About this file
This document is a Pre-Bid/Proposal Inquiry Form (Amendment 0003) for a federal contract related to asbestos abatement and roofing work. The form contains two key questions regarding the extent of asbestos-containing materials (ACM) in roofing components. The government responds that test results indicate asbestos in roof paint, corrugated roof, and asphalt roofing materials. For wood cement sheathing board, the contractor can sample at their discretion if asbestos is suspected, with replacement limited to up to 50% of damaged areas per the A-101 Scope of Work. The contractor requested an extension of the bid opening date due to significant changes in the ACM area, but the government denied this request, stating that the Statement of Work (SOW) remains unchanged and no proposal due date extension is permitted.

Pre-Bid/Proposal Inquiry Form
Page Section Para.
14-Apr Amendment
It indicates that not only paint on corrugated metal roofing but also all roofing materials contain asbestos.
Do the "all roofing materials" include corrugated metal sheet, asphalt roofing & wood cement sheathing board?
If wood cement sheathing board shall be treated as ACM, we will have to replace 100% of the board and re-calculate accordingly.
The test results provided in response to Question #13 indicate positive asbestos on the roof paint. Related materials such as the corrugated roof itself and the asphalt roofing would contain asbestos given the applied material covering contains asbestos.
The Government does not have any data that suggest positive asbestos on the wood cement sheathing board (underlying structure). Per the specs, the contractor can sample at their discretion if they suspect asbestos on the underlying structure; however, there is no need to replace the entire underlying structure but only up to damaged areas up to 50%. See sketch A-101 Scope of work.
14-Apr Amendment
As the ACM area has been changed significantly, we have to re-calculate the ACM removal work, including the response to the above question.
Could you please extend the bid opening date?
The Government's SOW has not been amended. Therefore, no extension is permitted. The proposal due date remains unchanged.
