SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)
The following have been added by full text:
AMENDMENT 7
The purpose of this amendment is as follows:
1. Change the Proposal due date from 23 May 2019 to 28 May 2019.
2. Provide the Government’s PPC RFI response dated 050719
Q# Page # Section Para # QUESTION
1. 3 o f 84 B Based on the RFI responses, we will need to base our prices on R.S. Means 2019 for the entire 5 years. How can we ensure that the prices will not jump dramatically over that time? How can we adjust our prices if the minimum wage increases?
RESPONSE: See updated section B and C For the purpose of awarding Task Orders, the must current R.S. Means will be used. As such, the Government expects interested Offeror’s to consider a possible “price jump” when developing its IDIQ coefficient. Solicitation section C.5.2.5 “MARKET PRICE EXTREMES” further address this concern.
2. 3 B.2 b. This section and several other locations throughout the RFP misuse the Latin abbreviation "i.e." (id est - "in other words") and "e.g." (exempli grata - "for example"). This is specifically an issue in this section as it states "…shall be greater than 1.00 (i.e. 1.063)" which could be interpreted as a requirement to submit a coefficient of 1.063 since i.e. means "in other words". Can you please correct this issue?
RESPONSE: Correction "replace i.e." (id est - "in other words") with e.g."
(exempli grata - "for example"). specifically, for the section that states "…shall be greater than 1.00 (i.e. 1.063)" which is not intended to be interpreted as a requirement to submit a coefficient of 1.063.
3. J-C.4 In the example shown on Attachment J-C.4 the OTR and Escort (ELINs A003 and A004) Coefficients are applied to the entire amount of the Sum of RSM Pre- Price Line items. Is that because ALL line items shown in Table 1 are assumed to occur during other than regular hours and require and an escort?
RESPONSE: No.
4. AMD
C.3 If you have a task order that has a portion of work (e.g. core drilling) that has to be performed during other than regular hours, do you only apply the OTR coefficient to the amount of the core drilling work or the entire amount of the Sum of RSM Pre-Price Line items?
RESPONSE: Clarification – For the purpose of awarding a task order, apply the OTR coefficient to the work requiring OTR. (e.g. core drilling work)
5 AMD
The method of applying the "pseudo coefficient" is very unusual for JOC, SABER, SATOC type contracts, specifically calling it a coefficient but then dividing it by 100 when applying it to EVW, and it's very misleading to provide examples of 1.063, 1.13, 0.9 which are unrealistic to be used for this contract as they're well below what will be needed for this contract. Can the Gov't consider issuing another example of task order pricing?
RESPONSE: No
6. Can you please confirm that different coefficients be proposed for the ELINs in the option years, (i.e. The coefficent for Pre-Priced items in CLIN 0001 - Base Year can be different than the coefficient for Pre-Priced items in CLIN 0002)?
RESPONSE: Yes – updated: Different coefficients may be proposed for the ELINs in the option years.
7. Although a bid bond is required, how does the Gov't intend to evaluate and confirm an Offerors bonding ability without requiring a letter from the offeror's bonding agent that states they can bond the potential aggregate volume of work anticipated under this contract? We recommend requiring offeror's to provide a bonding capability letter that states their single and aggregate bonding capacities.
RESPONSE: The Government will evalauate proposals in accordance with the solicitation.
The Offeror may include a bonding capability if they so choose; however this is not a solicitationg requirement. Thank you for the recommendation
8. 11 C.1.2 1 In amendment 0002, this section states "Pricing of each Task Order is determined by applying the R.S. MEANS 'total incl O&P' unit pricing, the R.S. MEANS Location Factor adjustment, ..." Can you please provide the location factors that shall be used for each of the ordering locations provided in the amendment 0002 attachment J-C.5,6,7,8,9?
RESPONSE: See Amendment 0005 RFI #37 Clarification – The location factors were removed under Amendment 0005 and are no longer applicable.
9. 14 C.3.1.5 1 In amendment 0002, this section states conflicting information to that provided in RFI responses to questions 21 & 74 from amendment 0005. Can you update this section to reflect the Government's true mathematical expression with respect to these 4 factors?
RESPONSE: Updated from Amendment 2 and 5:
See Amendment 6: coefficients shall have only four (4) decimal places
10. 14 C.3.1.5 1 In amendment 0002, this section states a maximum of two (2) decimal places shall be used. However, the Government's response & example to question 74 shows the use of three (3) decimal placed. Can the contractor propose pricing using three (3) decimal places?
RESPONSE: Clarification: Updated under Amendment 6 Section Amendment 6 C.3 COEFFICIENTS
11. 8 B.2 3 In amendment 0002, this section states "For the Pre-Priced line item, the 2019 edition of the R.S. Means Cost Data books shall be used for the base year and all option year proposal development." If a pre-priced item is later created by R.S.
Means to exist in a later edition of R.S. Means, will the contractor still provide pricing using the non-pre-priced coefficient?
RESPONSE: See RFI#1 Response
12 2 Amend #2
Amendment 0002 identifies 9 locations where Task Orders may be issued.
Attachment J-C.2 Historical Data.pdf was provided for only 3 locations (NAS Patuxent River, NSA Dahlgren & NSF Indian Head). Please provide historical data (task order awards) for the rest of the locations (JBAB, Annapolis Naval Academy, NSA Bethesda, NSA Washington, Quantico Marine Base & JB Andrews). If historical data is not available for those sites or does not reflect the anticipated volume on the new contract for those sites, can the Gov’t provide an anticipated volume for those sites for anticipated staffing calculation purposes.
RESPONSE: The yearly average volume of work, for task orders from 2014 – 2019 include the following:
JBAB 10 per yr.; Annapolis Naval Academy 1.5 per yr.; NSA Bethesda 1.5 per yr.; NSA Washington 38.5 per yr.; Quantico Marine Base 1.5 per yr.; JB Andrews .2 per yr.
13 46 Section I Ref: FAR 52.228-15. Will bonding be required per Task Order, or may we provide a blanket bond for the contract? If a blanket bond is acceptable, what value will be required?
RESPONSE: A Blanket bond at $3M is acceptable
14 8 Amend.
#5
RFI#40 The answer indicates an offeror can provide multiple IDIQ contracts for their experience under Factor 2 in order to combine them to meet the requirement “with an annual award range beginning at $5,000,000”. This clearly contradicts the solicitation requirements limiting Factor 2 to only ONE (1) IDIQ contract “with an annual award range beginning at $5,000,000”. How many IDIQs will the government allow in order to meet this requirement? Two IDIQs, Three IDIQs? Please reconsider retaining the requirements of Factor 2 as issued.
RESPONSE: No - RFI #40 response is confirmed
15 19 Section C C5.2.1 Ref. use of 2019 RS Means cost data for the duration of the contract including option years. The offerors coefficient is to include “escalation costs”. It is unfair to require the offeror to anticipate costs escalation over a five-year period.
Typically, the escalation in cost, typically due to inflation, or other market fluctuations, is captured in the annual RS Means update. Using RS Means to capture this inflation is fairer to the government and the contractor over such an extended period of time. Please reconsider including an annual update of the RS Means data to account escalation costs due to inflation.
RESPONSE: No - see Amendment 6, updated secton C.
16 19 Section C C5.2.1 Ref. use of 2019 RS Means cost data for the duration of the contract including option years. Since the pre-priced line items in RS Means will remain the same for the five-year duration of the contract (base plus 4 option periods), will wage scales also remain the same for duration of the contract? Alternately, if the wage scales will update with each option year award, shouldn’t the RS Means pre-priced line items update with each option year award?
RESPONSE: No - In accordance with section C.12, “The Wage Determinations will be updated annually at option renewal” Yes – For the purpose of awarding task orders, the most current RSMeans prices will be the used for developing task order price proposals
17 27 Amendm ent 0002, Section L.1.6.b b Amendment 0002, Section L.1.6.b states: “Limit is not to exceed thirty (30) double-sided pages or sixty (60) single-sided pages for Volume 1, Technical Proposal.” It is assumed that the Volume 1 includes Factors 1, 2, 3 and 4.
However, the page limitation for each of the four factors is unclear. Please clarify the page limitations for each of the Factors included in Volume 1.
RESPONSE: Clarification - Amendment 2 changes to Section L.1.6.b states:
“Limit is not to exceed thirty (30) double-sided pages or sixty (60) single-sided pages for Volume 1, Technical Proposal. Submission over this page limit will NOT be evaluated,”
This means that there is NO Page Limit per Factor. There is ONLY a page limit for Volume 1. The contractor is to consider the given Volume 1 page’s limit when developing its “self-determined” page amount (limit) for each Factor.
18 5 Amendm ent 0005 RFI#16 Amendment 0005, response 16 states: “Technical Approach has a 20-page limit, the “Narrative” has a 6-page limit.” However, Section M (pages 32-33) requires the offeror to “Provide a narrative describing” the items in paragraphs 1.a and 1.b, and then goes on to state “the narrative shall include” the requirements in paragraphs 1.d, 1.e, 1.f, and 1.g. Please clarify if the 6-page narrative includes items 1.d, 1.e, 1.f, and 1.g. as this includes everything required for the technical approach excluding the organizational chart & any JV, teaming, etc. agreements.
RESPONSE: Correction Amendment 0005 response 16:
Clarification - Amendment 2 changes to Section L.1.6.b states: “Limit is not to exceed thirty (30) double-sided pages or sixty (60) single-sided pages for Volume 1, Technical Proposal. Submission over this page limit will NOT be evaluated,”
This means that there is NO Page Limit per Factor. There is ONLY a page limit
19 3 Amendm ent 005, Question
Question 6 in Amendment 5 asked, “Section M, Factor 1, Technical Approach (under Tab 1) is stated to allow 20 maximum pages. However, page 55 states the technical approach narrative shall be limited to one (1) double-sided or two (2) single-sided pages. Please confirm offerors can use up to 20 pages to address requirements 1. a-g under Factor 1. Please also confirm items 2 a. and b. are excluded from the 20-page limit.”
The Government’s response to Question 6 points us back to Amendment 0002:
“The Section L.1.6 has been changed as the “Proposal Organization and format.”
QUESTION: Does the Government’s response mean that Section L.1.6 in Amendment 002 supersedes the Government’s answers in Amendment 005?
RESPONSE: Clarification - Amendment 2 changes to Section L.1.6.b states:
“Limit is not to exceed thirty (30) double-sided pages or sixty (60) single-sided pages for Volume 1, Technical Proposal. Submission over this page limit will NOT be evaluated,”
This means that there is NO Page Limit per Factor. There is ONLY a page limit
20. 3/45 amend 2 3 Please clarify the pages of the Construction Project Data Form. In amendment itself it states two (1) double sided or four (4 ) single sided pages. In the revised Section L, Factor 2, Section 2, on page 34 of 45 it states that the Project Data Form is to be one (1) double sided or two (2) single sided pages.
RESPONSE: The Project Data Form is to be one (1) double-sided or two (2) single-sided pages.
21.
27/45 amend 2 L.1.6.b This section states that the limit of Volume 1, Technical Proposal is 30 double sided or 60 single sided pages. This appears to include all non- cost factors (Factors 1-4). Is this the correct limitation on pages for Volume 1?
RESPONSE: Technical - Yes “Limit is not to exceed thirty (30) double-sided pages or sixty (60) single-sided pages for Volume 1, Technical Proposal”
22. 27/45 amend 2 Sections L.1.6 and M
Please confirm the inclusions of Volume 1 that are subject to the total of 60 pages limitation (along with their separate sub-limits on pages) ar as follows: Factor 1 including a 2 page narrative describing technical approach, an organization chart, and a copy of the approved M-P agreement, if applicable;
Factor 2 including 1 IDIQ contract data form and 3-5 project data forms (each 2- 4 pages depending on the answer t the previous question) and a copy of the JV agreement with evidence o receipt by the SBA; Factor 3 including a 2 page safety form and a 2 page safety narrative; and Factor 4 includes 6 CPARS / PPQ (typically 3 pages each).
23. 27/45 Amend 2 L.1.6 Would the NAVFAC please consider removing the M-P and JV agreements from the page limitation on the technical volume? These documents can vary in length and may impede an offeror's ability to adequately respond to other requirements.
Response: Yes - The MP and JV agreements will be excluded from the page limitations for both Volume 1
24. Amend 4 RFI #57 If an offeror uses an 11x17 sheet, how will it count toward the page limitations?
RESPONSE: An 11x17” Organizational Chart is allowed as one (1) double-sided page or two (2) single-sided pages and is counted as part of the Volume 1, Technical Proposal Limit
Amend 4 Multiple
RFI
Multiple RFI refer to a limit of 20 pages with 6 pages for the "narrative". Please clarify these statements as there are no similar references and/or conflicting references in the revised Section L / M released in Amendment 2.
26 Amend
2 / Amend 4

RESPONSE: Confirmed.
27. Amend 2 / Amend
Factor 2
/ RFI #
Section L, Factor 2 states offerors are to submit one relevant IDIQ multiple task order contract with an annual range of $5 Million. RFI responses says offerors
40 may use multiple concurrent contracts to meet the annual range of volume. Is there a limit to the number of contracts that may beused? Also, please confirm that separate Project Data Forms are required for each contract.
RESPONSE: Regarding annual range of $5M, refer to RFI#14 response Yes, each project must be submitted on its own Project Data Form.
28 Amend 2 Section M May offerors utilize a design-build project performed by a key designer (with construction performed by a firm other than the offeror to meet the requirements for a design-build project?
RESPONSE: No

RESPONSE: Confirmed - submit a Price Schedule similar to one shown on pages 3-6 of Amendment 0002 as the Price Schedule component of the Price Proposal.
32 Amend 4 RFI # 25 In order to lessen the burden on DoD counterparts, would the NAVFAC please reconsider the restriction on using previously- obtained Form 0 provided it is included with the proposal?
RESPONSE: No - NAVFAC has already takes into consideration the burdens placed on its DoD counterparts when requiring use of any form. As such, the restrictions are confirmed.
33 Amend 4 RFI # 73 During the pre-bid conference, the Government seemed to indicate that any estimating software would be allowed because the line item estimate would not be required to be submitted to the Government for each task order. Will contractors be submitting a line item estimate for each task order, or only the worksheets on pages 2 and 3 of Attachment J-C.4?
RESPONSE: Yes, for the purpose of evaluating task order proposals. The contractor will be submitting a line item estimate for each task order, and the worksheets on pages 2 and 3 of Attachment J-C.4
34 Amend 4 RFI # 91 Do resumes, if included, count toward the page limit of the narrative, or of the overall technical proposal?

Will task orders that require a stand-alone QC and/or stand-alone Superintendent be treated the same way?
RESPONSE: One SSHO is required for every $2M of construction. One QC Manager is required for every $2M in construction and for every individual TO exceeding $500k. Refer to responses to RFI 45 & 54 in Amendment 0005.
37 Specs 01 50 00 Please confirm that per Section 01 50 00 page 8 in the Specifications released in Amendment 0005, a separate jobsite trailer for the Quality Control Manager will be required for any task orders greater than $500,000.
RESPONSE: Confirmed. Referencing Section 01 50 00, Subsection 3.5.1 “For task orders requiring the QC Manager and Superintendent be separate persons, provide on the jobsite an office with approximately 100 square feet of useful floor area for the exclusive use of the QC Manager”
38 27/45 Amend 2 L.1.6 Would the NAVFAC please consider removing the M-P and JV agreements from the page limitation on the technical volume? These documents can vary in length and may impede an offeror's ability to adequately respond to other requirements.
RESPONSE: Yes - MP and JV agreements will be excluded from the page limitations for Volume 1
39 Amend 4 RFI #57 If an offeror uses an 11x17 sheet, how will it count toward the page limitations?
See RFI#24 Response
41 40 H H-15 Permits. Paragraphs states to include the cost of permits in the coefficient. In Maryland for a MDE permit, the cost could be in the thousands depending on the project. How are the Contractors to figure this when there is not an exact number and MDE permits are not required for Washington DC and Virginia projects?
RESPONSE: Contractors should develop its coefficients taking into consideration applicable permit requirements. How coefficients are developed is up to the contractor.
42 24 C C 8.5 Please confirm that the costs of Field Office Trailers are to be a part of the Coefficient even though they are only required on certain projects.
RESPONSE: No - Contractors should develop its coefficients taking into consideration all applicable G&A Overhead, and Tools and Equipment.
43 24 C C 11 Partnering. This paragraph states that the Contractor is to pay for the facilities and all costs associated with Formal Partnering and with each Ordering Office.
Please confirm this is to be included in the Coefficient.
RESPONSE: Contractors should develop its coefficients taking into consideration all applicable G&A Overhead, and Tools and Equipment.
44 13 C C.1.2 As a clarification for everyone, the RS MEANS “Total incl O&P” is for the item of work only. The total with O&P is for bare costs plus the “subcontractor” O&P unless that item is performed by the General Contractor in house personnel. The GC should provide for their own O&P in the coefficient. Is this correct?
RESPONSE: Clarification - The RSMeans “Total incl O&P” is for the installed work including the labor regardless of who does the work.
The coefficients should be developed taking into consideration all applicable G&A Overhead, and Tools and Equipment.
45 FAR Clause 9.6 states that when a Contractor Team Arrangement is used, a potential Prime Contractor agrees with one or more other companies to have them as its subcontractors under a specified Government contract; and this arrangement can offer the Government the best combination of performance, cost and delivery for the system or product being acquired.
For this effort we are evoking FAR Clause 9.6 “Contractor Team Arrangement.” Company A is an 8(a) Contractor and will be the “Prime Contractor” in this arrangement. Company B will act as a subcontractor in this arrangement. Please confirm that experience from both Company A and Company B, as both were Prime Contractors on the proposed projects to be submitted, will be considered relevant for Factor 2 – Experience.
RESPONSE: No - All Offerors shall propose in accordance with the Factor 2 – Experience requirements, specifically for Joint Ventures of two (2) small business companies.

B.1 GENERAL INTENTION
It is the intention of this solicitation to result in the award of a Firm-Fixed Price (FFP), Indefinite- Delivery/Indefinite Quantity (IDIQ) Job Order Contract (JOC) with pre-determined unit prices and bid price coefficients. This procurement is solicited as a competitive 8(a) under NAICS 236220.
The contract shall provide for award of individual firm fixed price task orders, for the accomplishment of various maintenance, repair, alteration, and minor new construction projects to Government facilities within the NAVFAC Washington Area of Responsibility around Maryland, Virginia, and the District of Columbia.
The contract shall contain a base period of twelve (12) months or up to $30,000,000.00, whichever comes first, and four (4) option periods. Each option period is 12 months, or up to $30,000,000.00, whichever comes first, and may be exercised at the discretion of the Government. The total contract performance period which includes the base period and 4 option periods, is sixty (60) months, or up to $150,000,000.00, whichever comes first. Specific delivery or performance periods shall be specified in the individual delivery/task orders issued hereunder. A minimum guarantee of $10,000.00 will be awarded.
The contract shall contain Contract Line Items (CLIN), identifed as follows: CLIN 0001 is identified for the base year, CLIN 0002 for Option year 1, CLIN 0003 for Option year 2, CLIN 0004 for Option year 3, and CLIN 0005 for Option year 4.
The contract shall also contain Exhibit Line Items (ELINs) which will break out pre-priced and non- pre-priced items.. Also included will be an ELINs for work taking place outside of regular working hours and an ELIN for the work taking place in escort-required areas.
The Government intends to award no more than one (1) contract resulting from this solicitation to the responsible Offeror whose proposal represents the best value after evaluation in accordance with the factors in the solicitation.
B.2 SERVICES AND PRICES
For the purposes of awarding the indefinite-quantity contract, Offerors shall submit a PRICE
SCHEDULE proposal for the Base Year and Each Option Year’s with coefficients under the Exhibit Line Items (ELINs.
The Contractor shall perform any or all functions specified in this contract in accordance with the scope of work provided within individual task orders issued.
For the purpose of awarding IDIQ Task Orders, pricing on the individual task orders shall be based on: the IDIQ coefficients, the most current edition of the R.S. MEANS Cost Data books; and the solicited quotes for Non pre-priced items. For the Pre-Priced line item, the most current edition of the R.S. Means Cost Data books shall be used for the base year and all option year proposal development.
B.3 OFFERS
a. Any changes in the applicable minimum hourly rates of wages during the entire term of the contract including any option years shall not affect the unit price to be paid by the Government for work performed under the contract. See Section J for the Davis-Bacon Wages (www.dol.gov) applicable to the first twelve (12) months of this contract.
B.4 MODIFICATIONS
Pricing for modifications to a Delivery Order shall utilize the coefficient that the Delivery Order was issued under.
B.5 MULTIPLIERS
The price for work performed during Other Than Regular Work Hours or Escort Required Areas will be determined by multiplying the Coefficient by the applicable multiplier(s). The multipliers are fixed and will not be adjusted for the option years.
a. OTHER THAN REGULAR WORKING HOURS: When work is required by the
Government to be performed outside of regular work hours, the multiplier will apply to all on-site work. If only a portion of the work associated with a line item is required to be performed outside of regular work hours, a fair and reasonable apportionment of the line item will have the multiplier applied. The multiplier does not apply when the Contractor chooses to perform work outside of regular work hours, but the Government does not require it.
b. ESCORT REQUIRED AREAS: Use this multiplier for all work performed in an “escort required area”. An “escort required area” is defined for the purpose of this contract as a facility or area that requires the Contractor to be escorted full time by a representative of the Government. Work near escort areas, but not within, is not considered an “escort required area”. Secure buildings that require credential verification prior to entering, but do not require escorting, are also not considered an “escort required area”.
B.6 MINIMUM/MAXIMUM CONTRACT VALUE
The guaranteed minimum quantity of work which will be required under this contract, and which will be initiated by one or more delivery/task orders, will not be less than $2,000.00. The estimated maximum dollar value of the total contract is $150,000,000.00. If the Government's requirements for services set forth in the solicitation do not result in delivery orders in the amount described as "estimated maximum", this shall not constitute the basis for an equitable price adjustment under this contract.
B.7 MINIMUM/MAXIMUM TASK ORDER VALUE
The minimum quantity and order value for each Delivery/Task Order issued shall not be less than the minimum quantity and order value stated in the following table. The maximum quantity and order value for each Delivery/Task Order issued shall not exceed the maximum quantity and order value stated in the following table:
MINIMUM MINIMUM MAXIMUM MAXIMUM
QUANTITY AMOUNT QUANTITY AMOUNT
$2,000.00 $2,000,000.00

C. 1.1 This is a Firm-Fixed Price, Indefinite Quantity (IDIQ) Job Order Contract (JOC) for multi-traded maintenance, repair, alteration, and minor new construction at predetermined unit prices with price coefficients.
Work under this contract shall be determined by individual FFP (Firm Fixed Price) Task Orders predicated on a performance-based scope of work. The typical project is expected to be in the $2,000 to $2,000,000 range (smaller and larger projects may also be considered).
C.1.2 Pricing of each Task Order is determined by applying the R.S. MEANS “total incl O&P” unit pricing, the R.S. MEANS Location Factor adjustment, and the appropriate Contractor’s Coefficient factor and Multipliers. Non-pre-priced tasks will be negotiated using the method described herein and multiplied by the Coefficient Schedule and Multipliers.
C.1.3 The Contractor shall provide all project management, planning, estimating, labor, transportation, materials, equipment, tools, supervision, design, and all other associated costs necessary to fulfill the requirements of each Task Order. Preparation of Contractor proposals and Task Order performance shall require management and coordination of numerous projects simultaneously. All costs associated with preparing proposals shall be the responsibility of the Contractor.
C.1.4 The Contractor shall establish and maintain a complete quality control program in accordance with Specification Section 01 45 00.10 20, “Quality Control for Minor Construction” and FAR 52.246-12, INSPECTION OF CONSTRUCTION” clause.
C.1.5 Contractor shall utilize the Electronic Contract Management System (ECMS) to maintain accurate and complete records, files and documents to include state and local laws, ordinances, rules and regulations and manufacturers’ instructions and recommendations which are necessary and related to the work.
C.1.6 Contractor shall prepare and submit required reports, maintain current record drawings, and submit required information.
C.1.6.1 As-built Record Drawings shall be kept during the progress of the job to serve as a record of all changes and corrections form the original layout on the drawings. Locations of all known sub-surface utility lines that are provided as new work, or discovered during excavation work, shall be detailed on the record drawings. In order that all newly provided buried or hidden items may be determined in the future, the drawings shall show their location using offset dimensions to two permanent fixtures or landmarks. This method shall be used to locate the end of each run and all changes in direction. Valves, splice boxes, and similar appurtenances shall be located by dimensioning along the utility run from a known reference point. The average depth of the item shall be recorded. Final As-Built Record Drawings shall be submitted to the Contracting Officer upon project completion in both hard copy and on CD Rom. Failure to maintain record drawings will result in retention from progress payments, and notation on the performance evaluation of record.
C.1.6.2 The Contractor shall provide materials lists to include trade names, brand names, model number, and ratings (if appropriate) for all materials necessary for a complete job.
C.1.7 The Contractor may be required to provide architectural, structural, mechanical, electrical, civil, or other engineering services for performance-based scopes of work as requested by the Contracting Officer or as required for filings or permits or submittal of documents for regulatory agency approval. The services shall be provided by architects or engineers registered and insured to practice in the particular professional field involved in the locality where the work is to be accomplished.
All documents prepared by architects, consultants and engineers for the Contractor under this Contract are subject to review by the Contracting Officer. Review by the Contracting Officer does not relieve any architects, consultants or engineers from the professional liability associated with documents they have prepared.
The Contractor’s proposal for individual Task Orders shall separate the costs for design and engineering services from the detailed MEANS line items costs for construction. The proposal shall identify non-pre-priced tasks and performance times. Complete plans and design calculations are to be provided as specified in Unified Facilities Guide Specifications Division 01.

C.3 COEFFICIENTS
C.3.1 The Contractor’s coefficient is a numerical factor expressed as percentage, that represents indirect costs of construction. The Contractor shall propose coefficients for the base contract and all option years, which shall be used for all task orders Pre-Price lined items, Non-Pre-Price line items, Work Other than Regular Hours, and Escort required areas.
C.3.2 For the purpose of awarding the FY19 IDIQ JOC, the Offeror shall propose the coefficient for Pre-priced line items; Non Pre-priced line items; Other than Regular Work Hours (OTR) line items; Escort required areas (Escort), line items, for the Base Year and All Option Years.
C.3.2.1 The Coefficient for Pre-Priced line items, shall be greater than 1.0000 and shall be up to four (4) digits (e.g., 1.0634%, and shall be used with R.S. Means (MEANS).
C.3.2.2 The Coefficient for Non Pre-Price line items, shall be greater than 1.0000 and shall be up to four (4) digits (e.g., 1.2334%, and shall be used with Quotes
C.3.2.3 The Coefficient for the Other than Regular Work Hours (OTR) line item shall NOT be less than zero (0.0000) and shall be up to four (4) digits (e.g., 0.9354%) and shall be used with applicable Pre-price and/or Non pre-price line items
C.3.2.4 The Coefficient for the Escort line item shall NOT be less than zero (0.0000) and shall be up to four (4) digits (e.g., 0.9544%) and shall be used with applicable Pre-price and/or Non pre-price line items
C.3.2.5 Calculating IDIQ line item costs:
Given: A Government’s $ Estimate Volume of Work (EVW) for each line item; and a contractor’s proposed Coefficient.
The formula ((EVW x Coefficient) + EVW), shall be used to calculate each of the IDIQ’s line item costs (Pre-Priced line item, Non Pre-Price line item, OTR line item, and Escort line item).
C.3.2.6 Calculating the IDIQ Total Price: The sum of all line item costs is the Offeror’s proposal price.
C.3.2.7 It is the contractor’s responsibility to calculate any consideration for state and federal taxes into the coefficients. No other considerations for tax will be authorized.
C.3.3 For the purpose of awarding an IDIQ Task Order the awarded IDIQ coefficients, shall be used to calculate the task order’s Pre-Price lined item costs, Non-Pre- Price line item costs, OTR costs, and Escort line item costs as follows.
C.3.3.1 Pre-Price lined item costs:
Pre-Price line item costs are derived from the R.S. Means Cost Data books, which already includes the installing contractor’s Overhead and Profit. The contractor shall use the most current R.S. MEANS Cost Data books or CostWorks at the time of award, and at award of options, to break down the work into individual work items by selecting appropriate unit priced tasks quantities necessary to accomplish the detailed scope of work required by individual delivery/task orders. The Pre-Priced line items price is calculated by first combining all the proposed R.S. MEANS, Pre-Price line items, to get a Subtotal. The Subtotal is then multiplied with the appropriate IDIQ Coefficient factor. No other R.S.
MEANS Coefficients shall be used in addition to the contractor proposed IDIQ Coefficient.
C.3.3.1.1 Installed Price: The Government considers the installed price from RS Means to include any and all work up to two stories (40 feet). The Government will not consider any additional material or labor costs for work performed below this level.
