DOD Safe Site Information for Electronic Proposal Delivery

Contractors shall send their Electronic Proposal submission to Gary Milton through the DOD Safe Site (safe.apps.mil). Only DoD SAFE is authorized for the submission of the electronic original proposal in response to this solicitation. Further guidance is provided below for submission of hard copy submissions.

The contractor shall send the contract specialist, Gary Milton at gary.milton1@navy.mil, the email address of the offeror’s point of contact who will be receiving the Drop-Off invitation to upload proposals to the DOD Safe Site no later than Monday, June 22, 2020 by 1400 EST, unless that date and time are changed via Solicitation Amendment.

The Contract Specialist, Gary Milton, will “Request a Drop-Off” through DoD SAFE utilizing the provided offeror’s point of contact email address. The recipient will receive an automated email containing the information for the request and instructions for uploading. Requests from DoD SAFE will be sent on Wednesday, June 24, 2020.

If you do not receive an email containing drop off instructions on that date, please contact the Contract Specialist, Gary Milton. Only the identified POC will be able to drop-off proposals or proposal revisions in DOD SAFE.

Failure to provide accurate POC information will preclude the offeror from using DoD SAFE. Note: only two email addresses may be provided per Offeror.

To submit the proposal, the offeror will utilize the link provided in the automated email to take you to DoD SAFE at https://safe.apps.mil. The system will allow for inclusion of a short note to the Recipient and then the offeror will click to add files or drag and drop them. Click “Drop-Off Files” to send the files to the recipient. You should receive a notification on the site “Drop-Off Completed” “Your files have been sent successfully.” Please keep this for your records. The file(s) are uploaded and an email will be sent to the recipient notifying them of the “drop-off”.

[Additional details can be viewed in the DoD SAFE User Guide available at https://safe.apps.mil]. Note that the submission of any proposal must be completed no later than the due date and time, unless the date and time are changed via Solicitation Amendment, using the link sent by the contract specialist via DOD Safe. The DoD SAFE system will record the date and time of package submittal. The date and time of package submittal recorded in DoD SAFE shall govern the timeliness of any proposal submission.

Offerors shall allow adequate time to upload files which may be slower for non-DoD users and to avoid other technical difficulties that may be encountered. Offerors are also responsible for submitting files in the format specified and consistent with requirements stated elsewhere in this solicitation. Files that cannot be opened, or are otherwise missing the required content are the responsibility of offerors. The maximum file size of a package is 8 GB. Up to 25 packages may be uploaded per link.

It is the sole responsibility of the Offeror to obtain the RFP files, along with any amendments, from Opportunities (www.beta.sam.gov).

Please confirm contractors must have provided a letter of commitment for excavation and slurry wall sub-contractors and that contractors are not allowed to change this commitment after non-price proposals were due and submitted.

This would be obviously unfair to the contractors who submitted acurate and complete non-price proposals by the required due date.

represents the section at this location and shows a slab that extends 23-ft beyond the slurry wall.

Please clarify the correct dimension.

Dwg. LPC-S-311 will be revised to 20'-0".

59 06/08/20 176 LPC-S-309 There is a note that "Top" Reinforcement (typ) is epoxy coated. Is this typical only for the VAS outer support slab?

This requirement is not noted anywhere else in the concrete drawings.

Please confirm to what extent reinforcing bars for the concrete work need to be epoxy coated.

References to epoxy coating of reinforcement are noted on several drawings including, but not limited to: dwg.

UTF-C-003

(concrete Note 3 (C)), Dwg. LPC-S- 309 (Section C1) and Dwg. LPC-S- 507 (General Sheet Note 4).

To clarify, in addition to the VAS outer support slab, all slabs-on-ground shall have the top mat of reinforcement epoxy coated.

Please note that the top mat of the Sheave Platform as shown on Dwgs. LPC-S-304 & 305 (although not directly called out) shall be epoxy coated as this slab is considered to be ground supported.

60 06/08/20 7 31 21 13 1.9.1.3 This section references a qualified mitigation professional must be onsite

Must be on-site for all activities related to radon mitigation during all onsite activities. This specification references mostly building construciton.

Please clarify if this professional must be onsite during all non-building related construction, or just during building construction?

61 06/08/20 9 31 56 00 1.7.5 The spec gives two watertightness criteria. One is

0.0125 gallons per minute per location. The second is "no flowing water, only beads of sweat of patches of moisture". The second criteria is very open to individual interpretation.

To make it measurable, it is suggested that the less than 0.0125 gallons per minute per single point is the required watertightness criteria that is used to determine if repairs are required.

Please confirm if this is acceptable.

Agree that the first requirement of 0.0125 gpm is quantifiable and the second requirement stating that running water on the surface of the wall is not permitted is subjective.

Paragraph 3 of Section 1.7.5 will be removed.

62 06/08/20 224 LPS-S-128 Note 5 This note requires the anchor cap to resist 54 psi of external pressure without damage or leakage. What will be requried to be submitted to show the cap will resist the required pressure?

Anchor manufactors have requested that to assist in this requirement, that end caps be fillled with neat cement grout instead of grease.

Please confirm if this will be acceptable?

The cap may be welded in place with a seal weld or the contractor shall submit an elastomeric seal design that shows the compression stress on the elastomeric seal is a minimum of 70 psi, uniformly distributed around the perimeter of the seal, not including the external water pressure. For future inspectability reasons, cement grouting of the inside of the anchor cap will not be allowed.

63 06/08/20 11 31 56 00 2.1.3 This section reads that slurry shall be bentonite or polymer.

Please confirm using a blend of bentonite and polymer will be allowed.

A blend of bentonite and polymer slurry will be allowed.

Allowable slurry properties are provided for bentonite slurry.

Mixtures of bentonite and polymer slurry will be listed in section 2.1.3.3, to be added, and testing requirements shall be in accordance with API 13 B and the density, viscosity, filtrate loss, pH, and sand content shall be in accordance with manufacturer's recommendations

64 06/08/20 18 31 56 00 3.5.3.1 This section requires concrete be placed withing 24 hours of completeing an excavation in a given panel.

Please confirm this is up to 72 hours if the panel is finished prior to a weekend.

As long as the steps A-E in section 3.4.5 are followed the following week of work.

The purpose of the 24 hour time limit is meant to give the contractor adequate time to do final air lifting, verify that the trench is clean and the slurry at the bottom of the excavation has the required properties, and place the reinforcing as soon as practical after cleaning the excavation bottom. Agree that the main intent is really to accomplish steps A-E in section

3.4.5. The

statement in

3.5.3.1 will be reworded to "Concrete shall be placed in panels within 24 hours of initiating steps A through E in Section 3.4.5."

65 06/08/20 57 UTF-C-103 Notes Note 4. The header of note 4 states that on/prior to 15 months after date of award the launch pit shall be substantially complete.

Sections A-F give additonal months for work that could be considered part of launch pit

4: The timeframes in 4 indicate substantial completion. The timeframes in 4A - 4F identify the areas where the test equipment team will be working. Those areas need to be 100% complete.

4D: All concrete work, embeds and drainage trench must be complete. Utilities and stairs can be installed at a later date through coordination with the Contracting Officer.

4 General: Access around the specified work locations is joint access. Access at the specified work locations

4C - Access to the launch pit floor - this is assuemd to mean the base slab must be completed prior to 16 months? Does the concrete have to be at full strength prior to 16 months, or as long as the pour is complete, that will meet the milestone?

Please confirm all of the mechanical work (piping/sumps) and steel work (suspended platform in SW corner, safety rails etc. do not need to be complete at this milestone.

4D - Please confirm if the stairs, the sump, crossflow pit curb, safety rails all associated mechancial/ele ctrical in the crossflow pit must be complete prior to this milestone, or if it is purley the concrete work and backfill to site grade that must be complete prior to the 17 month

Limited access to the milestone areas will be granted through coordination with the Contracting Officer.

milestone.

4E - No Question 4F - No Question 4 General - Please confirm that all "Access" references refers to joint access by the Navy and the Contractor to the areas and that the Contractor can still be completeing work in the areas alongside the Navy.

4 General - Please confrim the following work is not related to the phase 4 milestone, if it is, please confirm what submilestone it is part of - VAS slabs, Northern ramp/elevated concrete platform, all utility trenches, all safety rails, all doweled in steel embeds, launch pit fill and sump piping and mechancal/ele ctric work, any mechanical/ele ctrical work.

Please confirm if any of the area will be off limits for the Contractor to work on after the given milestone.

66 06/08/20 Solicitation The contract has many milestones that will require an aggressive and oraganized schedule to achieve. The contract also requires multiple key submittals to be approved by the Government prior to work starting. It is unkown how long the preconstructio n submittal process will take. This is causing uncertainty in project schedules. We request that the milestone's be based on Notice to Proceed instead of Contract Award to eliminate this uncertainty as it pertains to the contract milestones.

Contract Award signifies Notice to Proceed.

67 06/08/20 Solicitation The solicitation states that performance of the work must start withing 15 days, there are multiple submittals that require much longer than this even for approval, let

alone production of the sumittals.

Please alter this requirement, or reevaulate the pre-construction submittal requirements.

68 06/08/20 Solicitation Due to the outstanding questions regarding milestones and liquidated damages, we are requesting a bid extension of 4 weeks to be able to correctly analyze the answers to the questions and properly price the future amendments.

No bid extensions under consideration at this time.

69 06/08/20 Add. #5 Question45 Will the contractor have to pay for the water used to fill the launch pit?

Will the water be disposed of in Biorention basin A?

The contractor must pay for any temporary water service and to fill the pit one time.

The rate would be in the ROM of $ 12.32* x 17.5% = $14.48/kgal.The rate was a pre-decisional rate so it may change.

The water will be disposed of through the water treatment plant and discharged at the First Creek tributary.
