SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)

The following have been added by full text:

AMENDMENT 4

The purpose of this amendment is to provide the following:

1. Provide Clarification to Amendment 0003

2. RFI Responses

3. Attachments

4. Change Secondary Point Of Contact

All other terms and conditions remain unchanged.

1. CLARIFICATION TO AMENDMENT 0003

On page 2 of Amendment 0003, under SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30), the description references AMENDMENT 0004. This is incorrect and should be

AMENDMENT 0003.

2. RFI RESPONSES

52. We cannot find any manufactures of the stainless steel lockboxes shown on C-114.

GOVERNMENT RESPONSE: See answer to RFI 44.

53. Drawing Sheet C-504: Please provide additional information for the Ship to Shore Sewer Connection and the Structural Steel Support.

GOVERNMENT RESPONSE: Consider “steel pipe support welded construction” for ship to shore “structure steel support” as shown in C1/C-504 to be HSS 4x4x1/4 galvanized (similar to sewer protective pipe rail in A2/C-504) for vertical and horizontal member, consider structural angle support in C1/C-504 to be L3x3x1/4 galvanized. Consider anchor bolts in C1/C-504 to be 5/8” expansion anchors to match A2/C-504.

54. Drawings Sheet C-503, C-504: Please provide additional information for the Stainless Steel Lock Boxes shown for the Domestic Water and Sanitary Sewer connections.

GOVERNMENT RESPONSE: See answer to RFI 44.

55. Please provide specification/requirements for the lock boxes shown on A2/C-503 and A3/C-

504. (ie, grade of stainless steel, insulation, heat, interior liner material (if any), panel joints, etc)

GOVERNMENT RESPONSE: See answer to RFI 44.

56. Sheet C-504: In C1/C-504 the lock box foundation is represented as a wall around perimeter that aligns with the layout of the protective cage. Note 17 on C-114 a full pad appears to be indicated. Please clarify lock box foundation requirements.

GOVERNMENT RESPONSE: Detail C1 on C-504 shows pipe support details for the ship to shore connection and not the lock box. Note 17 indicates the lock box pad. That pad will be concrete, 8” thick, exposed edges shall be chamfered, and reinforced with welded wire fabric.

57. Note 8 on C-113 indicates lock box to be insulated and heat traced. Is heat tracing required in/on the box, or just for the piping inside the box?

GOVERNMENT RESPONSE: Note 8 on C-113 refers to “Reinstall “Brown Park” wall plaque”, considering Note 8 on C-112. Heat tracing and insulation on piping only as shown on C-503 and C-504. Heat tracing is required directly on the piping with thermostat control as shown in details on C-504. Heat trace tape will be spiral wound on pipe at a maximum of 8” lineal distance per full rotation. The linear details area simplified to show basic requirements. The box provides additional insulation and weather protection.

58. Note 15 on C-114 indicates Sewer Lock Box to be 6’ x 8’, however protective frame for this box shown on A2/C-504 is only 5’ wide. Please provide correct width dimension for either the box or the frame.

GOVERNMENT RESPONSE: 5 foot dimension shown on A2 C-504 is actually 7 feet.

59. The lock boxes as shown in A2/C-503 and A3/C-504 appear to have a gap between bottom of box and top of foundation/slab. Please confirm this is the intention or if the box should fit tightly to foundation.

GOVERNMENT RESPONSE: Box to be suspended above grade by 4” as shown in details A2 on both C-503 and C-504. Backflow preventer discharge and strainer discharge will have a bowl/drain configured to run out the bottom, or lower side edge of the box to prevent standing water inside. This drain arrangement will be field configured, detailed and approved in a shop drawing, and installed as directed.

60. The lock boxes as shown on A2/C-503 and A3/C-504 appear to have an open bottom, ie, no bottom panel. Please clarify if that is the intention.

GOVERNMENT RESPONSE: Per D3/C-503 Plan view, note “Hole to clear all around pipe insulation not shown” is intended to show penentration of heat traced and insulated pipe through bottom plate of box to below grade. Consider Sewer box to be same.

61. D3/C-503 shows a single L3x3x1/4 angle support on each end of the Potable Water Lock Box. Please confirm this is sufficient or if more are required. Also confirm that this detail applies to the Sewer Lock Box as well.

GOVERNMENT RESPONSE: Angle support on each end of lock box as shown. Similar configuration is required for the sewer box.

62. In C1/C-504 a pipe support frame inside lock box and a steel plate between trench walls is shown for the Sewer Connection. Please provide further details, material sizes, finish (would assume galvanized), extent of steel plate, etc. Should similar be provided for Potable Water Lock Box as well in lieu of the U-bolts shown in D3/C-503?

GOVERNMENT RESPONSE: See response to RFI 53.

63. Please provide specifications for the proposed trench drains as shown on detail C4 sheet S- 523.

GOVERNMENT RESPONSE: Trench drains conforming to ASTM A-536-84, high density polyethylene or PVC is required. Provide product data and shop drawings for review and approval by Government during construction.

64. What will contract time be if only a portion of the job is awarded?

GOVERNMENT RESPONSE: Total contract duration is 730 days and is based upon execution of the entire project. Duration will not change if award does not include all options and/or options are awarded at a later date.

65. Will the submarine cable located on sheet R-111 be relocated prior to the start of work?

GOVERNMENT RESPONSE: No. Relocation of the submarine cable is the responsibility of the contractor. This work is to be coordinated using the utility outage procedures of the contract and will be closely coordinated with the Government.

66. What is the depth of the submarine cable?

GOVERNMENT RESPONSE: Submarine cable rests on, or is slightly (up to 6”) below the mudline of the channel. Depths of channel bottom in vicinity of submarine cable are provided on V-100 and are approximate. The submarine cable was installed on bottom per R-111.

67. Pile Load Test section of the specification 31 62 16.16 Steel H-Piles, describes what sounds like a static load test. Plan sheets S110 & S-111 call out the location of H Pile PDA Test Locations but not locations for static load tests. Are static load tests required for Steel H Pile?

GOVERNMENT RESPONSE: Statnamic load testing per ASTM D7383-19 to be utilized to satisfy Section 31 62 16.16 Paragraphs 3.3.3.1 and 3.3.4 static load testing and PDA test locations show on drawing. Load requirements for piles are listed on drawings S-011.

68. Amendment 0003 revised Bid Schedule does not include the Bid Notes and signature page as included on the original document. Please clarify if a signature needs to be included and if so, we request a new Bid Schedule with signature page and updated Bid Notes for Option Pricing award timeframe revised per RFI response #18.

GOVERNMENT RESPONSE: A Revised Price Schedule dated 15 June has been uploaded as an attachment to this amendment, Amendment 0004.

69. The unit priced items provided in the bid schedule from amendment 3 seem to contain significant underruns in each bid item. Are the provided quantities correct?

GOVERNMENT RESPONSE: Yes.
