SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)

The following have been added by full text:

AMENDMENT 0004

I. REVISIONS TO THE SOLICITATION

The following updates to the Specification Documents are hereby incorporated. Changed language is italicized and bolded for ease of identification of changes.

1. Specification SECTION 01 14 00 WORK RESTRICTIONS is added to the specification package.

2. Update the Bid Schedule with the attached. Lump SUM CLIN pricing from the Detailed

Bid Schedule should be provided on the SF 1442.

3. Corrections to Sheet Keynote #4 on Specification Section 26 42 14, Drawing S-110 is as follows:

Cathodic protection is a delegated design. At a minimum provide sacrificial anode passive Cathodic protection system consisting of a minimum 170 pound aluminum anodes at 20’- 0” maximum spacing (typ. north and east wall).

4. Corrections to Sheet Keynote #3 on Specification Section 26 42 14, Drawing S-111 is as follows:

Cathodic protection is a delegated design. At a minimum provide sacrificial anode passive Cathodic protection system consisting of a minimum 170 pound aluminum anodes at 20’- 0” maximum spacing (typ. north and east wall).

5. RFP Section 26 41 14.00 25 paragraph 2.2 - delete the first sentence “Install a minimum of 86 total anodes along the sheet piling bulkhead for each section (Santee Basin and Farrugut Field).” Replace with “Install a minimum of 68 total anodes along the sheet piling bulkhead sections distributed as 51 for Farragut Field (minimum 170 lb at 20’- 0” maximum spacing) and 17 for Santee Basin (minimum 120 lb at 14’-0” maximum spacing).” Remainder of the paragraph is unchanged.

6. RFP Section 00 22 13.00 20, Supplemental Instructions to Offerors should be deleted in its entirety. The Updated Bid Schedule should be used instead.

7. RFP Section 31 62 13.20, Paragraph 1.2 is deleted in its entirety and replaced with the following: Pile driving shall be governed by the requirements of FAR 52.211-18 Variation in Estimated Quantities. Payment shall be made based on accepted in place pile length driven.

8. RFP Section 31 62 13.20, Paragraph 1.2.3 is replaced with “NOT USED.”

10. RFP Section 32 01 16.17, Page 1, Paragraph 1.1.1 should be deleted in its entirety and

11. RFP Section 32 01 16.17, Page 1, Paragraph 1.1.2 should be deleted in its entirety and

12. Sheet S-515, General Note 3 should be deleted and replaced with: 3. Strands shall be tensioned to 28.9 KIPS each.”

13. Sheet S-515, General Note 4 should be deleted and replaced with: 4. Design effective pressure is 0.845 KSI after all losses.”

All other terms and conditions remain unchanged.

II. RFI QUESTIONS AND RESPONSES

12. The provided wage rates in the solicitation cover only dredging scope of work. There will be additional work required that would fall outside of the provided wage rates:

carpenters, laborers, various operators, etc. Would you please provide any additional applicable wage rates?

GOVERNMENT RESPONSE: There is no dredging in this project. The correct wage determination provided in Amendment 0002.

13. Section 01 45 00 Paragraph 1.5.1.1: Specification section 01 45 00 paragraph 1.5.1.1 mentions the QC manager is responsible for Special Inspections under specification section 01 45 35. There doesn't seem to be a section 01 45 35 include in the specification book.

Would you please provide this section?

GOVERNMENT RESPONSE: No, as it is not required. Delete the following text from the subject paragraph “The QC manager is responsible for notifying the Special Inspector of activities which require their review. The QC manager is responsible for coordinating the Special Inspection activities, see paragraph QUALITY CONTROL MANAGER, in Section 01

45 35 SPECIAL INSPECTIONS.”

14. Section S-515: Is splicing of concrete and steel pile allowed, if so please provide detail.

GOVERNMENT RESPONSE: Splicing of concrete piles is not allowed per Section 31 62

13.20 Paragraph 3.3.5. Splicing of sheet piling is allowed (31 41 16 3.2.3) as described.

Splicing of steel H-piles is allowed and shall conform to AWS D1.1 prequalified complete joint penetration groove welds and Specification 05 05 23.16.

15. Section 01 32 17 references section 01 14 00 for Work Restrictions. Section 01 14 00 is not provided in the specification book. Would you please provide this spec section?

GOVERNMENT RESPONSE: Yes, section 01 14 00 is provided with this amendment.

16. Section 01 32 17 Paragraph 1.10.1.9: Is it acceptable to remove, store, and place back the Class of 1945 Sea Gate granite platform and monuments for tie rod installation.

GOVERNMENT RESPONSE: Yes. Plan for this work must be provided and approved by the Government prior to commencing this feature of work.

17. Section S-111: Please provide guidance on the trips required for cathodic protection quality assurance inspections. Since the job is broken down into 4 phases, will the 4 QA inspections be required per phase or for the whole system? The second required visit is after sheet piling is complete but prior to placing the concrete bulkhead. Does this mean a QA inspection will be required for this step 4 times?

GOVERNMENT RESPONSE: Specification Section 26 42 14.00 1.3.1 requires at least four visits to the project site by the “corrosion expert.” The intent is that the four test stations are to provide both initial and ongoing cathodic protection system performance information tributary to the station. The phasing coincided with the recommended test station distribution. If the construction sequence can support installation of the test stations simultaneously then the required visits by the “corrosion expert” can cover multiple stations;

however, four trips per station per Specification 26 42 14.00 are necessary to meet the contract requirement.

To ensure continuity of cathodic protection, tack weld the inboard face of the top 2 inches of each sheet pile interlock.

The following discrepancies were identified in the drawings and specification as a part of this review and response. Be advised of the following corrections relevant to the following information:

S-110, Sheet keynote #4 and S-111, Sheet keynote #3 both state: “CATHODIC

PROTECTION IS A DELEGATED DESIGN. AT A MINIMUM PROVIDE SACRIFICIAL

ANODE PASSIVE CATHODIC PROTECTION SYSTEM CONSISTING OF A MINIMUM

170 POUND ALUMINUM ANODES AT 10’-0” MAXIMUM SPACING (TYP. NORTH AND

EAST WALL).” This sheet pertains to Farragut Field. The 10’-0” maximum spacing is incorrect and a 20’-0” maximum spacing should be used consistent with S-001 and Specification Section 26 41 14.00 25.

Specification Section 26 41 14.00 25, Section 2.2 indicates that 86 total anodes shall be installed. This quantity should be revised to 68 total: 51 for Farragut Field (170 lb at 20 ft spacing), and 17 for Santee Basin (120 lb at 14 ft spacing).

18. Section 26 42 14 Paragraph 1.3.1: With the current market, price escalations are running wild and material lead times can be extensive. Is the intent to award all phases of the project at once? Awarding all phases of the project would assist the contractor in procurement and limit price escalations.

GOVERNMENT RESPONSE: The intent is to award as many phases as can be afforded in the initial award. Option item pricing will be held for 90 days after initial award. Beyond that period if the Government decides to pursue previously unawarded options they will be executed via change order as defined by FAR 52.243-4

19. Factor 1 Experience requires projects to be completed within the past 10 years to count.

Would current projects that are substationally complete be acceptable to use towards Factor 1?

GOVERNMENT RESPONSE: See answer to RFI 7.

20. Section: S-110 & S-111: The current phasing layout had a construction joint for the deadmen between a pile pair. Is this the intended location for the construction joint, or is it more preferred to move the joint so it's between two pairs of pile?

GOVERNMENT RESPONSE: Per Construction Phasing Note #4 on S-100:

“CONSTRUCTION PHASING LIMITS ARE CONSIDERED APPROXIMATE AND ARE

BASED ON SITE AND WORK CONDITIONS. ACTUAL START/STOP LOCATIONS MAY

VARY. SEE DETAIL ON S-519 FOR TEMPORARY BULKHEAD TERMINATION.”

Therefore, the construction joint may vary based on what is shown in the drawings.

Construction joint for the deadman pile cap will be located between two pairs of piles as suggested to ensure each new tie rod is connected to a fully installed concrete pile pair.

21. RFP Section 01 00 00, Wage Determination MD20220005, Heavy Dredging was the only wage scale included in the contract documents. There is no dredging on this project.

This project is civil and structural work. Please issue the correct wage determination that applies to the work on this project.

GOVERNMENT RESPONSE: New wage determination issued in Amendment 0002.

22. RFP Section 00 22 13.00 20, Page 2. CLIN 0001AE description for the work associated with the Santee Basin. Should the description read ……..excluding work described in CLIN 0001AA, 0001AB, 0001AC, 0001AD, 00001AE, and 0001AF. CLIN 0001AC is excluded from the RFP text.

GOVERNMENT RESPONSE: Delete section 00 22 13.00 in its entirety. Bid schedule issued separately is the correct schedule.

23. General Question. Please describe what gate deliveries and personnel are required to pass thru to enter the academy grounds?

GOVERNMENT RESPONSE: Gate 8 is the primary gate. Other approaches such as Gate 1, or by barge are possible. Alternative approaches will be coordinated with the Contracting Officer’s Representative after award.

24. General Question. Please describe in detail what procedures are required and what hours deliveries are permitted to enter the academy and proceed to the work site.

GOVERNMENT RESPONSE: Refer to Section 00 14 00 included with this Amendment.

Deliveries over land enter via the Commercial Vehicle Inspection Station (CVIS) at Perry Center, then proceed to enter via Gate 8 as described in RFI 23. The path to the worksite from Gate 8 is Bowyer onto Decatur Road, Left on McNair Road, onto Holloway Road then enter the jobsite from Brownson, or across the temporary road to Turner Joy. Under specially coordinated situations entry via Gate 1 after CVIS can be coordinated. Barge delivery activities will be directly coordinated with the Government after award.

25. General Question. What is the load capacity of the McNair Road Bridge?

GOVERNMENT RESPONSE: It is rated to HS-20 loads at 36 tons.

26. General Question. Is there a offsite screening procedure for personnel and company vehicles that enter the academy?

GOVERNMENT RESPONSE: Yes, this is a standard vehicle inspection and personnel ID credentials check conducted at the Commercial Vehicle Inspection Station (CVIS) located in the Perry Center area of USNA.

27. General Question. Can material be brought to the site by barges and offloaded at the project site?

GOVERNMENT RESPONSE: Yes, provided this is included in the factor 5 presentation by the offeror. Waterfront and installation security for such deliveries will be coordinated with the Contracting Officer Representative after award.

28. General Question. Can personnel be brought by boat to the academy project site thereby bypassing the entrance gates?

GOVERNMENT RESPONSE: Yes, provided this is included in the Factor 5 presentation by the offeror. Waterfront and installation security for such deliveries and activities will be coordinated with the Contracting Officer Representative after award. Badging requirements and security review for individual access will still be required in accordance with the contract.

29. RFP Section 01 45 00.00 20, Page 5, Section 1.5.6, Structural QC Specialist. Is the Structural QC Specialist that is to perform the underwater inspection considered to be a full time onsite part of the QC team or brought in as needed for inspections?

GOVERNMENT RESPONSE: The Structural QC Specialist is separate from the Underwater QC and Inspection team. The work they perform is complimentary and overlaps to a degree, but is also independent from each other is many aspects. When including the considerations of paragraph 1.5.4, while it is theoretically possible the Structural QC would not be on the job site full time, given the number of things to be inspected (including material delivery inspections for the work they are responsible for) by this specialist it is more likely they will need to be onsite at all times once work involving deadman piles, tie rods and concrete begins.

Under section 01 45 00.00 20 paragraph 1.5.1.1 and 1.5.1.2 some of the work of this Specialist could be executed by the QC Manager directly, with weekly site visit reviews by this specialist to retain independent inspection validation, but that would require the QC Manager to be a Structural PE in accordance with the second qualification paragraph. Such an approach would also have to be detailed in the QC plan, explained during the Coordination and Mutual Understanding Meeting, and explained as part of Factor 6, item

(2) in the proposal documents.

30. RFP Section 01 57 19, Page 15, 1.8 A. Has an Army Corp of Engineers Permit be obtained for this project?

GOVERNMENT RESPONSE: Yes. Permit information as necessary will be provided after award.

31. RFP Section 01 57 19, Page 15, 1.8 A. Has an MDE Erosion and Sediment Control Permit been obtained for this project?

GOVERNMENT RESPONSE: Yes. Permit information as necessary will be provided after award.

32. RFP Section 01 57 19, Page 15, 1.8 A. Has an FAA permit been obtained for this project?

GOVERNMENT RESPONSE: No. Coordination of cranes or other elevated equipment will be made after award of the contract. Beyond standard OSHA and EM-385-1-1 marking of cranes or elevated equipment, a specific FAA permit is not known to be required.

33. The above 23 question pertain to NAVFAC’s ability to get these permits. It cannot be the responsibility of the contractor to obtain these or any other required government permits.

Please provide copies to the Offerors of all the obtained permits.

GOVERNMENT RESPONSE: Permits have been obtained by NAVFAC, and will be provided after award to the contractor.

34. RFP Section 01 57 19, Page 20, Section 3.5.1, Air Resources. It is not practical for the contractor to provide a 6 month notice to the government prior to bringing equipment onto the site. Please delete this requirement from the RFP Specification.

GOVERNMENT RESPONSE: This will not be deleted. It is highly unlikely a Contractor will have an item of equipment sufficiently large and fixed to require even a consultation. If such a unique situation were to arise, it will be dealt with after award. If a Offeror is aware they have a piece of equipment that has, or will, trigger such a consideration it shall be clearly stated in the Factor 5 documentation for evaluation as part of the logistic support proposed by the Offeror.

35. RFP Section 31 62 13.20, Pages 4 and 5, Section 1.2.4 and 1.3.3.1. Section 1.2.4 compensates at 1.25x the bid unit price for a pulled pile while Section 1.3.3.1 compensated at 2x the bid unit price. Please clarify. Also please clarify how this applies since there is no bid unit price for this work. This work is included in a Lump Sum bid item.

GOVERNMENT RESPONSE: The updated Bid Schedule provided with this Amendment provides for individual unit pricing. Paragraphs 1.2.4, and 1.3.3.1 refer to different situations where a driven, or partially driven pile may need to be pulled and re-driven, either case is only applicable if there is no deficiency or fault in the workmanship or materials by the contractor.

36. RFP Section 31 62 13.20, Page 5, Section 1.3.4.2. There is no Bid Item/Unit Price associated with this work. Please clarify the intent of this section.

GOVERNMENT RESPONSE: All test piles are aligned to be integrated into the final work product. They will be paid for based on unit prices as noted in the bid schedule. The cost of actual load testing of each of the test piles (4 concrete and 3 steel H piles) shall be distributed across the unit price for each lineal foot of pile of the appropriate type.

37. RFP Section 31 62 13.20, Page 3 and 6, Sections 1.2 and 1.4. These sections are in conflict regarding the amount of additional length for test piles should be ordered. One section states 5 additional feet and the other states 10 additional feet. Please clarify.

GOVERNMENT RESPONSE: Paragraph 1.2 is deleted in its entirety and replaced as follows: Pile driving shall be governed by the requirements of FAR 52.211-18 Variation in Estimated Quantities. Payment shall be made based on accepted in place pile length driven.

Paragraph 1.2.3 delete the content of this paragraph and replace with “not used.”

Test piles shall be 10’ longer than specified (based on S-610). After test results are reviewed and final approval of production pile length is given the production piles can be ordered.

The concrete test pile additional length subject to cut off will be treated as accepted in place and paid in accordance with 1.2.1. Production piles will be 5’ longer than calculated and managed in the same manner.

38. RFP Section 31 62 16.16, Page 4, Section 2.1.3. This section states that pile points shall conform to the details show and be on all piles. Please specify what plans sheet the pile points are detailed.

GOVERNMENT RESPONSE: Delete the content of this paragraph and replace with “not used.”

39. RFP Section 31 62 16.16, Page 6, Section 3.1.2. Will swinging leads used in conjunction with a fixed template system be an acceptable means for pile driving?

GOVERNMENT RESPONSE: Swinging leads used with a fixed template system is an acceptable means for pile driving as long as the piles can be set in the proper location at the proper batter for the duration of driving.

40. RFP Section 31 62 16.16, Page 11, Section 3.3.4. No information is provided in the RFP or the plan sheets as to the type of load test (Static or Statnamic), duration, load required, Etc.

Please clarify intent and/or provide additional criteria.

GOVERNMENT RESPONSE: Statnamic Load Testing per ASTM D7383-19 may be utilized to satisfy Section 31 62 16.16 Paragraphs 3.3.3.1 and 3.3.4 static load testing requirements.

Load requirements for are listed on drawing S-011.

41. RFP Section 32 01 16.17, Page 1, 1.1.2. There is no Bid Item for this work. This work is incidental to different Lump Sum Items. Please revise or clarify.

GOVERNMENT RESPONSE: This item shall be bid as part of the appropriate lump sum item for the area to be worked based on the phasing arrangement as outlined on sheet C-100 and other relevant sheets. Unit pricing for this work will not be used. For paragraphs 1.1.1, and 1.1.2 delete the content of these paragraphs and replace with “not used”.

42. General Question. The special provision are littered with references to Bid Items and payment based on measurement for the bid items. We understand this to be a Lump Sum bid within several CLIN’s for the work shown on the plan sheets. Please revise the specifications to remove the references to payment based on Bid Items at unit Prices.

GOVERNMENT RESPONSE: It is not a lump sum bid. Review the Updated Bid Schedule and price unit quantities as necessary. Unit priced items are clearly defined in the Bid Schedule. Items not defined as unit priced in the bid schedule are to be priced under the appropriate lump sum line item correlated to the phasing layout.

43. Plan Sheet G-110. For the temporary steel plate road the notes state to restore the field to original condition with Sod. Please specify how many time per week and for what duration the contractor will be required to water the Sod after placement.

GOVERNMENT RESPONSE: The contractor is responsible for establishment of the sod prior to turnover of the site to the Government, and its performance over the full one year warranty of construction in accordance with FAR 52.246-21. There is an existing irrigation system that will water the sod on the same schedule as the Government waters the fields. If additional watering is required this will be coordinated with the Government before the sod is placed. It is not expected the contractor will be separately watering the sod after demobilization of the temporary road. The sod to be placed will be Bermuda sod, with a minimum thickness of 4” (excluding leaf length). Tilling, subgrade preparation, and installation to maintain grade of playing field will be required by the contractor to establish the sod prior to turnover to the Government.

44. Plan Sheet C-112, Sheet Key Note 8. Can you provide further details on the required Stainless Steel Lock Box (Manufacturer(s), Part Number (s), etc.

GOVERNMENT RESPONSE: Stainless steel lock box is intended to be specifically fabricated versus pre-manufactured procurement. General dimensions and details for hinges, doors, lock, and penetrations are provided on C-503 and C-504.

45. General Question: Please consider extending the due date for this proposal by a minimum of 2 weeks. There is a tremendous amount of information to understand and furnish as part of this proposal.

GOVERNMENT RESPONSE: Due to the award schedule for this project, it does not allow for much flexibility with the Proposal due date. The Government extended the due date in Amendment 0003.

46. Drawings Sheet ED110: Are Robert Crown Sailing Center building services contained within ductbank slated for demolition? If so please provide electrical feeder source, size information and duration of building off hours.

GOVERNMENT RESPONSE: No. The services are near, and in some cases fairly close so care and precision in the execution of the demolition work will be required. Note, operations in Robert Crown will continue during the work and any activities affecting the operations will be coordinated via the outage process defined in the contract.

47. Drawing Sheet C-504: Please provide Heat Trace specification.

GOVERNMENT RESPONSE: Self Regulating Heat Cable, 120v, 8w/ft; Moisture, chemical, and flame resistant; Stainless Steel braid; Ordinary locations, Div 2.

48. Sheet S-515 shows 20EA 1/2” strands and residual effective strength to be 1.04ksi for the concrete piles. General Note 3 calls for the strands to be tensioned to 35 kips each. The maximum tensioning strength for a 1/2” strand is 30.95 kips with a residual prestress of 0.882kips. Please advise if we need to provide 1/2” diameter strands or a higher diameter strand to meet design requirements.

GOVERNMENT RESPONSE: The tension load and residual stress as listed in General Note 3, and 4 are incorrect on the drawings.

Delete existing General note 3 and replace with “3. STRANDS SHALL BE TENSIONED TO

28.9 KIPS EACH.”

Delete existing General note 4 and replace with “4. DESIGN EFFECTIVE PRESSURE IS

0.845 KSI AFTER ALL LOSSES.”

The strand pattern and ½” diameter strand shown on the drawings are correct.

49. Drawing S-515: In the general sheet notes, strands are called out as 1/2" diameter prestress strand stressed to 35 kips each resulting in a net effective prestress of 1.04ksi. Our suppliers have indicated that it is unsafe and against AASHTO codes to stress ½” strands to 35 kips (85% of ultimate capacity.) Should the piles be designed using 0.6” strands in order to achieve the 35 kip requirement?

GOVERNMENT RESPONSE: See RFI 48.

50. Specification 31 62 13.20 Paragraph: 2.1.7 Page Number: 11: Specifications call for pile spirals to be epoxy coated in accordance with ASTM A934/A934M. We are aware of only one supplier on the east coast that fabricates epoxy coated spirals, however they do not coat the spirals after fabrication. Can the pile spirals be coated in accordance with ASTM A775, galvanized, or uncoated?

GOVERNMENT RESPONSE: Given the conditions where these will be installed uncoated steel may be used in lieu of A934 coating.

51. After running a WEAP analysis, we are finding that the 24-inch concrete piles are reaching refusal or becoming overstressed around elevation -65, not the required tip elevation of -91. Is this pile tip elevation based on a required lateral capacity? If not, could the pile tip elevation be raised?

GOVERNMENT RESPONSE: Tip elevation is based on lateral capacity and tension loading. Tip elevation is as designed and will be re-evaluated during construction as part of the test pile driving activities in accordance with the contract.
