EVALUATION FACTORS

Evaluation Factors

SF1442 SECTION 00 22 16 SUPPLMENTARY INSTRUCTIONS TO PROPOSERS

Factor 1 - Experience
Factor 2 - Past Performance
Factor 3 - Safety
Factor 4 - Seed Project Technical Approach
Factor 5 – Price

Evaluation factors are divided into two cageories: Non-Price (Factors 1 through 4) and Price (Factor 5)

Respond specifically to the factor submittal requirements as described in the RFP. Failure to follow the RFP requirements may result in less than favorable rating and could prevent an opportunity to receive the contract award if discussions are not held.

Evaluation Factors SF1442 SECTION 00 22 16 SUPPLMENTARY INSTRUCTIONS TO PROPOSERS (continued)

The technical factors (Factors 1, 3, and 4) are of equal importance to each other and, when combined are equal in importance to the past performance evaluation/performance confidence assessment Factor 2. When the proposal is evaluated as whole, the technical factors and past performance/performance confidence assessment factor combined (i.e., the non-price evaluation factors, Factors 1 through 4) are approximately equal to price, Factor 5.

The importance of price will increase if the Offeror’s non-price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non price proposal’s superiority to the Government. Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.
