Section Para # QUESTION
Ktr 1 1 1 10 3 Box 10 requires 8(a) companies be serviced by SBA district offices in Washington Metro and Baltimore. NECO includes the Richmond VA office and facilities under this AOR are located in VA. Could you clarify whether the Richmond VA SBA office is included as a servicing office?
RESPONSE: ACQ - See Amendment 0002. The Richmond VA SBA office is included
Ktr 2 2 Can you please repost the "N4008019R2006ATTACHMENT_J- C.4_TASK_ORDER__PRICE_PROPOSAL_DEVELOPMENT_INSTRUCTIONS.pdf"?
When I try to download the file from NECO, I receive this message: 404 - File or directory not found. The resource you are looking for might have been removed, had its name changed, or is temporarily unavailable." Thank you!
RESPONSE: : ACQ - See Amendment 1. Attachment J-C.4 was re-issued and included
Ktr 3 3 This RFP is currently restricted to 8(a) firms located within the geographical area serviced by the SBA Baltimore District Office, the SBA Washington Metropolitan Area District Office, and the SBA Richmond District Office. Is there a possibility that the government would consider adding the New Jersey district to the current solicitation?
RESPONSE: ACQ - See Amendment 2. The Richmond VA SBA office is included
Ktr 4 4 56 M Factor 2 - Experience
The project requirements outlined in Factor 2 – Experience, specifically requiring one relevant ONE (1) relevant indefinite delivery/indefinite quantity (IDIQ), multiple task order delivery construction contract with an annual award range beginning at $5,000,000 is a significant requirement for the majority of 8(a) firms. The current annual award range beginning at $5,000,000 seems geared towards JV agreements where a large business partner will take a large responsibility of the contract and conflicts with the intent of the 8(a) program. As this procurement is set-aside for 8(a) firms, we respectfully request the annual award range of relevant IDIQ contracts be reduced to support 8(a) participation in this procurement.
RESPONSE: ACQ - The current annual award range beginning at $5,000,000 is confirmed with no change.
5 50/54 L/M L.1.6 and M 3.(a) Price
Section L.1.6 instructs offerors to submit one original and four copies of their proposals in a single 3-ring binder to include the SF1442, Section B, Section K, Bid Bond, Factors 1-3 and Past Performance. However, Section M 3. (a) Price states “The Offeror shall submit (1) original and (1) copy of the Price Proposal to include the SF1442, Price Schedule, Online Reps and Certs, Confirmation of VETS 4212, Bid Guarantee, Cover Page and CD. These two paragraphs provide conflicting information in regards to the separation of a price and non-price/cost proposal as well as the contents required for each. Please clarify the exact requirements for separate price and non-cost/price proposals as well as the contents that should be submitted for each.
RESPONSE: ACQ - See Amendment 0002. The Section L.1.6 has been changed as the “Proposal Organization and format” section and is included
6 50/55 L/M L.1.6/M3.
(b) Non- Cost/Price Factors
Section M, Factor 1, Technical Approach (under Tab 1) is stated to allow 20 maximum pages. However, page 55 states the technical approach narrative shall be limited to one (1) double-sided or two (2) single-sided pages. Please confirm offerors can use up to 20 pages to address requirements 1. a-g under Factor 1. Please also confirm items 2 a. and b. are excluded from the 20-page limit.
RESPONSE: ACQ - See Amendment 0002. The Section L.1.6 has been changed as the “Proposal Organization and format”
7 50/59 L/M L.1.6./ Factor 3- Safety
Section L.1.6 outlines a maximum of 10 pages to be submitted under Factor 3 – Safety.
However, page 59 limits the (3) Technical Approach to Safety/Safety Narrative to two pages. Safety sections (1) EMR and (2) OSHA/DART do not seem to require 8 additional pages. Please clarify the page limitation for Factor 3 - Safety.
RESPONSE: ACQ - See Amendment 0002. The TRC is included.
8 56 M Factor 2 – Experience
Factor 2 – Experience references the attached Construction & Design Experience Project Data Sheet (Attachment C) is MANDATORY and SHALL be used to submit project information. However, I could not locate Attachment C within the RFP documents or on the NECO portal under Additional Documents. Can you please provide Attachment C?
RESPONSE: ACQ - See Amendment 0002. The Construction & Design Experience Project Data Sheet attachment is included.

B 2 Paragraph B.2 states “Offerors shall propose pricing for this indefinite-quantity solicitation based on the 2019 edition of the R.S. Will any annual or quarterly updates to the R.S. Means pricing be incorporated into the contract for the option years? Please advise
RESPONSE: ACQ - YES – it is the Government’s intent that contractor will use 2019 R.S.

B 2.b.ii Paragraph states that OTR and ESCORT coefficients must be less than Zero. Then provides an example of .93.
1) The number .93 is greater than zero. Does the coefficient need to be less than zero? Please advise
2) It does not seem to make sense that the contractor would use a negative coefficient to provide services that generally cost more, ie, after hours work or escorted work.
Does the coefficient need to be less than zero? Please advise.
3) RESPONSE: ACQ - See Amendment 0002. Clarification – coefficient shall not be less than zero

B5 Pp1 RFP states that price for OTR and ESCORT work will be determined by multiplying priced and non-priced coefficients by the multipliers, however, example calculation worksheet provided in Amend 1 shows multiplying the cost of respective subtotal by the coefficient in percentage form and adding to the subtotal. Please advise how multipliers will be applied to the price. Will coefficients be multipliers multiplied by subtotals or will they be applied as a percentage. Ie. Will a 1.06 coefficient for priced items be applied as a multiplier of Subtotal X multiplier which adds 6% to the subtotal or will a 1.06 coefficient be applied as a percentage meaning that the subtotal is multiplied by .0106 and added to the subtotal as the Gov example shows. Please advise
RESPONSE: ACQ - Clarification – a 1.06 coefficient will be applied as a percentage meaning that the subtotal is multiplied by .0106 and added to the subtotal.

33 M If the Offeror is a Protégé in a SBA approved 8(a) Mentor-Protégé Agreement, will the Contracting Office acknowledge the sole Experience of the Mentor?
RESPONSE: Technical When an Offerer submits a Joint Venture of an SBA-approved mentor/protégé agreement, the Contracting Office will consider the experience of the Mentor as the experience of the Joint Venture.
34 Refer to RFP section B.1 - General Intention - Paragraph 5, the first sentence is incomplete as written, “The contract shall also contain Exhibit Line Items (ELINs) which will break out pre- priced and non- prepriced items at.” [missing text after “at.”]. Can you please clarify this sentence?
RESPONSE: ACQ - This is a mistype, the “at” is to be deleted
35 Refer to RFP Section B.2 part (c), which states “The contractor shall calculate the proposed $ amounts for each ELIN as $ ((EVW x Coef) + EVW). Therefore the calculation using the example of $21.0M EVW and a Coef of 1.06 is that (($21.0M x 1.06) + $21.0M) = $43.26M. Can you confirm this formula is correct since it would likely result in a Proposed Amount that exceeds the stated $30M per year volume?
RESPONSE: ACQ - Clarification – Given an $EVW of $21M, and a Coefficient of 1.06 First apply the formula ($EVW x Coefficient) as ($21M x .0106) = ($222,600) Then add the ($222,600) back into the $EVW as ($21M + $222,600) = $21,222,600.
36 M If all Experience provided by the Offeror(protégé) is that of the Mentor in a SBA approved 8(a) Mentor-Protégé Agreement, will it be considered as Experience for the Protégé?
RESPONSE: Technical – Yes. When an Offerer submits a Joint Venture of an SBA-approved mentor/protégé agreement, the Contracting
37 Refer to RFP Section 5.2.5, the third sentence states “An item is considered significantly lower if the actual price is at least 25% more than the MEANS price (including tax and Location Factor Adjustment). However, the RFP in other locations seems to state that tax and Location Factor Adjustment is to be included in the Coefficient. Can you please clarify?
RESPONSE: ACQ -
clarification - (Means = Pre-Price line item); clarification clarification – “actual price” = “Market Price” clarification - IDIQ coefficients shall include tax and location factors etc.
clarification – for task orders, when calculating the pre-price line item costs for the price proposal – the Pre-Price line item shall be calculated with the applicable IDIQ coefficient An item (Pre-priced item) is considered significantly lower if the actual price (market price) is 25% more than the pre-priced item, including all applicable coefficients.
The section shall be corrected to remove the “R.S. MEANS Location Factor Adjustment” language;
38 M If the Offeror is not in a Joint Venture, but is in a SBA approved 8(a) Mentor-Protégé Agreement as the Protégé, can the Offeror utilize entirely the Experience of the Mentor?
RESPONSE: Technical/ ACQ - – No. If the Offerer is not proposing as a part of the Joint Venture, the Offerer cannot use the Mentor’s experience as that of their own.
39 Refer to the Price Schedules shown on pages 9 thru 10, CLIN’s 2 thru 5 do not show the formula in the Calculated Proposed Amount column as shown in CLIN 1. Are we only to enter the EVW x Coefficient amount in this column or calculate the same as shown in CLIN 1?
RESPONSE: ACQ - Clarification/Correction: CLINs 1 thru 5 all use the same formula.
For calculating the proposed ELIN amount for each ELIN, the formula is ((EVW x Coefficient) + EVW) For calculating the Total Price, the formula is (sum of all ELIN amounts)

42 13 C 1.4 Specification Section 01 45 00.10 20 states that the value of an individual project above $500,000 is not counted in the overall volume for the ordering office. Are we correctly understanding that an ordering office with ongoing work valued at $3 million due to 5 projects underway valued at $600,000 would require one QCM assigned to the ordering office who may move among ongoing projects, and 5 additional task order specific QCM, but, another office, with ongoing work valued at $3 million due to 10 projects underway at $300,000, would only require two QCM who may move among all ongoing projects?
RESPONSE: Technical - Correct. Each construction project valued at $500K or more is required to have a dedicated QCM.
43 13 C 1.4 May the QCM assigned to the order office perform any other duties?
RESPONSE: Technical - QCM assigned to individual task orders can perform as the SSHO on task orders he is assigned as QCM. However, a QCM serving the entire Ordering Office cannot serve as SSHO on any task order.
44 13 C 1.4 If there is only one project underway at an ordering office, and it is valued above $500,000, may the ordering office QCM also serve as the task order QCM?
RESPONSE: Technical - Yes. The ordering office QCM may serve as the task order QCM if there is only one project underway valued above $500,000 and provided that an alternate QCM has been approved by the Government and ready to execute QCM responsibilities should an immediate need arise.
45 13 C 1.4 Will Task Order QCM, as required on individual projects, be a separate cost item in the contractor’s proposal, similar to the requirements for an on-site SSHO?
RESPONSE: Technical - One (1) QC manager at each ordering office,up to $2M of active projects; Additional QC manager on site at the rate of one (1) QC Manager per $2M in active work. Each task order greater than $500K shall have a dedicated QC Manager
46 54 M 3.a The requirements for price proposal inclusions provided in Section M.3.a do not align with the requirements of Section L.1.6. Please clarify which instructions offers should follow to develop their proposals.

supersedes L.1.6.
47 55 M 3.b Section L.1.6 indicates that Factor 1 – Technical Approach is limited to 20 pages. However, Section M states that the technical approach shall be limited to one double-sided page not including the organization chart. Please clarify the page limitations on Factor 1 – Technical Approach.
RESPONSE: Technical/ ACQ - Technical Approach has a 20-page limit, the “Narrative” has a 6-page limit.
48 55 M 3.b If the limitation on pages for Factor 1 – Technical Approach is 20 pages in accordance with L.1.6, does this include the organization chart, or is the organization chart still excluded from the page limitation?
RESPONSE: Technical/ ACQ - ACQ - Technical Approach has a 20-page limit, the “Narrative” has a 6-page limit.
49 55 M 3.b Please confirm that JV agreements, teaming agreements, letters of commitment, and/or other items as indicated in Section M.3.2.b.2 are excluded from the page count. ?
RESPONSE: Technical ACQ - ACQ - Technical Approach has a 20-page limit, the “Narrative” has a 6-page limit.
50 55 M 3.b.2 RESPONSE: The instructions for Factor 1 in Section M.3.2.b.3 state that” the information requested in item #3 below is not included in this page limitation”. However, there is no item # 3 below that statement. Please clarify if there are additional requirements not yet identified.
RESPONSE: Technical /ACQ - The second sentence in Section M.3.2.b.3 is a mistype.
There is no “Item #3” below.

51 55 M 3.b.3 Please identify the individual ordering offices where contractors will be expected to provide staffing under this contract.
RESPONSE: ACQ - See Amendment 2, Attachment J-C.9
52 32 G 9 Does the value of the individual projects requiring on-site superintendence count toward the overall volume at the ordering office? For example, if an ordering office has a single project underway for $300,000, does it need a Superintendent for the ordering office as well as a 2nd superintendent for the project site?
RESPONSE: Technical/ACQ - A superintendent is required when any combination of TOs, or any individual TO exceeds $250K
53 32 G 9 Please confirm that the requirement for an ordering office to have a single superintendent once any combination of task orders exceeds $250,000 does not have an exponential application. That is, an ordering office with 10 projects underway is still required to have a single Superintendent, provided no individual project exceeds $250,000.
RESPONSE: Technical/ACQ - A superintendent is required when any combination of TOs, or any individual TO exceeds $250K; an ordering office with 10 projects underway is required to have a single Superintendent, when any combination of projects exceed $250k or any individual project exceeds $250K.
54 37 H 8 Please confirm that the requirements to add an SSHO for each additional $2,000,000 in volume is meant to indicate that a SSHO may not manage more than $2,000,000 in assigned task order volume. Thus, at $2,000,001 in volume, two SSHO should be assigned to the ordering office.
RESPONSE: Technical - ACQ - SSHO required at the site of each ordering office, Additional SSHO required for every $2M in active construction Task Orders may require a full time SSHO, and is allowable as a separate costs item.
55 50 L 1.6 Section L.1.6 indicates offerors shall submit one original and four copies of their proposals that incorporate requirements of the price proposal. Section M on Page 54 indicates the offerors price proposal is to be submitted in one original and one copy in a separate three ring binder. Please clarify if offerors are to submit a single binder (with one original and four copies) in accordance with Section L.1.6 or two separate binders with one original and one copy of the price proposal and one original and four copies of the technical proposal in accordance with Section M.
RESPONSE: ACQ - See Amendment 2 Changes to L.1.6
56 54 M 3.2.b.1 Factor 1 – Technical Approach indicates offerors are to discuss key personnel including corporate project management, quality control, and safety. Please confirm this indicates that offerors are to provide only program-level management (e.g. Corporate Safety Manager, Program Manager, and Corporate QC Manager) and does not require the identification of all personnel to be assigned to the contract (i.e. all project managers, SSHO, QCM, superintendents, environmental managers, etc.)
RESPONSE: Technical Yes, offerors are to provide only program-level management
57 55 M 3.2.b.1 May offerors utilize an 11X17 sheet of paper (folded to align with an 8 ½ X 11 sheet) for inclusion of the organization chart to support better readability?
RESPONSE: ACQ - Technical Yes, offerors may utilize an 11X17 sheet of paper (folded to align with an 8 ½ X 11 sheet) for inclusion of the organization chart.
58 55 M 3.2.b.2 Are letters of commitment required from the primary design firms identified in Factor 1?
Will offerors be able to add additional design team members on future task orders where the Navy obtains value from such substitution?
RESPONSE: Technical - No, letters of commitment are not required for the primary design firm. Offerers will be able to add designers at the the task order level
59 56 M 3.3 For Factor 2-Experience, will a project that is primarily civil in scope be considered “construction”?
RESPONSE: Technical - Yes, a project that is primarily civil in scope will be considered “construction”
60 56 M Factor 2 If company A wished to propose on this opportunity and previously was in another business relationship with Company B (JV, MP, teaming, etc.), may Company A use projects performed under the previous A/B relationship as experience (for Company A) in response to Factor 2?
RESPONSE: Technical - No
Ktr Q# Page Section Para # QUESTION
61 56 M 3.3 The instructions for Factor 2 state that the attached Construction & Design Experience
Project Data Sheet (attachment C) is mandatory. We were unable to locate the form. Will NAVFAC please provide the form or direct us to where it is located?
RESPONSE: ACQ - See Amendment 2, attachment J-C.7
62 60 M 3.5 For Factor 4, may offerors use a previously completed PPQ Form-O that was used for another proposal, provided it is included in hard copy and not just incorporated by reference?
RESPONSE: ACQ – No
63 82 00 70
1 Section 00 70 00 states the minimum and maximum amounts for this contract as $10,000 and $36,500,000. This does not seem to align with the anticipated volumes provided in other sections of the proposal. Please clarify the minimum and maximum amounts of the contract in Section 00 70 00.
RESPONSE: ACQ - See Amendment 0002; Corrected as $10,000.00 and $150,000,000.

64 9 Price Sched ule
A0003 and A0004
The example multiplier provided on page 9 for Other than Regular Working Hours and Escort line items is 0.93. Our understanding is that these two coefficients will be applied in conjunction with the pre-priced or non-pre-priced coefficients, as appropriate. The OTR and Escort coefficients being less than 1.00 implies that projects requiring other hours work and/or escorts would be less expensive than regular hours or non-escorted work. To the contrary, we have found that the use of other hours and escorts typically increases contractors’ costs. Would the Government please allow the OTR and Escort coefficients to be greater than 1.00, or clarify their intended use?
RESPONSE: ACQ - No - See Amendment 2. The OTR and Escort coefficients “shall NOT be less than 0.000”
65 4 B Price Schedule
Section B states that the coefficients/multipliers for Other than Regular Working Hours (OTR) and Escort line items shall be less than 0.00 (i.e., negative). However, the example provided for these coefficients is 0.93 – which, while greater than 0.00, still would mean that other hours or escorted work would be priced lower than regular hours, non-escort-required work. Please clarify the upper restriction on these multipliers
RESPONSE: ACQ - No - See Amendment 2. The OTR and Escort coefficients “shall NOT be less than 0.000”
66 4 B Price Schedule
Section B states that the Calculated Proposed Amount for each ELIN should be (EVW x Coeff) + EVW. If we use an example where the pre-priced coefficient is 1.06, the Calculated Proposal Amount for that ELIN would be ($21,000,000 x 1.06) + $21,000,000 = $43,260,000.
Please confirm that this is the correct calculation to use.
RESPONSE: ACQ - Clarification *Given a Pre-Price EVW of $21K and an ELIN Coefficient of 1.06 (or .0106) the calculation is (($21M x .0106) + $21M) = ($222,600 + $21M) = $21,222,600.00
67 4 B Price Schedule
The Estimated Volume of Work (EVW) for ELIN A0002 on page 4 is $6,000,000, but on page 9 is $7,000,000. Please confirm the EVW for ELIN A0002 is $6,000,000.
RESPONSE: ACQ - See Amendment 2: Clarification for all Non-pre priced ELIN is $6,000,000.
68 6 B Price Schedule
Please confirm that the Estimated Volume of Work for ELIN E0001 on pages 6 and 9 should be $20,000,000.
RESPONSE: ACQ - See Amendment 2 – Clarification for all Pre-Price ELIN is $21M
69 15 C 3.1.3 Paragraph C.3.1.3 states that the OTR line item price is “calculated by combining the OTRs cost, then multiplying that result by the appropriate Coefficient factor.” Please confirm that the OTRs cost is determined by creating a line item estimate with the RSMeans line items (or non-pre-priced items, if required) that will be performed during OTR hours.
RESPONSE: ACQ - See Attachment J-C.4 for clarification preparing a price proposal for a task order: Step 1c and 2c. First, identify those Pre-price items and/or Non pre-price items that require OTR, as it is understood, that not all items may require OTR; then apply the steps.
70 15 C 3.1.4 Paragraph C.3.1.4 states that the escort line item price is “calculated by combining the Escort cost, then multiplying that result by the appropriate Coefficient factor.” Please confirm that the Escort cost is determined by creating a line item estimate with the RSMeans line items (or non-pre-priced items, if required) that will require escorts
RESPONSE: ACQ - See Attachment J-C.4 for clarification preparing a price proposal for a task order: Step 1d and 2d. First, identify those Pre-price items and/or Non pre-price items that require escort, as it is understood, that not all items may require escort; then apply the steps.

Section Para # QUESTION
71 Price Schedule
Will the Government be providing a Price Schedule with blank cells to input coefficients and Calculated Proposed Amounts?
RESPONSE: ACQ - No. For the IDIQ, the contactor is to utilize the Solicitation’s Price Schedule, sanitize the formula and use for preparing your Price Proposal;
for the Task Order the contractor may use the IDIQ Price Schedule, sanitize the EVW and fill with a proposed cost,, apply the IDIQ coefficient and then calculate accordingly. Use Attachment J-C.4 as a worksheet.
72 19 C 5.2.1 Paragraph C.5.2.1 states, “For the purposes of pricing work under this contract, the 2019 R.S.
MEANS Cost Data Book shall be used throughout the contract.” Not allowing for an annual adjustment to the unit price books forces contractors to assume all inflationary risk in their option year coefficients. Would the Government please consider allowing the use of the then-current edition of the RSMeans books to apply to each task order under the JOC?
RESPONSE: ACQ - No
73 15 C 3.1.1 Would the Government consider allowing e4clicks as acceptable estimating software?
RESPONSE: ACQ - No
74 15 C 3.15 Normally, if a coefficient of 1.06 is provided, this indicates that there will be a 6% markup to the prices to which the coefficient is applied. This seems to be in accordance with paragraph C.3.1.5. However, the example provided in J-C.4 indicates that a coefficient of
1.06 will be treated as a 1.06% markup. If the coefficients are actually markups, then, in our example, an offeror would need to bid 6.00 to get a 6% markup. Please clarify if offerors are expected to provide coefficients, or if they are to provide percentage markups.
RESPONSE: ACQ - If a coefficient is proposed as 1.063, then coefficient will be converted to be .01063 when used to calculate ELIN item amounts. Similarly a coefficient of .936 converts to .00936 or a coefficient of 2.052 converts to .02052
75 Attach J- C.4
Attachment J-C.4 does not include the application of location factors in the sample calculation. Are location factors to be applied?
RESPONSE: ACQ – No location factors are to be applied. An amendment is forthcoming to clarify/correct location factor language
76 Attach J- C.4
Our understanding is that the Escort and Other than Regular Working Hours multipliers are to be used after application of the appropriate pre-priced or non-pre-priced coefficient. For example, for pre-priced work being performed during OTR hours, the price calculation would be pre-priced line items x pre-priced coefficient x OTR multiplier. We have also attached a revised version of Attachment J-C.4 to show how we believe this calculation would work. Is our understanding of this calculation correct?
RESPONSE: ACQ - No – each coefficient is used once.
77 12 C 1.2 Can the Government please provide a list of the ordering offices and the location factors to be used for each ordering office?
RESPONSE: ACQ - See Amendment 2, Attachment J-C.9
78 15 C 3.1.1 Paragraph C.3.1.1 states that applicable material taxes will be included in the prepriced line items price. Please confirm that material taxes will be calculated by applying the applicable sales tax rate to the material portion of the Total Including Overhead and Profit price from RSMeans, or otherwise clarify how the applicable material taxes will be calculated.
RESPONSE: ACQ - No – The IDIQ coefficients shall include all taxes.
79 17 C 3.6 There are many projects that require extensive fall protection requirements and systems (roof replacements, etc). Please confirm that while Fall Protection PPE (ropes, lanyards, harnesses, etc.) should be included in the coefficient, standalone fall protection systems (parapet wall railing assemblies, monitors, specialized fall protection systems, etc.) may be added as proposal line items provided the MEANS line item of work they are supporting do not already include them.
RESPONSE: /Technical Yes
80 16 C 3.2 It is stated that temporary protection from dust, overspray, etc. is to be included in the coefficient. Please confirm that if an extensive amount of protection is needed, e.g. in a healthcare setting to comply with ICRA requirements, the contractor will be allowed to include in their estimate the cost of temporary partitions and other measures that are needed to protect, isolate, shore, stabilize, etc?
RESPONSE: ACQ /Technical Yes

Section Para # QUESTION
81 16 C 3.2 It is stated that trash containers, dumpsters, roll-offs – including delivery, pick-up and disposal fees is to be included in the coefficient. Please confirm that if the project requires demolition, the contractor will be allowed to include in their estimate the cost of dumpsters and disposal fees?
RESPONSE: ACQ /Technical Yes
82 16 C 3.2 To what extent is the contractor allowed to charge for engineered safety controls that are required to perform a specific task? Are trench boxes, engineered shoring, overhead walkway protection, leading edge fall protection, temporary lighting and other engineered safety measures that are implied to be included in the coefficient? If so, can you please give us an understanding of how to quantify these task specific elements of work?
RESPONSE: Technical - With the exception of permanently installed safety devices requested by the Government in the Task Order, all safety controls & measures taken to ensure compliance with safety standards, are to be included in the coefficient as part of normal overhead cost.
83 20 C 5.3 What is the maximum percentage of non-prepriced items that may be included in any task order?
RESPONSE: ACQ - The contractor shall first propose using Pre Price (RSMeans) items, then Non Pre-price (Non RSMeans) items. Percentages are not considered.
84 All Staffing requirement
Would the Navy consider redefining "Active Construction” as a project that has work physically taking place on site? This clarification will ensure the Government receives the attention it desires on the subject projects without incurring unnecessary expense as a result of requiring the contractor to carry personnel on staff who perform no work at times.
RESPONSE: Technical - NAVFAC is not redefining its the terms and definitions for this contract.
85 4 Spec 01 35
1.6 Would NAVFAC consider allowing the Superintendent to serve as the SSHO when the active workload is less than $1M?
RESPONSE: Technical ACQ - No
86 20 C 5.3 Please confirm that the usage of Non-Pre-Priced items is intended for only specific and limited items not available in the RSMeans book, and it is not the Government’s intent to use NPP for an entire project.
RESPONSE: ACQ – Correct, it is not the Government’s intent to use NPP for an entire project.
87 How will the current individual Ordering office Mini-JOCs be used in the future after this JOC program is established. Is it the Navy’s intent to compete JOC tools?
RESPONSE: ACQ - No – The FY19 IDIQ JOC is another tool for NAVFAC to use to support its mission
88 53 M What source selection evaluation techniques will be established by the Government to ensure that a single award can be made if Non-Price Factors were evaluated equally among two or more offerors who also submitted equivalent pricing at the established minimum threshold?
RESPONSE: ACQ - In accordance with the solicitation, award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and non-cost/price factors considered.
89 49 L Please confirm that there is not a requirement to exhibit any ability to provide bonding levels needed for P&P bonds to meet the capacity of this contract, such as a bonding capabilities letter, despite the size of the contract.
RESPONSE: ACQ - Yes - The Bid Bond shall be $3M
90 49 L Section M. Will the Government please permit the use of font slightly smaller than 10 points in graphics, e.g., the organization chart, as long, as the text labels are clearly legible?
RESPONSE: ACQ - Times New Roman, 8 CPI minimum in graphics only Technical

91 54 M 3.b.i.l.b To best show a company’s key personnel’s experience and qualifications, we believe it would be beneficial to provide resumes of the management team to fully demonstrate the goals of our personnel. Will the Navy accept Resumes as an appendix to the technical proposal, excluded from the page count?
RESPONSE: Technical ACQ - No. Resumes can be included in the Offerer’s Technical Proposal, but are included in the page count limit.
92 16 C 3.2 Please confirm that security clearances required beyond Rapidgate credentialing are not part of the coefficient and may be added as a line item to task orders as required.
RESPONSE: ACQ / Technical - Rapidgate has been replaced with DBIDS. Section 01 14 00 in Attachment J-C.1 will reflect that change. There are no fees associated with obtaining a DBIDS credential. Apply coefficient for effort to obtain base access under the escort coefficient ELIN A,B,C,D,E0004 in the solicitation accordingly.
Ktr13 94 28 of L.3 Amend 002 Section L3 on page 28 of 45 states that the proposals are due May 13, 2019.
45 The original RFP section L3 on page 50 of 84 and the NECO website states that proposals are due May 23, 2019. Please confirm the proposal due date.

L.1.6.b
Section L.1.6.b Volume 2 price Proposal requires offerors to submit a “Bid Guarantee in accordance with FAR Clause 52.228-1 Bid Guarantee. Amount shall be at least 20 percent of the bid price but shall not exceed $3 million. Since there is not a seed project for this solicitation, what amount should we submit the bid guarantee for? Just the Minimum contract guarantee of $10,000? Please advise.
RESPONSE: ACQ - Since 20 percent of the $30M maximum contract value is $6M, the Bid Guarantee shall be $3M
Ktr 14 96 SF144
13 B Please confirm how to determine the value of the bid bond given there is no seed project and only CLINS and ELINS are priced.
RESPONSE: FAR Clause 52.228-1 Bid Guarantee provides that the amount shall be at least 20 percent of the bid price but shall not exceed $3 million. Since 20 percent of the $30M maximum contract value is $6M, the Bid Guarantee shall be $3M
57 Pease confirm that when evoking FAR Clause 9.6 Part 2 "Prime Contractor/Prime Subcontractor" teaming clause, experience from both teaming members will be considered for construction experience.
