1.3.3 The completion date for the basic contract is one (1) year from the date of contract award with four (4) one- year option periods. The total five-year (base and four one-year options) estimated construction cost to be awarded under all contracts is not to exceed $950,000,000.00 for the life of the contracts. Projects awarded under this MACC will have an estimated construction cost between $10,000,000 and $100,000,000; however, smaller and larger dollar value projects may be considered at the discretion of the Contracting Officer. The Government’s minimum guarantee for each FFP IDIQ contract is $5,000.00 to be paid during the base year of the contract.

105 CD-101 Drawing CD-101 Keynote 8 calls for removing and relocating existing fuel tank.

Please provide information on the type of fuel tank (material), capacity (gallons), dimensions, whether is it is above grade or underground, and whether there is possibility of existing soils having been contaminated from the tank.

Provide information on the piping route and size that connects the tank with dispensers and other equipment.

Provide information on the new location of the fuel tank, including any infrastructure required for the fuel tank.

Confirm that the fuel tank will have been emptied of fuel by the Government prior to the Contractor commencing work on the tank.

Confirm that at the end of the fuel tank work the Contractor will not be responsible for filling the tank.

Confirm that the Contractor will have the opportunity to document the existing state of the fuel tank and will not be responsible for repairs for damages not caused by the Contractor’s work.

Keyed Note 8 Keyed Note 8 on Drawing CD-101 calls for the contractor to "remove and relocate existing fuel tank, fences, and equipment for fire department training area." Drawing CF-101A shows the new general location. Please provide the tank specifications, including volume, and the vendor for the tank and propone. Please provide information and specifications for the equipment that is getting relocated. Please confirm if there is any existing infrastructure (electrical, piping, etc.) for the propane that needs to be cut, capped, or otherwise modified to accommodate the new location. Lastly, please provide the specific location information for the final installation.

00 70 00 Section 00 70 00 - Conditions of the Contract - The solicitation contains DFARS 252.204- 7012. As of November 30, 2020, three new DFARS clauses have been issued: 252.204- 7019, Notice of NIST SP 800-171 DoD Assessment Requirements; 252.204-7020, NIST SO 800-1717 DoD Assessment Requirements; and 252.204-7021, Contractor Compliance with Cybersecurity Maturity Model Certification (CMMC) Level Requirements. In order for offerors to ensure compliance with these DFARS in order to be eligible for award, the procuring agency must notify offerors whether or not this contract contains Controlled Unclassified Information (CUI) also referred to as Covered Defense Information (CDI). Specification 01 17 00 paragraph 1.5.10 item states, "a. Phones - Contractor shall provide cell phones to communicate with the COR or his alternate and 316th Security Forces Squadron to report suspicious activities by escorted contractors." Are bidding contractors just required to provide escorts with company provided cell phones or are bidding contractors also required to provide the COR, his alternate, and 316th Security Forces Squadron with cell phones? Sheet CS-502 provides a detail for "Personal Gates". However, no personal gates are called out on the contract drawings. Please provide the locations and quantities of personal gates, if any.

Gate is included for temporary use if contactor deems necessary (i.e. construction trailer location, etc.). No permanent personnel gates are included in the contract drawings.

The Price Schedule issued in Amendment 3 indicates we are to include 46,000 CY of Haul and Disposal of Soil On Site in CLIN 0001B and additional 167,000 CY of Haul and Disposal of Unsuitable Soil off site in CLIN 0001C for a total of 213,000 CY disposed or excess material. Note 26 on Drawing GC-001 indicates a total cut of 271,995 CY and a total fill of 144,457 CY which would indicate an excess or disposal of 127,538 assuming sufficient suitable material is available to satisfy the fill requirements. It would appear that the 85,462 CY difference between the 213,000 CY of excess on the Price Schedule and the 127,538 CY in Note 26 would indicate either that it is expected that some of the 144,457 CY of cut to fill is expected to be unsuitable or it is anticipated that we will have to cut certain areas below subgrade to replace unsuitable materials. In either case, the 85,462 CY would have to be replaced with imported materials. What CLIN should the cost of this imported material be included in? Could

another CLIN with unit pricing be established to allow the import quantity to be adjusted similar to the export quantities. (It is understood that the quantities in Note 26 don't account for materials required for preconsolidation or erosion control)

If the 85,462 CY of additional excess or disposal of material is in fact due to anticipated unsuitable materials (either in the cut to fill or below subgrade) why would we take 46,000 CY of good material to the stockpile? Could this material just be used to offset the 85,462 CY import requirement?

Specification 01 14 00 / 1.20.1 says " Entry Control points shall have gates that are a minimum of 12 feet wide for vehicles, and equipped with outriggers as the fence does. The entry control access gates shall be secured with contractor-provided chains and two interlocking padlocks, one provided by the Contractor and the other provided by the Contracting Officer. Anytime these gates are unlocked (open) they must be manned by contractor security personnel".

Please clarify if the temporary airfield gate that calls to be controlled by government is to be manned by contractor security or by Government if unlocked.

394 CT-102 01 14 00 Revised drawing CT-102 shows a new Entry Control Point (ECP) at the south of the taxiway. Please confirm if general requirements for ECPs per spec section 01 14 00 (12-foot wide gate, chains, interlocking padlocks, security guard, etc) also applies for the ECP at this location.

395 GI-113 N/A Drawing GI-113 calls the single structure at the Southeast of the site to be the EOD Detonation Bunker. Please confirm that structure should be the Protection Bunker with detonation Bunker being the double-structure west to the Protection Bunker

See revised drawing sheet GI- 113, in the Amendment. The drawing has been revised to reflect "EOD Protection Bunker".

396 CS-102 N/A Key note 28 at revised CS-102 per Amendment 004 shows guardrails to be installed at the east side of the road. Same note says to refer to sheet CS-505 which provides details for Type C and Type K Traffic Barriers. Please confirm if traffic barriers are to be type C or type K

See revised drawing Sheet CS- 102 in this Amendment. Both types of Barrier end treatments are used and drawing such has been revised to illustrate locations of both.

397 GI-111 N/A N/A Sheets GC-006 and GI-111 indicate the removal and relocation of the existing fuel tank, fence and equipment. Upon completion of the site walk, further information is needed to accurately price the scope of work. Is the existing fuel tank currently in use? If so, please provide all utility drawings associated the existing fuel tank and surroudning area, including fill point, inflow lines, outflow lines, and any other utilities in the area. Please also clarify if a new regulator will be needed for the relocated area.
