a) Section 09 97 13.27 EXTERIOR COATING OF STEEL STRUCTURES. Does this section refer to steel in an exterior space? Or does this refer to the exterior surface of steel shapes?

Response: Specification 09 97 13.27 applies to exterior steel structures such as the entrance canopy, exterior AGE canopy, POL canopies, etc.

b) Are exterior and exposed interior hangar steel surfaces considered to be separate paint systems? If not, what are the extents of interior exposed steel?

Response: Extent of interior exposed steel is all visible steel members inside the exterior skin/envelope of all facilities, including the steel framing inside the hangar doors.

c) Please provide locations of HVAC interior and non-weather exposed surfaces?

Response: Extent of HVAC interior steel is all visible steel members inside the exterior skin/envelope, including steel framing inside the hangar doors.

d) How many paint systems are anticipated for the structural steel and miscellaneous steel, including stairs?

Response: Answer depends upon the Contractor’s means and methods; refer to specifications.

e) Is it the expectation to sand blast the scope in question (a) above and prime coat with a zinc rich epoxy in the field? This would be quite costly, unproductive, and has some unique safety concerns under updated OSHA silicate requirements.

Response: We understand this question to be about the structural steel painting covered by Specification 09 97 13.27. If so, it will be acceptable to shop coat the exterior steel canopies covered by this specification, provided the completed steel structure is coated with the paint system that fully complies with the quality, appearance and performance required by this specification.

f) Cold formed Z & C shapes are coil coated before manufacturing into a specified shape. Please, specify coating requirements for cold formed structural framing.

Response: Cold formed steel members exposed to view inside the exterior skin/envelope of all facilities, including inside the hangar doors, require 09 90 00 3.13.2 paint just as the rest of the structure. An appropriate, spec required, compatible base/primer paint may be applied before manufacturing into a specified shape.

g) We would expect to see one of the following for the purposes of cost and schedule optimization:

i. A one coat direct-to-metal (DTM) universal primer that would be touched up in the field with additional attention paid to steel not hidden to view

ii. A two or three-coat shop applied system that would be touched up in the field with additional attention paid to steel not hidden to view.

iii. A shop applied system that would have the primer/intermediate coats touched up in the field and then the finish coat applied in the field for a uniform finish.

Response: This complex has several different types of facilities which require steel with different coatings depending upon the desired performance of the coating. For example, we note i. is used for interior steel not exposed to view; and we note iii. is used for interior steel that is exposed to view.

169. We received the amendment #0004 yesterday and appreciate the extension. However, because of the Memorial

Day holiday, this only allows us a (3) working day extension. We still have (77) RFI’s outstanding. Numerous subcontractors are still requesting more time to allow them to prepare their bids. We respectfully request an extension to Thursday, June 7.

Response: See Amendment 0005.

171. ENCLOSURE, DIVISION 07-Are there any blast performance requirements for Sections 07 41 13 METAL ROOF PANELS, 07 42 13 METAL WALL PANELS, 07 42 43 ALUMINUM COMPOSITE WALL PANELS, 07 42 63 FABRICATED WALL PANEL ASSEMBLIES, and 08 60 45 TRANSLUCENT FIBERGLASS

WALL PANELS?

Response: The metal panels specified were confirmed during design to comply with UFC 4-010-01.

172. ARCHITECTURAL, A-002-H AND SIM.-Partition types H1, H2 & L1 have 1 3/8" fiberglass reinforced panels. These panels are shown from floor to underside of the deck. Is it necessary to extend the Bullet resistant rating beyond eight or ten feet above the finish floor?

Response: Confirmed. Construct the bullet resistant enclosure as drawn and specified.

174. The mechanical insulation specification requires insulation to be provided for Aboveground Hot Pipe Lines:

Compressed Air Discharge. This piping is generally insulated for Personnel Protection where surface temperatures of the bare piping located near the compressors may exceed 105 degrees F. There is no clear distinction or Label on the drawings identifying the portion of the Compressed Air system as “Compressed Air Discharge”. The operating temperature for this system appears to be near ambient. There is approximately 4,000 lineal feet of aboveground Air piping on this project, most of which is hung at higher elevations.

Question: Is the intent to limit insulation of Aboveground Compressed Air Discharge piping to only that piping required for Personnel Protection (i.e. located below 8 feet AFF)?

Response: Air compressors provided have integral dryers with approximate SAT of 74°F. This temperature does not present a risk of personnel injury or forming condensation on the exterior surface of the pipe. No insulation is required for compressed air piping.

175. For the underground interceptor tank system (P-703-H), the sump has a requirement for two 35 gpm sump pumps. The recycle system can handle up to 30 gpm. If a high float is activated, it appears both pumps operate simultaneously. 70 gpm could potentially flood the equipment room. Shouldn't the operation be one pump or the other, not both pumps in unison on high float? Please confirm one pump is an inactive redundancy.

Response: Confirmed – one pump is redundant.

176. Specification section 22 00 00 states aboveground, sanitary waste and vent may be schedule 80 ABS plastic pipe and fittings. Schedule 80 is not available for ABS. Please confirm schedule 40 ABS pipe and fittings acceptable.

Response: Schedule 40 ABS is acceptable.

177. Specification Section 22 00 00 states aboveground, interior rainwater conductors may be schedule 80 DWV plastic pipe and fittings. Schedule 80 is not available for DWV. Please confirm schedule 40 DWV pipe and fittings are acceptable.

Response: Schedule 40 ABS is acceptable.

178. Reference specification 11 41 11 and drawing QF-102-H. Please indicate the required height for the walk-in coolers and freezers.

Response: Required height is 9'-6".

179. Reference specification 11 41 11 and drawings QF-102-H, EP-407-H. Please indicate whether the condensers for the walk-in coolers and freezers are 1-phase or 3-phase.

Response: Condensers for the walk-in coolers require 3-phase power.

180. Page 18 of specification 11 06 40.13 references walk-in units W1, W1b, W1c, W2, W2b, W2c. Please clarify which units these refer to. Are they meant to refer to the five walk-in units with item numbers 1,4,7,12,15? If so, please clarify which specifications are to be used. The descriptions in 11 06 40.13 are different than the descriptions in 11 41 11. For example, 11 41 11 asks for strip curtains, while 11 06 40.13 asks for polyester reinforced swinging doors.

Response: Use 11 41 11 specifications.

181. Detail A3 on M-502-H states that condensate drain on the natural gas system can be CPVC or Stainless Steel.

There is no specification for this condensate drain clarifying the pipe type, schedule thickness, joint type, etc.

Please provide us with a Specification Section.

Response: CPVC: Pipe and fittings shall be manufactured as a system, be the product of one manufacturer and be manufactured in the United States. All pipe, fittings, and solvent cement shall be supplied together as a system. Pipe and fittings shall conform to the National Sanitation Foundation Standard (NSF) 14. Special drainage systems for corrosive chemical or acid waste shall be manufactured by CPVC Type IV, Grade I, ASTM Cell Class 23447. All system components shall be certified by NSF International for use in chemical waste drainage systems and bear the mark NSF-cw. All system piping shall be Schedule 40 CPVC produced to the dimensional requirements of ASTM F 2618 and the manufacturer’s specifications. All pipe and fittings shall be CPVC drainage patterns meeting the requirements of ASTM F 2618 and the manufacturer’s specifications, as applicable. Stainless Steel:

Tubing – comply with ASTM A 269, Type 316. Fittings – Comply with ASTM A 815/A 815M, Type 316, Grade WP-S. Provide dielectric fittings when joining any two dissimilar pipe materials.

182. Reference detail C4/A-521-F. Confirm that the steel shape across the 8" cold formed stud separating the 2 different wall panel types is not continuous.

Response: Steel member not needed. Provide continuous stud; frame around any opening as required.

183. Reference Note D on A-002-H. Since the DL top track is detailed as slotted and there will be a screwed connection at each stud, can the horizontal spacer bar be eliminated?

Response: Provide the horizontal spacer bar as noted.

184. WH-1 is noted on the Plumbing Equipment Schedule on P-703-H, but no product data was included. Please clarify the basis of design WH-1 or remove WH-1 from the schedule.

Response: WH-I is a Wall Hydrant, Woodford, Model B65, ¾” size, with single check vacuum breaker, flush mounted wall box with hinged door, ¾” male hose thread, and approved under ASSE Standard 1011.

185. FM403-P states the canopy columns are included in Bid Option 3. Please clarify if any of the piping shown on FM403-P should be included in Bid Option 3 or if all piping shown on FM403-P is included in the base.

Response: All fuel piping depicted on sheet FM403-P shall be included in the base bid.

186. Reference specification section 41 50 00.06. The vertical carousels will have a mixture of single tier carriers requiring approximately 17” of usable height, two-level multiple tier 17” useable height carriers split in half equating to about 8” usable height/tier, three-level multiple tier 17” useable height carriers split into thirds which yield about 5” usable height/tier. Despite the variance in useable height among the tiered carrier configurations, it appears all carriers regardless of the number of tiers per carrier require a minimum of 250lbs minimum per tier.

This 250lbs minimum seems excessive and inconsistent; three-level tier carriers usually handle low profile and lighter weight inventory; two-level tier carriers store medium sized and weight inventory, versus single tier carriers that usually accommodate larger and heavier inventory. For example, there would be a cost savings if the two-level and three-level tier carriers only required a minimum of 200lbs/tier and more savings at 150lbs/tier. Therefore, please clarify the minimum weight capacity needed per tier, and if 200lbs/tier and/or 150lbs/tier would be acceptable for the two-level and three-level tier carriers.

Response: Each tier shall have a capacity of 250 pounds as specified.

187. Drawing S-022-H shows a layout diagram for Tripod Jacks, Axle Jacks, and Vertical Nose Gear. Please confirm this diagram is for structural loading purposes only and we are not to include any jack equipment.

Response: Confirmed.

188. The perennials, Groundcovers, and Grasses located on L-301 are specified at 3-gallon containers. Typically, these plants are specified at a one-gallon size. Please confirm the desire to have 3-gallon sizing on these plants.

Response: One-gallon containers are acceptable in lieu of 3-gallon containers for this material. The total required gallons shall remain the same.

189. The mitigation plant schedule on LD501 shows evergreen trees to have a 1-1/2" caliper size. Evergreen trees are typically not specified via caliper size. Please provide the heights of these trees.

Response: Evergreen trees as shown on Mitigation Plant Schedule shall be min. 6-7’ height.

190. The site tree schedule on L-300 shows the Serviceberry and White Fringe Tree being specified having both a three-stem minimum and a 2-1/2" caliper size. Please indicate if all three stems must be 2-1/2" caliper and provide the desired height of these trees.

Response: For multi-stemmed trees, the caliper shown is equal to one-half of the total calipers of the three largest trunks per the American Standards for Nursery Stock.

191. Specification section 03 30 00 - 3.9.1.7 describes polished concrete at "Use on slabs in Rooms Q12 COMBS Warehouse and V22 Conditioned Warehouse." However, the finish schedule does not indicate polished concrete at the V22 Conditioned Warehouse. Please confirm polished concrete should be provided at Room V22 per the specifications.

Response: Confirmed. Provide polished concrete per the specifications.

192. Specification Section 23 64 26 - 2.14.1 states drain and make-up water piping is specified in Section 22 00 00;

however, this information is missing from Table 1 in Specification Section 22 00 00 as it relates to cold condensate drains or flue vent condensate drains. Please provide an updated table with the specified pipe material, thickness, joint types, etc.

Response: Cold condensate drain shall be copper drainage tube (DWV), ASTM B306, with wrought-copper fittings and solder joints, ASME B16.22. Make-up water piping shall be installed according to Service A shown in Table II upstream of the RPZBP, and the same material as the associated hydronic system downstream of the RPZBP. Boiler flue vent condensate drains shall be stainless steel, as shown on M-604-H. Refer to RFI 181 for required stainless steel piping specification.

193. Table I in Specification Section 22 00 00 - 3.12 calls for Industrial Waste Pipe to be high-silicon cast iron pipe.

The manufacturer of this pipe is no longer in business. We suggest using Schedule 80 PVC pipe for 8" and larger and for pipe 6" and small we suggest polypropylene. Please confirm our suggestions are acceptable for the IW systems in lieu of the specified high-silicon cast iron pipe.

Response: Provide Schedule 80 PVC pipe (ASTM D 1784) and fittings (ASTM D 2467) for all sizes of Industrial Waste unless previously noted otherwise, e.g. wash bay double contain piping, etc.”

194. FM003-P as well as Detail A1 on FM510-P show the new transfer line tapping into the existing 8" CC. This tee creates a potential leak point. The notations on FM003-P show this to be an underground tap. Please confirm the tap should be located in a large pit which may include the New Transfer Isolation Valve Pit. If this tap occurs in a pit, please clarify if a sump pump is needed to pump fuel out in the event of a leak as well as any electrical requirements this pump may have.

Response: The new transfer line tie-in point shall be a buried, welded tee as shown on the drawings and not located in a fuel pit. The welded connections shall be installed and tested in accordance with UFGS 33 52 43.13 Aviation Fuel Piping. The new transfer isolation valve pit shall be installed with a manual pump out connection as shown in details C3/FM510-P and C1/FM510-P.

195. On Drawing EA001 in Volume 1B the Legend contains the symbol for Light Base with Blank Cover. Please clarify whether this symbol applies.

Response: Yes, this symbol applies. An example of one is on Sheet EA102 located in drawing zone 4D between Taxiway 'W5T' and Taxiway 'W'.

196. On Drawing EA001 in Volume 1B the Legend contains the Symbol “P” New Pull Can, however the "P" symbol does not seem to appear on any of the Volume 1B EA drawings. Please clarify whether this symbol applies.

Response: Yes, this symbol applies. An example of one is on Sheet EA305 located in drawing zone 4B with a detail call-out to A3/EA502 pointing to it.

197. On Drawing EA607 in Volume 1B, Detail C2 calls for an L-868 12” Dia. Deep Base. Typically, this application requires an L-867 12” Dia. Deep Base. Please confirm whether the L-868 is correct.

Response: See RFI #84 response.

198. Specification Section 21 30 00 - 1.7.1 states the Fire Protection Specialist can be NICET Level IV, but 01 45

00.00 20 - 1.5.8 states it must be a registered PE. Please confirm a registered PE is required for this Project.

Response: Response: The Registered Fire Protection Engineer (FPE) identified in Section 01 45 00.00 20, paragraph 1.5.8 is a member of the Contractor’s Quality Control (CQC) Team and shall be the same person as the Fire Protection Specialist defined in 21 13 13.00 10. Please refer to the response to RFI
