216. FF&E, FF&E PACKAGE-The Comprehensive Interior Design FF&E Package Electronic Bid Solicitation set of documents drawing Q-601-H Indicates Warehouse Equipment Schedule - Bid Option 4; Audio Visual Equipment Schedule - Bid Option 6; FF&E Equipment Schedule - Bid Option 8 and FF&E O&M Schedule - Bid Option 8. Drawing Q-100-H note B states refer to specification section 01 30 00 for contractor’s scope of work regarding FF&E. Specification 01 30 00 paragraph 1.13.2 states "The government will provide separate funding for procurement and installation of the FF&E package. Construction funds will not be used. Upon receipt of required funding, the prime contractor shall be authorized by the contracting officer, as a planned modification to the construction contract, to procure and install all final FF&E using federal government price schedules. CLIN 9 (Option 8) appears to be the only CLIN for the FF&E. Please confirm all work noted on the comprehensive interior design FF&E package is part of CLIN 9 (option 8) even though other CLIN's are mentioned on Q-601-H?

Response: No, assumption is incorrect. The Bid/Price Schedule, Drawings and Specs identify which items are covered under which CLIN. It is important to place the costs of each item in the correct category so that independent funding sources may cover the costs of various item categories.

223. CONTRACTUAL, PAGE 41 OF 58 OF SOLICITATION -At $123,450/day the liquidated damages are a significant risk factor on this project. In addition to its being a major underwriting issue for the Offerors, many subcontractors and small businesses are expressing concern, and may not bid the project with potential exposure to damages at this level. This value is much higher than we typically see on projects of similar mission critical importance. The high value could also potentially become a factor in the relationship between all parties to the contract and distract from the mission of completing on time. Please consider reducing this amount to 10% of the current value.

Response: See RFI # 78 response.

258. CIVIL, CU126- Plan sheet CU 126, note 76 calls for a short jack and bore under an existing pump station driveway, however profile on sheet CU204 does not show the boring. Is the boring necessary or can the driveway be open cut and repaired?

Response: Open cutting is acceptable.

300. Please advise if excess top soil can be exchanged with onsite fill within a designated area. This could prevent importing additional fill material for surcharge requirements.

Response: Top soil material can be spoiled within the borrow pit areas located on sheets CE171 and CE172 or in non-structural locations within the project limits of disturbance. Material shall be compacted in accordance with the specifications.

358. Article 1.5e in Section 31 23 00 indicates " Borrow material, suitable backfill and bedding material in the quantities required is not available on Government property. CLIN 0013 - Option #12 Additional Off-Base Fill Material provides for unit pricing to haul additional fill material from outside of the Joint Base Andrews installation in lieu of using excess fill material from the Taxiway Whiskey Project. Please clarify the following:

a. Please clarify the excess fill material from Taxiway Whiskey Project reference in CLIN 0013 is the material in the borrow areas referenced by Note 22 on Drawings GC100.

Response: The borrow areas on Note 22 on Drawing GC100 do not relate to the CLIN 0013- Option #12. Option #12 states “Haul additional fill material from outside of the Joint Base

Andrews installation in lieu of using excess fill material from the Taxiway Whiskey Project.” The fill material in the base bid would come from the adjacent Taxiway Whiskey Project, and the option is to acquire this material from an off installation borrow pit not provided by the government.

b. Please verify that it is the Government's intent to pay for additional fill required beyond that available from the onsite borrow areas identified by Note 22 on Drawing GC100 which must be brought in from outside of Joint Base Andrews utilizing the Unit Pricing identified in CLIN 0013 in addition to the Lump Sum price in CLIN 0001.

Response: The intent is for the Government to pay the difference in cost for the hauling in material off of JBA installation property fill per the quantity provided in the bid option if the quantity of material is not provided from the concurrent Taxiway Whiskey project by others.

c. Attachment 30 of the RFP provided information on JADOC Borrow Pits labeled Stockpiles 1, 2, and 3.

Only two borrow areas are identified on drawing GC100. Please clarify if Stockpile 3 identified on the Attachment 30 is available for use on the Hanger 21 Project.

Response: Stockpile 1 and 3 from the JADOC borrow pits are indicated on sheet CE171, and are for use on this project. Stockpile 2 from the JADOC borrow pits attachment is not available for use and is not illustrated on the Hangar 21 documents as a borrow pit. Contractor would be responsible for complying with the permitted JADOC borrow pit documents for stockpile 1 and 3.

365. Per COMAR all new UST sites in Maryland shall have double walled piping, including Federal property.

Currently, Stainless Steel single walled welded pipe is indicated in the specifications for this Project (and restated in RFI #101). This doesn't meet the double walled piping requirement. Even with the directional boring casing, it doesn't meet the double walled requirements. We believe 40 CFR 280.252 allows for single walled piping for field constructed tanks over 50,000 gallons; however, these are pre-manufactured aviation fuel tanks.

Please specify Maryland (COMAR) approved piping for this project. This site shall also require sumps throughout the piping and fall back to the tank or a sump monitored with sump sensors. Based on the composite and size of the piping we suggest Perma- Pipe or equal. This manufacture can provide double walled stainless-steel piping coated with fiberglass on the secondary. This option is pre-engineered piping and we request more time to provide accurate pipe pricing.

Response: Refer to response to RFI #101.

375. EARTHWORK, 312300.0020-What is the quantity of fil material available from the on base borrow site?

Response: Contractor shall use the construction documents to determine the available fill from the borrow sites indicated on CE171 and CE172. The contractor shall reference the JADOC Borrow pit documents included as an attachment in the solicitation to determine the available fill from borrow pits 1 & 3. Contractor shall assume receiving a quantity of fill material from the adjacent Taxiway Whiskey Phase 2 project per bid option #12.

381. Bid Option #14 – Removal of Existing Fuel Pipe states to remove existing fuel pipe across extents of site.

a. Exactly what determines the extents of the site? Dwg. CD100 indicates the existing fuel line to extend

North beyond the limits of what is shown on Dwg. CD104 and extend East beyond what is shown on Dwg. CD114. It is unknown how far the fuel line extends to the East. Since the abandoned lines are to be filled with lean concrete, it is necessary to determine the extent of the piping to be abandoned in order to provide a legitimate bid for this item.

Response: The fuel lines outside of the limits of work should not be considered as part of the scope of work for this project. The fuel line shall be capped at the edge of the limits of work as part of bid option 14.

b. The CD series drawings indicate portions of the existing fuel line crosshatched. Per the sheet legend on

Dwg. CD101, the hatched line appears to indicate that this portion of the pipe is to be removed. The remainder of the un-crosshatched pipe would be abandoned. Please confirm the requirement for the crosshatched piping.

Response: The lines indicated with a crosshatch are to be removed per Bid Option 14.

c. Is the existing fuel line currently active & in use?

Response: The fuel line was abandoned in a previous project. See attachment of base records indicating the line has been abandoned and slurry filled.

d. Has this line been drained previously or is it anticipated to be full of fuel?

Response: The previous fuel line abandonment project scope of work included draining fuel from the pipe as part of the abandonment. Contractor shall use caution when removing the pipe in case residual fuel is remaining. Any fuel left in the line would be treated as an unforeseen condition.

e. Can the collected remaining fuel in the existing line be returned to the site fuel farm & filtered thru the existing filters & returned to the storage tanks?

Response: The abandoned fuel line should not contain fuel due to previous abandonment project. See response to item “d” above.

f. Are locations of shutoff valves & low point drains for this line known?

Response: Locations of shutoff valves and low points are not known for this abandoned fuel line. See attachment showing base records of the abandoned fuel line that was slurry filled.

g. What is the diameter of the pipe?

Response: See attachment of base records. Records indicated 2-4”. RFI 381 Attachment- Base Utility Records.

384. Specification 33 52 43.13 Section 2.1.4 refers to protective coating for Buried Steel Piping. This section does not distinguish between carbon steel or stainless-steel pipe. Please confirm if the underground stainless-steel fuel piping requires protective coating per this spec. If the SS pipe is required to be coated, please advise which specification applies to the repair of shop applied coating and coating of fittings and transverse weld joints.

Response: Refer to responses to RFI’s 376, 377, 378.

385. Bid Option 14 asks the Contractor to remove existing jet fuel and piping from the site. CD100 shows a JP line going plan NW of CD105, West along the top of CD101, and North of CD101.

a. Since this line is shown outside of CD101 through CD117, please confirm we are not responsible for draining and filling this abandoned line with concrete, because this is outside the limits of the defined Project area. If we are responsible, please define a North most point of the JP line to be abandoned.

Response: Refer to response to RFI #381.

b. Please clarify the diameter of the existing JP line to help us determine how much concrete is needed to fill the abandoned line and how much fuel needs to be removed.

c. Please confirm our assumption that the existing JP line to be removed/abandoned is completely full with jet fuel.

d. Please confirm if the collected remaining fuel in the existing line can be returned to the site fuel farm, filtered through the existing filters and returned to the storage tanks.

e. Please clarify where existing shutoff valves and low point drains are for this existing line.

386. Bid Option 14 asks the Contractor to remove existing jet fuel and piping from the site. CD100 shows a JP line going plan East of CD114.

a. Since this line is shown outside of CD101 through CD117, please confirm we are not responsible for draining and filling this abandoned line with concrete because this is outside the limits of the defined Project area. If we are responsible, please define an East most point of the JP line to be abandoned.

Response: Refer to response to RFI #381.

b. Please clarify the diameter of the existing JP line to help us determine how much concrete is needed to fill the abandoned line and how much fuel needs to be removed.

Response: Refer to response to RFI #381.

c. Please confirm our assumption that the existing JP line to be removed/abandoned is completely full with jet fuel.

Response: Refer to response to RFI #381.

d. Please confirm if the collected remaining fuel in the existing line be returned to the site fuel farm, filtered through the existing filters and returned to the storage tanks.

Response: Refer to response to RFI #381.

e. Please clarify where existing shutoff valves and low point drains are for this existing line.

387. Specification Section 213000-2.7.1 states “Controllers and transfer switches shall have a short circuit rating of 200,000 amps, r.m.s. symmetrical at 480 volts a.c. as indicated.” The industry standard is 100,000, and most installations do not come close to utilizing 100,000 amps. In addition, there appears to be only (1) UL/FM controller manufacturer that is even capable of meeting the 200,000 requirements. Please review and state which rating is required.

Response: It is acceptable to reduce the short circuit rating to 100,000 amps.

388. CIVIL, AMENDMENT 5-Response to RFI #281 states “See RFI #258 response” There is no RFI #258. (See page 16 of 29 of Amendment 5). Please provide a response to RFI #281.

Response: Response will be provided under RFI 258.

389. SURCHARGE, 31 23 00.00 20 PG 12-Specification 31 23 00.00 20 Excavation and Fill, Paragraph 3.4.1.2 states "In addition, the contractor shall surcharge the hangar slab with five feet of satisfactory material as outlined in Section 3.4.1.1 for a minimum of two-months. At the two-month time frame the test pile program shall begin in accordance with Specification 31.63.16." Is the hangar required to meet the 90% consolidation noted in 3.4.1.1?

Response: For the two-month surcharge located at the Hangar 21 pad, the 90% consolidation requirement noted in 3.4.1.1 does not apply. After two-months the pile load testing shall commence independently of the consolidation that has been achieved.

390. SURCHARGE, 31 23 00.00 20 PG 12-Specification 31 23 00.00 20 Excavation and Fill, Paragraph 3.4.1.1 states "The Contractors geotechnical engineer shall monitor the surcharge area until 90% consolidation even if it exceeds the approximate six-month time period at no additional cost to the government. Each month, the contractors geotechnical engineer shall provide a certified report noting the consolidation process and provide an estimated time to reach the 90% consolidation requirement." Please provide the consolidation test data and calculations that were used to calculate the estimated 6 months’ time.

Response: Consolidation Testing information has been included for the consolidation calculations – see attached documents: RFI 390 Consolidation Test Results Boring 2, RFI-390 Consolidation Test Results Boring 55 and RFI-390 Consolidation Test Results Prelim Study.

391. At the two-month time frame the test pile program shall begin in accordance with Specification 31.63.16." Will the contractor be permitted to start production piles as well as pile caps immediately after acceptance of the test piles? if not, - please clarify the restrictions.

Response: Yes, the contractor will be permitted to start production piles and pile caps after acceptance of the test piles. If the test piles indicate extension of the auger cast pile is required, the contractor will receive acceptance of the test piles after Bid option #11 has been awarded.

392. DEWATERING, 31 23 00.00 20 PG 9-Specification 31 23 00.00 20 Excavation and fill, paragraph 3.1.2.2 states "while the excavation is open, the water level shall be maintained continuously, at least 3 feet below the working level”. The north and south detention facilities along with the 70.000-gallon fuel tank foundations are below the water table and within close proximity to the hangar/Airfield support facilities surcharge. Will the contractor be permitted to draw down the water in these areas as required to construct the facilities without disruption to the Surcharge areas either prior to surcharge or after surcharge?

Response: Dewatering of the area located at the proposed location of the 70,000-gallon fuel tanks may occur at any time.

393. DEWATERING, CG505-Drawing CG505 shows an 84" diameter corrugated solid pipe field. Drawing CG209 profile H-0 to H-3 shows the invert of the pipe at 241.76. This elevation is at least 3' below the water table. Is the design shown able to withstand the uplift without pouring a hold down pad?

Response: A perforated pipe system will be added to the documents to control the ground water elevation if it exceeds the elevations determined in the Geotechnical report. See attached documents for the perforated pipe system location.

394. FUELING SYSTEM, 33 52 43.13-Spec 33 52 43.13 Section 2.1.4 refers to protective coating for Buried Steel Piping. This section does not distinguish between carbon steel or stainless-steel pipe. Does the underground stainless-steel fuel piping require protective coating per this spec? Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.

Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or "UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the "SU" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination.
