About this file
This document contains the results of waste characterization sampling from soil boring activities on a seawall repair project for the U.S. Naval Academy. The sampling was performed to determine if waste streams from drilling operations involving creosote-treated timbers would require handling and disposal as hazardous waste. Samples of soil and water were collected from drummed boring spoils and sent to a laboratory for Toxicity Characteristic Leaching Procedure analysis of volatile organic compounds, semi-volatile organic compounds, metals and other constituents of regulatory concern. The soil sample results and water sample results are displayed in tables comparing concentrations to regulatory threshold limits. Waste streams exceeding thresholds must be managed and disposed of as hazardous.
The related federal contract opportunity notice is for repairs to portions of the seawall at Farragut Field and Santee Basin at the U.S. Naval Academy. The intent is to provide a 75-year service life by repairing sheet pile bulkheads with a new wall constructed outboard of the existing at Farragut Field and utilizing the existing tieback system at Santee Basin. The Department of the Navy, Naval Facilities Engineering Command is listed as the agency.

RE: Waste Characteristic Sampling
U.S. Naval Academy Farragut Field Seawall Project
Arc Environmental Job Number: 111-9
Dear Mr. Kahatapitiya:
Arc Environmental, LLC (Arc) was contracted by E2CR, Inc. (Client) to collect representative waste stream samples from soil boring wastes for analysis via toxicity characteristic leaching procedure (TCLP) at the U.S. Naval
Academy (USNA) Farragut Field Seawall Project site in Annapolis, Maryland (Site). The representative waste stream samples were collected from drummed, composite soil boring sediment and liquid phases associated with the geotechnical investigation activities performed at the Site.
During drilling activities, creosote-treated timbers were encountered at a depth of approximately 20 feet below surface water. The presence of the creosote timbers prompted the collection and analysis of representative waste stream samples for both phases of the waste (i.e., water/liquid and soil/sediment) from the containerized boring spoils on January 11, 2019.
The TCLP samples were collected to determine if the waste streams anticipated to be generated as part of Site drilling operations would produce concentrations of regulated chemicals associated with creosote treatment products above the respective U.S. Environmental Protection Agency (USEPA) threshold values. Not all compounds utilized in creosote treatment are listed, regulated wastes under the Resource Conservation and Recovery Act (RCRA) for
TCLP; however, several compounds that are of concern based on the presence of the creosote-treated timbers are on the RCRA Toxicity Characteristic (TC) constituent list and were included in the TCLP analysis for Volatile Organic
Compounds (VOCs), Semi-volatile Organic Compounds (SVOCs), and heavy metals.
The collected TCLP samples were packaged and transported to Maryland Spectral Services located in Baltimore, Maryland for analysis using EPA Test Methods for Evaluating Solid Waste: Physical/Chemical Methods (SW-846), metal methods 1311, 8260B, 8270D, and 6020A. Maryland Spectral Services is accredited by the National
Environmental Laboratory Accreditation Conference (NELAC) for the methods utilized for analysis of the TCLP sample.
The soil sample results are summarized in Table 1, below; the water sample results are summarized in Table 2, below. Respective TCLP threshold values are listed for each regulated constituent under RCRA TCLP. Waste streams with respective concentrations greater than the listed threshold values must be handled, transported, and disposed of as hazardous waste.

The TCLP sample collected from the soil boring wastes yielded concentrations below the EPA-established toxicity constituent thresholds applicable to wastes impacted with creosote-treated timbers. A copy of the analytical report is included in Appendix A of this report.
Based on the analytical results, the waste stream associated with the drilling operations can be treated as non-hazardous. Should the waste stream generated during the course of the project change, additional sampling will be required to ensure the toxicity characteristic of the generated wastes has not changed.
