14 05/26/20 11 31 56 00 2.1.3.1 The section gives a minimum mixing time of 10 minutes for the bentonite slurry as well as mixing until the slurry achieves the proper blending.
Mixing time varies quite a bit depending on the equipment and proper blending can be achieved much faster than 10 minutes. Can the time limit be removed and have it be determined based on the equipment being utilized and the ablility to demonstrate that the bentonite is properly blended by testing the slurry properites?
Removing the time limit is acceptable.
Paragraph 4 of Section 2.1.3.1 will be reworded to the following: The slurry shall be in the mixer and mixed, as required, to achieve proper blending of slurry for the type of slurry and equipment being used that is in conformance with the manufacturer's mixing recommendations.

Response
Please confirm milestones that determine liquidated damages will be based on specification section 01 11 00, section 1.1.1.3? Are liquidated damages $40,000 for each item listed in this section, or does the value vary depending on the item? If multiple milestones are missed, will LD's be applied concurrently based on each items milestone, or will it be one charge of $40,000 per day
This will be addressed in upcoming amendment.
until all milestones are met?
19 05/26/20 Special Inspection Schedule
Please confirm that the Slurry Wall and Rock Anchors activities do not require special inspections.
The slurry wall and rock anchor activities do not require any special inspections above those listed in the appropriate "Slurry Wall" and "Rock Anchors" Specifications.
20 05/26/20 PPI
Response
This question was meant to cover anchor proof and performance testing, not water tightness testing. If a proof or performance test doesn’t meet the required testing results, but all of the installation methods were performed correctly, it would be clear that the rock properties were not what was expected by the designer. Since the anchor bond stresses are not contractor designed, would the removal and replacement of the anchor be compensated for with both monetary and time adjustments?
If a performance test anchor doesn't meet the required testing results and all installation methods were deemed to be performed successfully, replacement rock anchors and extensions of other rock anchors in that horizontal row will be reimbursed by the government at an equitable adjustment cost.

What will the schedule extension be for each occurrence associated with these line items?
No schedule extention is associated with the
CLINS.
22 05/26/20 16 31 68 13 3.3.1 The section references that "after the anchor grout has reached sufficient strength in accordance with the specified strength".
What is the required anchor grout strength for the final condition, what is the required grout strength for stressing to be performed?
The minimum compressive strength of the cement grout for rock anchors at the time of stressing and the final condition shall be 5,000 psi.
The strength shall be verified with two-inch cubes, molded, cured, and tested in accordance with
ASTM C109/C109M.
The water-cement ratio shall not exceed 0.45 by weight. The contractor is responsible for taking, curing, and breaking of grout test cubes.
23 05/26/20 General During the mass excavation of the launch pit and the installation of the base slab, at what flow rate should the contractor assume ground water will enter the excavation from the below the tips of the Slurry Wall and from below the excavation?
Please refer to the Geotechnical Design Report for the groundwater investigation that was performed and the results. Use this information to make your assumptions on the groundwater flow rate. Sump pits and pumps must be installed for dewatering as needed.

31 05/26/20 Technical Proposal
If subcontractor qualifications were used during the technical proposal and alternate subcontractors are selected during the pricing phase. Will the technical scores be reevaluated based on the new subcontractor or will the scores remain the same?
Factor 1 will be addressed in an upcoming amendment.
32 05/26/20 4 31 68 13 1.3.3.1 This section references that the bearing plate should be designed by the contractor. Drawing LPS-S-128 has a detailed anchor bearing plate that appears to already be designed.
Please confirm if the bearing plate installed matches the drawings the the Contractor is not required to provide a design.
The bearing plate (3 1/2" x 18" square, ASTM A572, Grade
50) shown on LPS- S-128 provides a minimum size for the bearing plate.
Marrying the proprietary rock anchor system to the base plate to affect load transfer and sealing is the responsibility of the Contractor. Details shall be shown on shop drawings and submitted for approval.

Please confirm if the Contractor is responsible for this person, or if the Govnerment will provide this service.
34 05/29/20 649 WTB-D-306 When do the piping and sump pumps have to be installed within the launch pit? Do they just need to be installed prior to phase 6 detailed on sheet 57 (CA + 21 months 15 days)?
They need to be installed in time for commissioning prior to Phase 6
35 05/29/20 20 01 57 19 3.4.1 This clause states that we must provide notice to the Air Program Manager 6 months prior to bringing equipment onsite.
This does not fit with the required phasing/schedule presented in the documents. Please confirm that this is not a requirement for the project. If it is to be followed, please provide updated phasing durations that reflect this requirement.
Nothing is needed for air compliance regarding the operation of earth moving and construction equipment including portable generators owned and operated by the contractor.
See attached PDF document edit to Spec 01 57 19, paragraph 3.4.1
36 05/29/20 15 31 56 00 3.4.3 Please confirm it will be accepted for panels excavation to be stopped prior to the final depth being reached and left open over the weekend, if weekend shifts are not utilized. As long as slurry monitoring is in place.
This question is addressed in paragraph four of
3.4.3. "Excavated panels or part of panels that are not completed that must be left open during the weekends or extended shut-down time, will be required to have periodic slurry monitoring initiated prior to the weekend or extended shut-down time to monitor potential slurry loss."
It is acceptable as long as slurry monitoring is in place.
37 05/29/20 LPS-S-101 Excavation Note #3
This note states that “The maximum excavation depth below the final row (Row 8) of horizontal rock anchors shall be 8 feet to Elev.
582.00. The bottom
of the Launch Pit base slab is at Elev.
588.00. Please
confirm that the contractor only is required to excavate to El. 588.00 and not to El. 582.00.
"The maximum excavation depth below the final row (row 8) of horizontal rock anchors shall be 8 feet to Elevation 582.00" was based on temporary construction analysis for the slurry wall and rock anchors and does not indicate a required excavation depth. It provides a factor of safety on any possible over excavation that may occur.
38 05/29/20 10 31 56 00 2.1.1 Typical Slurry Wall concrete mixes do not have a required air content, can the requirement of 4% plus/minus 1.5% be removed?
During the life of this facility, the concrete slurry walls will subjected to alternating periods of submergence and freeze-thaw cycles.
The requirement will stay in the specifications.
39 05/29/20 03 30 00 2.3.1.3.b This section requires that cementitious material has a minimum of 35% flyash content for concrete mixes.
This contradicts the requirement in 31 56 00 which limits fly ash content to 10-15%. Please confirm the minimum 35% flyash content is to be used for the slurry wall concrete.
For slurry walls, the fly ash requirement of 31 56 00 takes precedence over the fly ash requirements of Paragraph 2.3.1.3.b of 03 30
00. In 31 56 00, the maximum fly requirement of 15% will be revised to 25% for slurry walls.
40 05/29/20 03 30 00 2.3.1.4 There is no slag content requirements listed in Section 31 56 00
– 2.1.1 of the Slurry Wall specification. Plea se confirm that the concrete mix design for the Slurry Wall concrete will require both slag and flyash components, and the 25% minimum slag content listed in Section 03 30 00-
2.3.1.4 will be required for the slurry wall concrete.
The slag cement requirement listed in Section 03 30 00 -
2.3.1.4 does not apply to the slurry wall concrete mix design.
