Response: Contractor is responsible to coordinate with Washington Gas and the price for the scope of work is to be included in the proposal.

54. Amendment 1 page 10 states the following:

“Along with each team’s Phase II Proposal, each offeror will submit this complete list along with a certification for each company signed on company letterhead, by the executive in responsible charge, certifying that all electronic and hard copies of the construction documents were handled in accordance with Executive Order 13556, Controlled Unclassified Information and DODM 5200.01V4, DOD Information Security Program: Controlled Unclassified Information (CUI) and that all electronic and hard copies of the construction documents were properly and completely destroyed.”

As discussed at the pre-bid meeting it is unrealistic for all contractor and subcontractors to destroy the documents and certify such along with the Phase II Proposals as the documents will be in use right up to the time of submittal. Also in the event of a Best and Final event these documents will be required. Please revise the requirement to require certification that the documents will be properly destroyed in the event the contractor or subcontractor is not selected for the project.

Response: The Offeror is to acknowledge in writing that they will destroy construction documents upon contract officer request. For the awarded Offeror, destruction would occur per the construction documents, 5 years after construction completion. For other Offerors, destruction would be upon notice of non-award.

"Along with each team's Phase II Proposal, each offeror will submit this complete list along with a certification for each company signed on company letterhead, by the executive in responsible charge, certifying that all electronic and hard copies of the construction documents were handled in accordance with Executive Order 13556, Controlled Unclassified Information and DODM 5200.01V4, DOD Information Security Program: Controlled Unclassified Information (CUI) and that all electronic and hard copies of the construction documents will be properly and completely destroyed upon subsequent request for such by the Contracting Officer. Within 30 days of such request, each offeror will submit this complete list along with a certification for each company signed on company letterhead, by the executive in responsible charge, certifying that all electronic and hard copies of the construction documents were handled in accordance with Executive Order 13556, Controlled Unclassified Information and DODM 5200.01V4, DOD Information Security Program: Controlled Unclassified Information (CUI) and that all electronic and hard copies of the construction documents were properly and completely destroyed."

58. ENVIRONMENTAL, 017419-Please confirm that the government will be considered the generator of any existing hazardous waste encountered on the site and will sign all manifests.

Response: Confirmed, the government will sign manifests.

61. TECHNICAL CONTENT, FACTOR 5, PAGE 7 OF AMENDMENT 1-The requirements for the submitted CPM schedule under FACTOR 5 – SCHEDULE & EXECUTION APPROACH for the Phase II of the solicitation states: “In the schedule the offeror shall provide no more than 100 items of critical path activities, milestones, durations, and other important activities for these items”. Please confirm that the summary schedule is limited to 100 line items.

Response: Confirmed, no more than 100 items.

63. TECHNICAL CONTENT, AMENDMENT 01 PAGE 10-The document handling requirements state that ""Along with each team's Phase II proposal, each offeror will submit [a list of every company (subcontractor) to which they distribute the construction documents], along with certification for each company signed on company letterhead.... that all electronic and hard copies of the construction documents were handled in accordance with Executive Order 13556... and that all electronic hard copies of the construction documents were properly and completely destroyed.""

Response: see RFI 64’s response.

64. Can NAVFAC please confirm the following:

1. At time of bid, it is not NAVFAC's expectation that all documents are to be certified as destroyed, but instead that the bidding documents were handled in accordance with the provisions identified on pages 10 and 11 of Amendment 001.

Response: See response 54. It is NAVFAC's expectation that the Offerors will provide a letter certification of the intent to comply with the request.

2. It would be acceptable for Offerors to provide executed Non Disclosure and Document Handling Affidavit signed by each subcontractor's executive responsible in charge, certifying that a letter, confirming destruction on company letterhead, will be provided to the Offeror for submission to the Navy once an award has been made.

Response: See response 54. It is NAVFAC's expectation that the Offerors will provide a letter certification of the intent to comply with the request.

3. The NDA referenced in line item 2 above does not need to be on company letterhead.

Response: NDA should be on company letterhead, but can be received electronically.

4. The verification of Document Handling documents outlined are to be included in the Offeror's Phase II Price submission. "

Response: Provide letter certification of the intent to comply with the Document Handling procedures with the Phase II submission.

67. FIRE PROT, 21 13 20-Spec 21 13 20 requires hot-dipped galvanized pipe downstream of the flow control deluge valve for the foam/water solution which will be 3%. Will manufacturer's galvanized pipe with cad plated fasteners be acceptable in lieu of hot-dipped galvanizing for the 3% foam/water solution?

Response: No, the proposed substitution does not meet the UFC or the Contract Documents and is not an acceptable substitution.

82. Do the translucent panels described in specification 086045 need to be reinforced to design to UFC 4-010-01 blast loads or just standard wind loading? The translucent wall units appear to be located about the Hangar which is typically a low occupancy classification that does not require blast load design for translucent panels.

a. Please clarify if any translucent panels need to be reinforced to blast load designed to UFC 4-010- 01 and if so, what is the psi blast load?

Response: Translucent panels are not required to comply with Standard 10 of the stated UFC. Structural framing members supporting the panels have been provided and were checked to perform adequately.

b. If blast loading is required, please clarify if only the frames are to be designed to these loads and the panels are allowed to disengage.

Response: Translucent panels are not required to comply with Standard 10 of the stated UFC. Structural framing members supporting the panels have been provided and were checked to perform adequately.

83. Reference drawings SF217-H thru SF220-H. Multiple types of members are noted as typical for the un-identified members. Please clarify how the un-identified members should be identified with multiple choices available.

Response: Refer to response to RFI #74.

84. Reference drawing EA607. Detail C2 calls for an L-868 12” Diameter Deep Base. Typically, this application requires an L-867 12” Diameter Deep Base. Could you confirm the L-868 is correct?

Response: The base cans are correct as L-868 load bearing base cans.

85. Detail C3 on S-308-P shows the framing for some of the pipe supports for the fuel lines. The chart on S-102-P indicates to see the Fueling Dwgs for the elevations. There doesn't appear to be any clearly marked elevations showing the required height of the supports (FM-402-P). Please clarify heights of supports indicated to see Fueling Dwgs.

Response: The pipe centerline elevations are defined in the pipe support schedule on sheet FM601-P.

Between the pipe centerline elevations and the dimensions outlined in the details on the structural sheets, the supports are fully defined.

86. Reference drawings S-101-F and S-304-F. There are two W10x33 columns indicated on the plan for the Fire Pump House, but there doesn't appear to be any base plate detail for this size column. Please clarify.

Response: See W10X33 base plate detail on sheet S-304-P.

87. Part 2.4.2 in section 08 60 45 states that the translucent fiberglass wall panels are to be 4" thick, have a u-factor of 0.15, and have a light transmission of 17% with crystal/crystal color. Is it acceptable to provide 2-3/4" thick panels with a u-factor of 0.14, and a light transmission of 14% to cut costs?

Response: Provide the 4” thick panels as required in the contract documents. Thickness is based upon multiple design and detailing factors.

88. Part 2.5.J of section 08 60 45 states to refer to section 09 06 00 for translucent fiberglass panel finishes, and to provide a corrosion resistant anodized finish. Is a custom corrosion resistant finish with fluoropolymer resins that matches the MTLC CMX Silver color listed in section 090600, and complies with AAMA 2604 acceptable?

Response: The proposed finish is acceptable as long as the performance of the proposed finish matches the specified corrosion resistant anodized finish.

89. Part 1.1 of section 08 60 45 indicates that the translucent fiberglass wall panels must meet the requirements of UFC 4-010-01. The frame blast loads indicated in 2.5.L are for glazing only. Please provide either the standoff distance and blast weight, or blast pressure and impulse.

Response: Translucent panels are not required to comply with Standard 10 of the stated UFC. Structural framing members supporting the panels have been provided and were checked to perform adequately.

90. Security drawings have been issued for a number of Volumes, however no Div. 28 security specifications were issued. Please clarify whether the GC is responsible for security cabling, equipment, devices, etc. or if only rough-in for security systems will be required. (Intrusion detection, access control, CCTV)
