Response: The contractors shall proceed with the two 84” CMP system.

451. Specification 32 11 23.23 describes open graded material (OGM) stabilized with cement. Drawings CP501 show OGM surrounding the drainage pipe. Please advise if this condition can be replaced with Rapid Drainage Material (RDM) for more effective drainage at any or all of the following conditions;

a. A1/CP501 - Under bituminous pavement

b. A3/CP501 - Under PCC pavement

c. A4/CP501 - Under turf areas Response: Rapid Drainage Material cannot replace OGM. Provide as shown on the contract documents.

455. The architectural louver schedule for the POL filter house says L-2 should be 4'-8" x 3'-0", however, the mechanical louver schedule says L-2 should be 5'-4" x 3'-0". Please clarify the correct louver size.

Response: 5'-4" x 3'-0" is the correct louver size.

456. ELECTRICAL, ES101, ES105, ES107-There are no electrical connections to the motorized cantilevered gate please provide electrical drawings for these motorized systems.

Response: The gates ES101 at San Antonio Boulevard is an existing gate and no gate is proposed on ES105. See Volume 3 sheet E-113-E for gate on ES107.

457. MECHANICAL, M702-H-Various equipment schedules state "Basis of Design or Approved Equal". We assume that the intent is if a manufacturer meets the associated specification requirements that they will be approved.

Response: Refer to Specification Section 01 33 00 Paragraph 1.2.4 for interpreting “or approved equal” references.

458. FIRE PROTECTION, 211322-Please indicate which foam system is to be used: Deluge system (open heads) with foam inductor and atmospheric tank OR dry-pipe/pre-action valve assembly (closed heads) with ratio flow controller and a bladder tank. Note that inductors are used on deluge systems only (not closed head systems).

Note that a ratio controller is used with bladder tanks (not with atmospheric storage tanks).

Response: The NAVFAC Fire Protection Engineer is directing that the AFFF system in the hazmat building will be a wet pipe system.

459. FIRE PROTECTION, 211322-If the foam system is to employ closed heads, please verify if it is to be a dry pipe system OR a pre-action system.

Response: The NAVFAC Fire Protection Engineer is directing that the AFFF system in the hazmat building will be a wet pipe system.

460. FIRE PROTECTION, 211322-Please specify the type of 3% AFFF form to be used: Mil spec OR alcohol-resistant foam. If this room only requires a 5% AFFF to protect hydrocarbons (no-miscible), the 3% AFFF Mil spec could be utilized. If it requires an alcohol resistant (AR-AFFF) foam concentrate, the 3% AFFF Mil spec referenced can't be used. There is no Mil Spec foam concentrate that is alcohol resistant.

Response: 3% AFFF Mil Spec foam will be used in accordance with UFC 3-600-01 requirements.

461. FIRE PROTECTION, 211313-Part 2.5.1 specs piping to be “A-53 Type F”. We assume “Type E” (Electric

Resistance Welded or ERW) will be acceptable for piping 4" and larger. Please verify.

Response: UFC 3-600-01 Change 2 (dated March 2018) no longer prohibits electric resistance welded pipe. Therefore, Type E will be acceptable for piping 4” and larger. In Specification Section 21 13 13.00 10 Paragraph 2.5.1.1, delete the second sentence and revise the first sentence as follows: Except as modified herein, piping shall be black steel as permitted by NFPA 13 and shall conform to applicable provisions of ASTM A53/A53M, ASTM A153/A135M, or ASTM A795/A795M.

462. FUELING SYSTEM, 330150-We assume this spec refers to cleaning the newly installed aviation fuel tanks.

However, Part 3.3.1 refers to "scraping…until all loosely adhering rust and scale have been removed." Please verify this spec is for the newly installed aviation fuel tanks after system flushing. If this is incorrect, please indicate the size and location of tanks to be cleaned.

Response: Specification 33 01 50.01 is intended for the cleaning of the new aviation fuel system after system flushing.

463. PLUMBING, P-101-H-We assume that cathodic protection is not required for the under-slab water and air piping which connect to the utility pits. Please verify.

Response: Provide corrosion protection in accordance with Section 22 00 00 Paragraph 3.1.5 Corrosion Protection for Buried Pipe and Fittings.

464. CIVIL - SITE UTILITIES, C-002-Under the General Terrapin Utility Services (TUS) Notes, note 2, it says, “THE PREFERRED PROCESS FOR CONNECTING FACILITIES IS TO REQUEST THAT THE UTILITY

OWNER INSTALL THE REQUIRED CONNECTING FACILITIES, UP TO A POINT OF DEMARCATION

TO BE IDENTIFIED BY THE GOVERNMENT, AS A CONNECTION CHARGE. HOWEVER, IF A

CONNECTION CHARGE CANNOT BE NEGOTIATED, WORK MAY BE ACCOMPLISHED BY THE

PRIME CONTRACTOR AND LATER CONNECTED TO THE UTILITY OWNER'S SYSTEM, PROVIDED

THAT THE UTILITY OWNER'S CONNECTION CRITERIA, AS SET FORTH IN THEIR UTILITY

SERVICES CONTRACT WITH THE GOVERNMENT, ARE MET.” It not clear if TUS is to install the utilities up to the point of demarcation or if the prime contractor is responsible for this work. Please clarify. Has a connection charge been negotiated?"

Response: The contractor shall coordinate with TUS for the costs. TUS can either install all the utilities up to the point of demarcation or provide inspection and connection services if the contractor installs the lines. TUS must be contacted by the contractor as TUS is the owner of the system.

465. PLUMBING, P-105-H-Utility pit UP402 and UP501 are located in slab areas which are 36" thick. We assume the air piping and water piping serving these pits will be routed below the concrete. Please verify.

Response: Correct - all utilities serving the utility pits shall be routed below the concrete slab and supported in accordance with the details shown on Sheets S-030-H and S-031-H.

466. MECHANICAL, 230200-Part 2.2 lists the pit box as being welded coated steel. Will fiberglass boxes be acceptable?

Response: Fiberglass is not acceptable. Provide utility pit construction in conformance with Section 23 02 00 Paragraph 2.2 General Pit Requirements.

467. CIVIL - WATER TANKS, V5, F-501-F, S-102-F-In Volume 5, drawings S-102-F and F-501-F, the water tank foundations are shown, but there are no details of the tanks above the foundation connections. Please provide tank details showing plan view and elevations with pipe sizing, locations, and connections.

Response: The pipe sizing is included on sheet F-501-F. Altitude valve and riser piping for tank fill will be revised from 10 inches to 4 inches. The performance requirements for the connections and elevations are included within the specifications. Details of the specific connection locations and elevations will be determined by the tank manufacturer selected by the contractor and shall be included within the shop drawing submittals.

468. CIVIL - SITE UTILITIES, C-002-Terrapin Utility Services Note 3 says that all connections to the existing water system and sewer system are required to be coordinated with and performed by Terrapin Utility Services, Inc. (TUSI). Please confirm that Terrapin Utility Services is going to furnish and install the sanitary sewer and water distribution piping from the connections to the existing systems up to the points of demarcation shown on the plans. The installation, connection charges, and any fees associated with the sanitary sewer and water piping outside of the building will be paid for by the government. The TUS point of demarcation is shown on the sanitary sewer line but is not shown for the water piping system. Please provide a point of demarcation for the water system.

Response: The demarcation points for water are shown on the CU series plans. See valves on CU112 for Hangar Building, CU104 for Hazmat Building, CU104 for POL Filter House, and CU107 for Entry Control Facility. Demarcation Point for the supply line to the Fire Pump House shall be at the closest valve to the building. Demarcation Point for fire line to Entry Control Facility shall be at the closest valve to the building. There are no demarcation points for the fire water system supplied by the fire pump house as that line is a base owned system.

469. FUELING SYSTEM, -Does the code 33 01 50.01, Cleaning fuel storage tank, refer to an existing aviation fueling or diesel system that is not shown or does this reference the clean and startup of new systems?

Response: Specification 33 01 50.01 references the cleaning and startup of the new aviation fuel system.

470. PLUMBING, P-105H-There is storm piping and IW piping shown near col A.5/7.5 which does not have a keynote referencing drawing S-030H. We assume that the piping support details on S-030H only apply to underground piping where indicated. Please verify.

Response: Piping support details shown on S-030-H are applicable to all piping located beneath all structural slabs (note: the entire Hangar facility in Volume 7 is a structural slab which requires these supports).

471. PLUMBING, O-113H-There are various underground piping lines (SS, GW) which do not have a keynote referencing dwg S-030H. We assume that the piping support details on S-030H only apply to underground piping where indicated. Please verify.

Response: Refer to response to RFI #470.

472. Please provide connection detail for HSS 8x8x5/16 Ceiling Support Framing on SF116-H.

Response: Provide seat angle L5x5x3/8x0’-6” at top and bottom of each end of HSS 8x8 for connections to the columns. Provide 5/16” fillet welds each side of seat angle to the column and each side of HSS 8x8 to the seat angle.

473. Drawings SF403 thru SF410 show the catwalks. There are catwalks in areas C, G, & L but not any in areas B, F, & K. In my opinion, I think that intent is for the two sides to be mirror images of each other. Therefore, should we account for catwalk in B, F, & K?

Response: The catwalk layout is not symmetric. Refer to sheets SF140-H thru SF152-H for clarification.

474. Please, specify grade and finish required on ½” diameter sag rods.

Response: Refer to responses to RFIs 167 and 309.

475. Specification 32 13 11 Concrete Pavement for Airfields and Other HD Pavements ¶2.1 states that “This section is intended to stand along for construction of concrete pavement” Further, ¶2.12.1 specifies pavement flexural strength of 650 psi. Concurrently, spec 03 30 00 Cast in Place Concrete ¶2.3.1.5 specifies concrete compressive strength of 4500 psi @ 28 days and ¶2.3.1.8 states that the compressive strength may not exceed the design by more than 20%. Please confirm that neither the compressive strength requirements (¶2.3.1.5), nor the average strength requirements (¶2.3.1.8) of 03 30 00 are applicable to the concrete paving work that is covered in its entirety by specification 32 13 11.

Response: Requirements of 03 30 00 are not applicable to section 32 13 11.

476. Plans show forcemain from X12 as a 2.5” PVC pipe but specs are only provided for a PVC Pressure pipe from

4” to 12” and is called out as PVC AWWA C900. This type of pipe is not made in 2.5”, can you specify what type of pipe this Forcemain should be?

Response: Refer to response to RFI #401.

477. Specification 03 30 00 Cast in Place Concrete ¶3.10.1.1 b. states that “construction joints shall be placed so as to divide slab into areas not in excess of 1,200 SF” ( approx. 34’ x 34’). Please verify that this specification is applicable to the heavily reinforced hangar slab. If so, please provide a construction joint detail for the hangar slab. Be advised, construction joints at this spacing will be extremely burdensome and costly. Further, construction joint spacing specified does not seem reflect the thickness and reinforcement present in the hangar slab.

Response: It is acceptable to increase the area of the structural slab area between construction joints to 3,600 sf with panels which are approximately square. Note: all construction joints in the structural slab shall be constructed using detail D1 on sheet S-003-H. Add to 03 30 00 SD-02 Shop Drawings, the requirement for the contractor to submit for approval the Construction Joint Plan and Details for all structural slabs.

478. Specification 31 23 00 Excavation and Fill ¶3.4.1.1 states the following : “surcharge areas to 90% consolidation even if it exceeds the approximate six-month time period at no additional cost to the Government.” The designer had full access to the geotechnical report and all supplemental geotechnical information when selecting the six-month time frame. The contractor, despite requesting additional Geotech info in a previous RFI, does not have access to this information, and thus is at a significant disadvantage to assess the appropriateness of the estimated 6 month settlement time. Due to lack of information necessitated to evaluate this risk, we request the specification language be relaxed to allow the contractor to received additional time and be compensated for additional expense incurred if the specified consolidation does not occur within the six month time period.

Response: Refer to response to RFI #390.

479. Specifications 27 40 00, the Presentation Switcher specifications in sections 2.24 and 2.26 are both for

Conference Room T21. Also T21 is included in 2.25

Response:

1. Please use 2.24 – V14, N13, P46, T21 are all the same.

2. Please note: configurable 8x8 DM frame requires: 3 DMC-4K-HD-HDCP2- HDMI video input cards and 4 DMC-4K-C-HDCP2 – this is shown on the one-line drawings

480. Please confirm 2.26 is a duplicate of 2.24 and that T21 should not be included in 2.25.

Response:

1. Specification 2.24 calls for a configurable 8x8 video matrix frame for use in V14, N13, P46, T21.

2. Specification 2.25 will not be used for T21

3. Specification 2.26 calls for a video presentation switcher and will not be used.

481. Drawing V-404-H AV connections from the desk areas are implied for U11 – U15, U17, T11 and P52 but in the AV drawing V-615-H that connectivity is only shown for U12 – U14 and T11. Please advise.

Response: Please refer to V-618-H for P52, U11, U15 and U17

482. Drawing V-412-H for the Fitness Center, P26 there is an implied AV connection from the back of the room and ceiling speakers but no AV drawing detailing the AV system.

a. Are these TV displays only?

b. Where is the ceiling speaker audio coming from?

c. Please clarify.

Response:

1. Please reference V-617-H for connectivity of P26 Fitness center

2. Equipment goes into ceiling box as shown in V-412-H RCP
