INSTRUCTIONS FOR HAND DELIVERY OF PROPOSALS:
The current security condition at the Washington Navy Yard requires escorts for entry to the base by individuals not possessing a U.S. Government DoD Common Access Card (CAC) identification card.
Individuals without a DoDCAC will not be permitted to enter the Navy Yard. NAVFAC Washington WILL NOT be able to provide escorts for Navy Yard entry of hand delivered proposals. NAVFAC Washington WILL NOT receive hand delivered proposals at the Base Pass Office or any location other than that identified for receipt in the solicitation.
The Government considers use of a courier service, such as FedEx or UPS, as hand delivery of proposals and the responsibility for timely delivery resides with the offeror.
Offerors are notified that the entry point for proposals submitted through the U.S. Postal Service is at Joint Base Anacosta-Bolling and NOT at the Washington Navy Yard. Contractors proposals must be received by NAVFAC Washington at the Navy Yard by the due date outlines in the solicitation and delivery time from the Joint Base Anacosta-Bolling to the Navy Yard cannot be predicted nor guaranteed. Offerors should take this into consideration when determining delivery method.
5. PROPOSAL ORGANIZATION AND FORMAT:
a. The proposal submitted in response to this solicitation shall be clear, concise, and shall contain sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposals should not simply rephrase or restate the Government’s requirements, but rather should demonstrate convincing rationale to address how the offeror intends to meet these requirements. The offer shall be compliant with the requirements as stated in the RFP. Nonconformance with the solicitation requirements, specified organization and content may result in elimination or misevaluation of the proposal. All claimed technical capabilities to meet the requirements shall be realistic and are subject to verification by the Government. Offerors should assume that the Government has no prior knowledge of the offeror’s business and that the Government will base its evaluation on the information contained in the offeror’s proposals.

Plan. **See Instructions for submitting Subcontracting Plan.
A complete electronic copy of the price proposal as a single .pdf file on a CD-ROM.
**If you are a Large Business, submit a Small Business Subcontracting Plan for this project in the format provided in Attachment E for this factor, to include all information required in the attachment. If you are a Small Business, submit a subcontracting participation breakdown in the format provided in Attachment F for this factor. All proposers: To demonstrate commitment in using small business concerns, the Small Business Subcontracting Plan or subcontracting participation breakdown may list all subcontractors by name. If the proposed Small Business Subcontracting goals do not meet the minimum NAVFAC Small Business Subcontracting Targets, include a detailed explanation describing the actions taken to arrive at that determination, along with an explanation for the goals that actually were proposed. For proposals submitted on design-build solicitations, the proposer must identify its designer/design team in its Subcontracting Plan or Small Business Participation Breakdown.
Offerors shall submit their Price proposal in accordance with the solicitation requirements. Offerors shall submit the Price Schedule (section 00100 – Solicitation Contract Form) for submission of their price with all the line items (CLINS) completed.
Basis of Evaluation:
The Government will evaluate price based on the total price. Total price consists of the basic requirements, and all option items. The Government intends to evaluate all options and has included the provision FAR 52.217-5, Evaluation of Options (JUL 1990) in Section 00100 of the solicitation. In accordance with FAR 52.217-5, evaluation of options will not obligate the Government to exercise the option(s). Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:
a. Comparison of proposed prices received in response to the RFP.
b. Comparison of proposed prices with the IGCE.
c. Comparison of proposed prices with available historical information.
d. Comparison of market survey results.
FACTOR 5 – SCHEDULE & EXECUTION APPROACH:
(i) Solicitation Submittal Requirements:
(1) Summary Schedule
Submit a CPM schedule from contract award through construction completion for the Base Bid, and all possible option(s). The summary schedule shall be task oriented, indicating the number of calendar days, after notice to proceed, by which milestones are to be achieved. All days should be “calendar days”. In the schedule the offeror shall provide no more than 100 items of critical path activities, milestones, durations, and other important activities for these items. Schedule should illustrate logical and sequential construction activities in accordance with the Offeror’s plan of execution.
Offeror must demonstrate the capability and flexibility to plan and schedule the complete project to meet the proposed contract completion period. Clearly identify any constraints on the schedules presented (e.g., labor or material availability, permits, weather, etc.). Indicate the anticipated overall critical path on the schedule.
For schedule proposal purposes only, utilize a Notice to Proceed date of 30 September 2018. This date is solely to assist in evaluation of offeror’s proposals and shall not be construed as a contractual NTP date.
The resultant contract completion date for the construction shall not be more than 1095 calendar days after notification to proceed. Schedules shall be graphically represented. The proposed project schedule shall reflect the proposed contract duration.
The summary schedule must identify and illustrate the following items;
(a) The overall construction duration for the facility, for the site work, and for the utilities
(b) Administrative pre-construction activities including but not limited to site activation, mobilization and equipment procurement
(c) Government and non-Government (i.e. privatized utilities) inspections and approvals
(d) Commissioning, acceptance testing and Red Zone activities
(e) Weather days, per the NOAA provisions
(f) Identify long lead and delegated design submittals
(g) Turnover of the facility. Identify any proposed phased turnovers. The time to complete the facility and turnover to the Government must consider the requirement for the Contractor’s CQC completion inspection and the subsequent joint Contractor-Government turnover inspections.
(2) Execution Approach
Submit a narrative, explicitly for this project’s requirements, explaining the offeror’s execution approach in support of their summary schedule to meet or exceed all contract requirements. Limit narrative information to one (1) double-sided page or two (2) single-sided pages, 8 ½” x 11”. The execution approach must address the following items:
(a) Provide the proposed contract duration.
(b) Describe the interaction the construction team intends to have with NAVFAC Washington’s ROICC Andrews construction team during construction, including the coordination and cooperation that will take place to ensure improvements within and across (i.e. Taxiway Whiskey tie in) project limits are seamlessly integrated in a smooth, efficient, cost effective manner. List those features (i.e., utilities, site access (including haul routes), roads, phased grading, communications infrastructure, etc.) the construction team identifies to warrant special emphasis to produce a well-coordinated hangar complex adjacent to an active runway.
(c) Describe the execution approach to construction activities, specifically how these activities will be scheduled and coordinated with the installation to avoid any impacts to the adjacent active airfield, and other affected base functions, while ensuring that the new facilities are successfully constructed on schedule. Consider how the access roads, lay-down area, utilities, POV parking, and on site production facilities, will be coordinated.
(d) Describe how site preparation, construction of foundations, walls, roof, steel erection, interior areas, parking, electrical, mechanical, fire protection, airfield paving, fuel storage and other features of the complex will be logically executed to support a realistic construction schedule.
(e) Describe the procedures to implement the utility outage plan. Consider all utilities being disconnected or disrupted in any way during the construction period; e.g. steam, condensate, potable water, fire protection water, electrical power, and communications. Describe measures to mitigate the outages with the constraints described in the RFP. As needed, include measures to provide temporary utility to any existing facilities requiring temporary utility services.
(f) Describe site security management approach including but not limited to; site security manager’s duties, approach used for managing access to the project site, methods that will be used for the management of drawings, specifications and other documentation, preventative measures to be taken if a security breach should occur.
(ii) Basis of Evaluation:
The Government will evaluate the Offeror’s proposed schedule and approach for, comprehension (meaning clear representation of primary construction activities), logic (meaning the order in which construction activities, based on the plans and specifications, should occur) and realism (meaning realistic / achievable durations). A logical, realistic schedule with an accompanying execution approach that indicates completion in the shortest duration which do not exceed the contract completion period noted above may be viewed as more favorable.
(1) Summary Schedule
In assessing the reasonableness of the proposed contract duration, the Government may take into account how well the proposed summary schedule supports the proposed duration. The Government will rate a proposed contract duration matching the maximum allowed contract duration as “Acceptable.” A proposed contract duration shorter than the maximum allowed duration may potentially receive a higher rating, provided it is realistic and its logic is deemed to be achievable. The Government will consider an unreasonably condensed contract duration, which places additional cost or schedule risk on the Government or which may create a risk of contract or performance failure, as a significant weakness depending upon the evaluators' judgment. Contract durations of at least 30 calendar days less than the maximum allowed duration stated in FAR Clause 52.211-10, may be considered an advantage. No advantage will be considered between proposals for differences less than 30 calendar days.
(2) Execution Approach
The Government will evaluate the Offeror’s execution approach to assess the Offeror’s understanding of the project requirements (i.e. scope & restrictions) which are necessary to successfully execute the proposed summary schedule. The Government will evaluate the Offeror's logic to execute the complete project within the proposed contract duration.
FACTOR 6 - SMALL BUSINESS UTILIZATION:
This Factor assesses both the historical achievements in utilizing small business concerns as subcontractors and proposed small business participation and commitment strategies.
(i) Solicitation Submittal Requirements:
(1) Achievements: All offerors shall provide a narrative (limited to two pages) to describe their achievements in supporting the Government’s policy to provide maximum practicable opportunities for small business (SB), veteran-owned small business (VOSB), service-disabled veteran-owned small business (SDVOSB), historically underutilized business zone (HUBZone) small business, small disadvantaged business (SDB), and women-owned small business (WOSB) concerns to participate as subcontractors consistent with efficient contract performance. In support of narrative submissions:
(a) All offerors shall submit small business subcontracting information associated with each project cited under the Experience Factor in the format provided in Attachment H, Small Business Subcontracting Record.
(b) Offerors representing as other than small businesses shall also provide copies of the most current individual subcontracting reports (ISRs) associated with each project cited under the Experience Factor if a small business subcontracting plan was required by the contract. If such projects were completed under specific task orders, provide ISRs for the overall contract. For cited projects with state and local government agencies, provide similar subcontracting performance reports if required by the contracts. When not specifically addressed in the ISR or similar report, offerors shall provide explanations for all instances of failures to meet dollar or percentage goals in individual subcontracting plans.
Notes:
The Government reserves the right to consider achievements information on other recent, relevant projects from all available sources.
Offerors utilizing achievements information of team members or key subcontractors shall clearly demonstrate how these companies will have meaningful involvement in the management of the subcontracting program for this acquisition. If not, such achievement information will not be considered under this factor. If the offeror is a new joint venture, partnership or other entity consisting of more than one comp responsib

SECTION 00700 - CONTRACT CLAUSES
The following have been added by full text:
52.216-4 ECONOMIC PRICE ADJUSTMENT--LABOR AND MATERIAL (JAN 2017)
(a) The Contractor shall notify the Contracting Officer if, at any time during contract performance, the rate of pay for labor (including fringe benefits) or the unit prices for material shown in the Schedule either increase or decrease.
The Contractor shall furnish this notice within 60 days after the increase or decrease, or within any additional period that the Contracting Officer may approve in writing, but not later than the date of final payment under this contract.
The notice shall include the Contractor's proposal for an adjustment in the contract unit prices to be negotiated under paragraph (b) of this clause, and shall include, in the form required by the Contracting Officer, supporting data explaining the cause, effective date, and amount of the increase or decrease and the amount of the Contractor's adjustment proposal.
(b) Promptly after the Contracting Officer receives the notice and data under paragraph (a) of this clause, the Contracting Officer and the Contractor shall negotiate a price adjustment in the contract unit prices and its effective date. However, the Contracting Officer may postpone the negotiations until an accumulation of increases and decreases in the labor rates (including fringe benefits) and unit prices of material shown in the Schedule results in an adjustment allowable under subparagraph (c)(3) of this clause. The Contracting Officer shall modify this contract (1) to include the price adjustment and its effective date and (2) to revise the labor rates (including fringe benefits) or unit prices of material as shown in the Schedule to reflect the increases or decreases resulting from the adjustment.
The Contractor shall continue performance pending agreement on, or determination of, any adjustment and its effective date.
(c) Any price adjustment under this clause is subject to the following limitations:
(1) Any adjustment shall be limited to the effect on unit prices of the increases or decreases in the rates of pay for labor (including fringe benefits) or unit prices for material shown in the Schedule. There shall be no adjustment for
(i) supplies or services for which the production cost is not affected by such changes, (ii) changes in rates or unit prices other than those shown in the Schedule, or (iii) changes in the quantities of labor or material used from those shown in the Schedule for each item.
(2) No upward adjustment shall apply to supplies or services that are required to be delivered or performed before the effective date of the adjustment, unless the Contractor's failure to deliver or perform according to the delivery schedule results from causes beyond the Contractor's control and without its fault or negligence, within the meaning of the Default clause.
(3) There shall be no adjustment for any change in rates of pay for labor (including fringe benefits) or unit prices for material which would not result in a net change of at least 3 percent of the then-current total contract price. This limitation shall not apply, however, if, after final delivery of all line items, either party requests an adjustment under paragraph (b) of this clause.
(4) The aggregate of the increases in any contract unit price made under this clause shall not exceed 10 percent of the original unit price. There is no percentage limitation on the amount of decreases that may be made under this clause.
(d) The Contracting Officer may examine the Contractor's books, records, and other supporting data relevant to the cost of labor (including fringe benefits) and material during all reasonable times until the end of 3 years after the date of final payment under this contract or the time periods specified in Subpart 4.7 of the Federal Acquisition Regulation (FAR), whichever is earlier.
