About this file

This document is a Pre-Bid/Proposal Inquiry (PPI) Form for Amendment 0002 related to a naval construction contract in Japan. The form contains three key inquiries from potential bidders and corresponding government responses: 1) Clarification on bid guarantee requirements, with the government confirming that bid guarantees are not required for the seed project but may be specified on individual Task Order RFPs, 2) A request for an estimated award date for construction scheduling purposes, with the government allowing contractors to make their own award date assumptions, and 3) A query about attendee limits for the pre-proposal conference and site visit, where the government specified conference room space is limited to 1-2 attendees for the pre-proposal conference but has no strict limit on site visit attendance.

Additional notable details include the government's provision of MS Word versions of Exhibit A and C forms as an attachment, and confirmation that contractors may exclude the Dun & Bradstreet report from proposal submissions due to sharing restrictions. The solicitation is for an Indefinite Delivery/Indefinite Quantity (IDIQ) Design-Bid-Build (DBB) Multiple Award Construction Contract for the U.S. Naval Air Facility in Atsugi, Japan, with solicitation number N4008425R0066. The pre-proposal conference is scheduled for 25 March 2025 at 1000 Japan Standard Time, with a site visit immediately following at Building 89, NAVFAC Far East.

Does the "documentation showing the firm's recent rating by Dun & Bradstreet" in item d. ii. mean the "D&B Report"? If so, may we exclude this documentation from the submissions in item d. ii.

because one of the "Frequently Asked Questions" of the website* of Tokyo Shoko Research, which holds the exclusive rights to sell the D&B Report in Japan, says "Q: To what extent can we share the report I have obtained? A: The report can only be used within the same company". *https://www.tsr-net.co.jp/faq/index.html (The web site is Japanese only.)

item d. ii.の「documentation showing the firm’s recent rating by Dun & Bradstreet」とは「ダンレポート」のことを指し
