1.1 GENERAL OVERVIEW OF PROCURMENT PROCESS

1.1.1 This acquisition is being solicited on an unrestricted basis, with Full and Open Competition.

1.1.2 In accordance with FARS 36.204(g), The Magnitude of Construction for this Project is between $5,000,000 and $10,000,000.

1.1.3 The NAICS Code for this procurement is 236220 and the size standard is $39,500,000.

1.1.4 This solicitation is formatted as a Request for Proposal according to FAR Part 15. This method permits evaluation of proposals based on price competition, technical merit and other factors; permits impartial and comprehensive evaluation of offerors' proposals; permits discussions if necessary; and ensures selection of the source whose performance provides the best value to the Government.

1.2 GENERAL OVERVIEW OF CONTRACT

1.2.1 Description of work:

This project creates an Installation ICS Operations Center as well as install a new Installation-wide (at NAVSTA Great Lakes) ICS network consisting of a high bandwidth backbone switching, network, and distribution fiber to connect building and Installation

SCADA assets to the communications backbone and build an integrated ICS network.

The project will focus on 17 buildings Eleven (11) of the 17 buildings will undergo work as hub facilities in order to accommodate the fiber backbone and distribution networks as necessary. eROI score is 1.6 and SIR score is 1.4. The project can be broken down into the following five (5) key components.

1) Control Center - Renovating 400-500 SF (maximum 1384 SF) in Building 68 at NAVSTA Great Lakes to serve as an integrated industrial control system (ICS) control center for ICS operators, and ICS data center, and a data analysis center for NAVSTA Great Lakes. Stand-alone ICS (such as SCADA, DDC, and AMI) will be fully integrated and collocated allowing seamless monitoring and operations of the utility and facility energy systems using a common communications network. Access to the new ICS network will be provided in the Regional Operating Center (ROC) allowing access of key building and utility systems in the event of a base or regional emergency.

2) Backbone Fiber Network - Install approximately 38,000 LF of overhead (on existing utility poles) of new Installation-wide ICS network consisting of high bandwidth backbone switching and network fiber ring.

3) Distribution Fiber - Install approximately 43,000 LF of underground fiber lines (in existing ducts) to connect building and Installation SCADA assets and newly commissioned AMI metering to the communications fiber network as necessary.

4) Retro-commissioning (RCx) - Conduct retro commissioning in one facility (building 1506) totaling approximately 27,500 GSF).

5) Direct Digital Control (DDC) System Network Connectivity - Install network control panels and connect the existing DDC system in the buildings to the site-wide ICS network backbone. This will provide necessary network connectivity to the DDC system server in Building 68 for remote control and monitoring capabilities and more efficient utilization of existing DDC system. The existing DDC system in the buildings are primarily being used for HVAC systems (6 buildings (190, 236, 3540, 7101/02, 7111/12 and 7260).

Direct Digital Control (DDC) System Replacement – Replace the existing DDC system with new in one (1) of the 17 buildings, Building 1506. The existing system in Building 1506 is obsolete, legacy Siemens product with some pneumatically operated end devices. The new DDC system will be the latest version of Siemens product and will be connected to and integrated into the DDC system server in Building 68. This will provide remote control and monitoring capabilities and allow the existing HVAC system operate more efficiently (Building 1506, approximately 27,500

GSF).

Supervisory Control and Data Acquisition (SCADA) system Network Connectivity - Install network control panels and connect the existing SCADA system in the buildings to the site-wide ICS network backbone. This will provide necessary network connectivity to the SCADA system server in Building 11 for remote control and monitoring capabilities and more efficient utilization of existing SCADA system. The existing SCADA system in the buildings are primarily being used for water treatment and distribution, water storage tank and power distribution throughout the installation (9 buildings (A450, F10, R20, 1912, 2018, 3114A, 3303, 7811 and VA Tank).

2. BASIS FOR AWARD

2.1 The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; to negotiate with offerors in the competitive range; and to award the contract to the offeror submitting the lowest priced, technically acceptable offer.

2.2 The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

2.3 The LPTA process is selected as appropriate for this acquisition because the best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price.

2.4 In order to permit efficient competition, the Navy will utilize the following methodology. Proposals will initially be screened for price and placed in order (lowest price to highest price). The Navy will then evaluate the technical factors of the three lowest priced proposals. The Navy will make award to the lowest priced technically acceptable proposal from among the three lowest priced proposals unless discussions are deemed necessary. However, the Navy, at its sole discretion, reserves the right to increase the number of proposals it will review under this methodology. If no proposals are found technically acceptable within the first group reviewed, the Navy will review the next three lowest-priced proposals (unless a different number is deemed appropriate as noted above) and continue to evaluate using this methodology.

Accordingly, under this methodology, the technical factors of some proposals may not be evaluated by the Navy. If discussions are deemed necessary by the Contracting Officer, all proposals will be evaluated (both technical and price) for the purpose of establishing a competitive range.

2.5 An overall non-price factors rating must be at least “ACCEPTABLE” in order to be eligible for award.

An “UNACCEPTABLE” rating in any factor results in the overall non-price factors proposal being rated “UNACCEPTABLE” unless corrected through discussions. An overall non-price factors rating of “UNACCEPTABLE” makes a proposal ineligible for award.

3. EVALUATION FACTORS FOR AWARD

3.1 The solicitation requires the evaluation of price and the following non-price factors.

Factor 1 - Corporate Experience Factor 2 - Safety Factor 3 - Management Approach and Schedule Factor 4 – Past Performance

The distinction between corporate experience and past performance is corporate experience pertains to the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.

3.2 Basis of Evaluation and Submittal Requirements for Each Factor.

(2) Basis of Evaluation:

The Government will evaluate price based on the total price. Total price consists of the basic requirements and all option items (see Section B of the solicitation). The Government intends to evaluate all options and has included the provision FAR 52.217-5, Evaluation of Options (JUL 1990) in Section M of the solicitation. In accordance with FAR 52.217-5, Evaluation of Options will not obligate the Government to exercise the option(s). Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:

(i) Comparison of proposed prices received in response to the RFP.

(ii) Comparison of proposed prices with the IGCE.

(iii) Comparison of proposed prices with available historical information.

(iv) Comparison of market survey results.

(b) Non-Price Factors:

The offeror shall submit the proposal in accordance with INSTRUCTIONS TO OFFERORS, 4. PROPOSAL REQUIREMENTS, 4.2 PROPOSAL SUBMISSION INSTRUCTIONS. All submissions shall include the following:

• Cover page with solicitation number, solicitation title, offeror name, address, phone number, fax number, UEI, CAGE code, Point of Contact (POC), POC phone number, and POC email address;

Projects that are not sufficiently described so as to demonstrate compliance with the above Size, Scope, and Complexity requirements may be deemed not relevant.

If the offeror is a Joint Venture (JV), relevant project experience shall be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects may be submitted for the Joint Venture members. Experience submitted for one of the Offeror’s Joint Venture members in which the Joint Venture member was a partner in a different Joint Venture entity may be submitted to demonstrate relevant project experience. If projects are submitted for the Joint Venture members, the project description shall include information that demonstrate the meaningful involvement of all parties of the Joint Venture (JV). Offerors are still limited to a total of five (5) projects combined. For a JV, the offeror shall submit the signed JV agreement. For 8(a) Mentor-Protégé Joint Venture, the offeror shall submit the signed and U.S. Small Business Administration (SBA) approved Mentor-Protégé agreement.

If the Offeror is proposing as a single corporate entity (i.e. not as a Joint Venture), the Offeror may submit relevant project experience it performed as a partner in a previous Joint Venture. Offerors are still limited to a total of five

(5) projects.

If an offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF1442), the proposal shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract. If an offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member’s company and the proposal does not clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract, the project will be considered “Not Relevant”.

(ii) Basis of Evaluation:

The basis of evaluation will include the offeror’s demonstrated experience and depth of experience in performing relevant construction as defined in the solicitation submittal requirements. The assessment of the offeror’s relevant experience will be used as a means of evaluating the capability of the offeror to successfully meet the requirements of the RFP. The Government will only review five (5) projects total. Any projects submitted in excess of the five

(5) for Corporate Experience will not be considered. An offeror that does not submit a minimum of two (2) relevant projects as defined above will receive a rating of “Unacceptable” and will not be eligible for award.

(2) Factor 2, Safety:

The Offeror shall submit the following information: The Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate; and Total Case Rate (TCR) for the specified five (5) Calendar Years (CY), as well as a safety narrative, as described below. For a partnership or joint venture, the Offeror shall submit separate DART and TCR rates for the specified five (5) CY for each contractor who is part of the partnership/joint venture; however, only one safety narrative is required. Any fatalities experienced within this 5-year timeframe must be explained in detail, to include root cause and corrective actions.

NOTE: DART and TCR shall not be submitted for subcontractors

1. DART Rate: Submit five (5) previous complete calendar years’ [CY17, CY2018, CY2019, CY2020, and CY2021] worth of data (not an overall average). If the Offeror has no DART rate, for any year, affirmatively state so and explain why.

a. DART cases include injuries or illnesses resulting in death, days away from work, and/or restricted work or transfer to another job days beyond the day of injury/illness.

b. Calculation of DART rate: Multiply the total number of DART cases by 200,000, and then divide by the number of employee labor hours worked

𝑫𝑫𝑫𝑫𝑫𝑫𝑫𝑫 𝑫𝑫𝑫𝑫𝑫𝑫𝑹𝑹 =

Number of DART Incidents x 200,000

Total Number of Employee Labor Hours Worked

2. TCR Rate: Submit five (5) previous complete calendar years’ [CY2017, 2018, 2019, 2020, and 2021] worth of data (not an overall average). If the Offeror has no TCR rate, for any year, affirmatively state so and explain why.

a. TCR cases include injuries or illnesses resulting in death, days away from work, restricted work or transfer to another job days beyond the day of injury/illness, medical treatment beyond first aid, or loss of consciousness.

b. Calculation of TCR rate: Multiply the total number of TCR incidents by 200,000, and then divide by the number of employee labor hours worked

𝑫𝑫𝑻𝑻𝑫𝑫 𝑫𝑫𝑫𝑫𝑫𝑫𝑹𝑹 =

Number of TCR Incidents x 200,000

Total Number of Employee Labor Hours Worked

3. Technical Approach to Safety: Submit a narrative that addresses the following:

a. Describe the Offeror’ s approach to implementing and executing a Safety

Management System (SMS) including Management/Leadership involvement, Employee involvement, Hazard prevention, Hazard control, Worksite analysis, and Safety and health training, to include the standard(s) used to benchmark the SMS.

b. Describe the evaluation process used to select potential subcontractors.

c. Describe the processes of how the Offeror will oversee safety compliance of subcontractors at all levels throughout performance of the contract (to include the Offeror’s own in-house workforce).

d. The Technical Approach to Safety narrative shall be limited to two (2) single-sided pages or one (1) double-sided page.

4. The Government reserves the right to review other available sources (public/Government internal) of information.

These may include but are not limited to OSHA data, NAVFAC’s Contractor Incident Reporting System (CIRS), Contractor Performance Assessment Reporting System (CPARS), Electronic Contract Management System (eCMS), etc

(ii) Basis of Evaluation

The Government is seeking to determine that the Offeror has consistently demonstrated a commitment to safety and that the Offeror plans to properly manage and implement safety procedures for itself and its subcontractors. To meet the minimum requirements, the Offeror must demonstrate the following:

1. DART rates at or below 2.99

2. TCR Rates at or below 4.49

NOTE: If the Offeror’s rates exceed the established levels above for any of the five years, it will result in a deficiency.

3. Technical Approach to Safety

a. Offeror describes a viable SMS that addresses elements; such as Management/Leadership involvement, Employee involvement, Hazard prevention, Hazard control, Worksite analysis, and Safety and health training, to include the standard(s) used to benchmark the SMS.

b. Offeror describes a methodical process of evaluating subcontractor’s safety performance in their selection process.

c. Offeror describes a logical management plan to hold both themselves and their subcontractors accountable for adhering to the safety requirements of the contract.

4. The Government reserves the right to review other available sources (public/Government internal) of information. These may include but are not limited to OSHA data, NAVFAC’s Contractor Incident Reporting System (CIRS), Contractor Performance Assessment Reporting System (CPARS), Electronic Contract Management System (eCMS), etc.

(3) Management Approach and Schedule:

Submit a narrative work plan and Critical Path Method (CPM) project schedule to describe your approach to managing the project and ensuring adherence to the project bid schedule. Both the schedule and narrative must address the execution of the base work and all options, as defined in the RFP. The narrative shall not exceed five (5) double-sided (or ten (10) single-sided) 8-1/2" x 11" pages. The schedule shall be on 11" x 17" pages and in an Adobe PDF file. There is no page limit for the CPM schedule.

The narrative work plan shall address major elements of work and demonstrate understanding of the scope, major milestones, technical complexities, and the sequenced construction schedule needed to achieve the work as identified in the RFP.

The project schedule shall illustrate the offeror's ability to achieve the contract completion date delineated in the RFP (420 calendar days) by identifying the overall completion time for this project, as well as key milestones and sequences as required to complete construction.

The schedule shall be based on a contract award date of 30SEP2022*.

* This date is only for the purposes of this evaluation and not intended to indicate the actual or planned date of award.

(ii) Basis of Evaluation

Offerors will be evaluated on the extent to which they demonstrate a clear understanding of the requirements of the RFP. A schedule that proposes contract duration longer than indicated in the RFP will be rated “Unacceptable”.

(4) Factor 4, Past Performance:

IF A COMPLETED CPARS EVALUATION IS AVAILABLE, IT SHALL BE SUBMITTED WITH THE

PROPOSAL. IF THERE IS NOT A COMPLETED CPARS EVALUATION, the Past Performance Questionnaire (PPQ) included in the solicitation is provided for the offeror to submit to the client for each project the offeror includes in its proposal for Factor 1 – Corporate Experience. AN OFFEROR SHALL NOT SUBMIT A PPQ

WHEN A COMPLETED CPARS IS AVAILABLE.

IF A CPARS EVALUATION IS NOT AVAILABLE, the offeror must ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your proposal. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror must complete and submit with the proposal the first page of the PPQ (Attachment D) with contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government's point of contact, Michelle Corsino, via email at michelle.a.corsino.civ@us.navy.mil prior to proposal closing date.

Offerors shall not incorporate by reference into their proposal PPQs or CPARS previously submitted for other RFPs.

However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.

In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS) using all CAGE/UEI numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the offeror’s proposal, inquiries of owner representative(s), and any other known sources not provided by the offeror.

While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the offeror. It is the responsibility of the offeror to provide accurate points of contact for each identified contract and current telephone numbers and/or email addresses.

Offerors are highly encouraged to provide any information on problems encountered and the corrective actions taken on projects submitted under Factor 1 – Corporate Experience. Offerors are also highly encouraged to address any adverse past performance issues. Explanations shall not exceed two (2) double-sided pages (or four (4) single-sided pages) in total.

The Government reserves the right to contact references for verification or additional information. The Government’s inability to contact any of the offeror’s references or the references’ unwillingness to provide the information requested may affect the Government’s evaluation of this factor.

Performance award or additional information submitted will not be considered.

(ii) Basis of Evaluation:

The degree to which past performance evaluations and all other past performance information reviewed by the Government (e.g., PPIRS, Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic

Subcontract Reporting System (eSRS), performance recognition documents, and information obtained from any other source) reflect a trend of satisfactory performance considering:

- A pattern of successful completion of tasks;

- A pattern of deliverables that are timely and of good quality;

- A pattern of cooperativeness and teamwork with the Government at all levels (task managers, contracting officers, auditors, etc.); and

- Recency of tasks performed that are identical to, similar to, or related to the task at hand”

The Government will consider the recency and relevance of the information, the source of the information, context of the data, and general trends in the Contractor’s performance. This evaluation is separate and distinct from the Contracting Officer’s responsibility determination.

In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “Acceptable”.
