MEB-S-201.
Please clarify?
The double angle braces in the OSB, WHS, WTB and MEB follows the notation "A"x"B"x"C"x"D", where "A" and "B" are the lengths of each toe of the angle, "C" is the thickness of each angle, and "D" is the spacing between the two angles. Details OSB- S-505/ C1 and C2 show the 3/4" gusset plates and intermediate spacing plates that will be placed in the gap between the angles.

Drawing LPS-S-137 Slab Plan shows a longitudinal construction joint and optional transverse construction joints (see Note 3). NOTE 3 states "At the Contractor’s option, transverse joints may be used in the slab.
If using transverse joints the slab shall be placed in 8 pours with with joints placed at a maximum of 42 ft".
Is the intent that the base slab shall be poured either in 2 or 8 pours and no other combination pour combination allowed?
Please confirm.
The intent of the note was that the slab would be poured in either 2 pours or 8 pours. However, other combinations of pours, such as 4 for instance, utilizing the transverse and longitudinal constructions joints shown on LPS-S-137 would be approved.
The thermal modeling and thermal gauges required for mass concrete would have to be consistent with the selected slab pouring sequence.

1.3.2 Section 31 page 5 of
Volume 4 specifications call out for a blasting plan to be prepared and sealed by a registered professional engineer. There are really no registered professional engineers that are blasters or blasting
The intent is that a Qualified Person with experience as a blasting consultant prepare the plan. The professional engineer requirement was intended to ensure that the planned generated blast accelerations do not consultants. We request that this specification be changed to replace the RPE and add QP (Qualified Person).
The USACE's definition for QP - Qualified person: one who, by possession of a recognized degree, certificate, or professional standing, or extensive knowledge, training, and experience, has successfully demonstrated his/her ability to solve or resolve problems related to the subject matter, the work, or the project.

Only first tier subcontractors will be credited.
117 06/10/20 UTF-C-003 Volume 1 Drawings
UTF-C-003 shows that all the concrete (slabs on ground, footings, retaining wall, and other concrete including piers) is 4,000 PSI.
However, in OSB-S- 003, it states in the concrete material schedule note 2, that exterior concrete applies to stoops, aprons, equipment pads, etc. Outside the building envelope that are exposed to weather to be 5,000 PSI. Is this the owner’s intent to use 5,000 PSI only shown on the building concrete drawings?
The exterior concrete shown on the structural building drawings shall comply with ACI 318-14 requirements for exposure class F3 (concrete subjected to deicing chemicals), which requires 5000 psi strength -- such concrete includes door stoops; slab on ground below Warehouse canopy;
WSA foundation; and FPE foundation.
Exterior concrete elements shown elsewhere (e.g. civil drawings, launch pit drawings) shall comply with requirements of the drawings on which said concrete elements are shown.
The structural drawings shall govern over the civil drawings in the locations referenced.

Page 14 paragraph f.
indicates peak particle velocity of each component. Please detail what the "Structures onsite" is refering to with a PPV of 2.0 inches per second? We have assumed that this requirement does not apply to our slurry wall per the requirements indicated on page 13 above. We will design the appropriate PPV for the blasing around the slurry wall. Please confirm
The intent is to confirm to the base that the nearby magazine structures and the dam not be damaged. The PPV given for them is 0.5 ips. This was brought up by the owner several times and is not believed to be an issue to either off site location. The blaster should consider any newly constructed structures, including the slurry wall to avoid damage. There are no known existing structures on site.
