361. Detail A1 on Drawing S-023-H indicates the vertical bars are #9 bars in the 24" diameter piles at the top of the page in the plan view of the pile and #8 bars below in the cross-section view. Please clarify.

Response: #9 bars are the correct size.

362. Section 31 63 16 Article 1.1.1.4 requires a total of nine pile load tests. Please clarify how many of the nine are compression tests vs lateral tests.

Response: Seven compression tests and two lateral tests are required.

363. In the title for Type 2 Piles in Detail A1 on S-023-H it implies Type 2 Piles are require for column support piles. The Note in the details indicates Type 2 Piles are to be included as indicated on Foundation Plans with the "U" designation. Please verify Type 2 piles are only required where designated on the Foundation Plan with the U designation.

Response: Type 2 piles are for all the column support piles and piles with pile caps.

366. P-146-H and P-147-H show roof drains for the hangar. The structural drawings do not show openings or supports for these drains. Please confirm roof drains are required and please update the drawings accordingly.

Response: All the roof drains are required. Typical roof framed opening support detail is shown on C2/S- 010-H.

367. M-918-H shows supports for large ducts rising the height of the building. SF211-H does not show these support beams. Detail A3 on S-037-H shows a very different type of support than what is depicted in M-918-H. Please provide a detail for the duct supports.

Response: Support and brace the referenced ductwork in accordance with Specification 23 00 00 Paragraph 3.3.5 of and as indicated on Sheet M-504-H.

368. Reference S-023-H for the “Temp and Shrink Steel” shown in the pile cap schedule. Please clarify the applications of this reinforcing steel. Would this apply to all sides, entire top (when no top bars are needed for bands), and in between bands on the top and bottom?

Response: Yes, refer to Section B3/SB503-H for clarification.

369. Within the Division 01 specifications, a “Determination of No Hazard to Air Navigation” is provided (ref. page 347 of 3660). The determination indicates that “any height exceeding 119 feet about ground level…will result in a substantial adverse effect and would warrant a Determination of Hazard to Air Navigation.” Page 2 of 5 states that this determination “include[s] temporary construction equipment such as cranes, derricks, etc.” and “equipment which has a height greater than the studied structure requires separate notice to the FAA.”

a. Given the Hangar facility will be at +115’ AGL, construction cranes will need to exceed the maximum elevation outlined in the determination. Please confirm that permission will be granted by the FAA to use temporary equipment taller than 119’ AGL.

Response: FAA will conduct individual assessments on a case by case basis as to the impacts of contractor's individual approaches. Contractor is required to submit 7460s for determination by the FAA for each crane, derrick, etc in accordance with section 1.4.3 FAA Approval in Specification 01 35 13 special project procedures.

b. Please advise if there are any additional restrictions for temporary equipment taller than +119’ AGL.

For instance, advise if there is a maximum equipment height that the FAA would approve and if this equipment will need to be dismantled each night.

Response: This will be determined by the FAA on a case by case basis. Restrictions are dependent on contractor's individual approaches to construction.

370. DEMOLITION, BB713-The demolition plans show a taxiway/cargo pad of concrete pavement to be demolished but bores 65-70 which are down the center of that show no concrete at all, just dirt. Are the bores incorrect or has that concrete already been removed?

Response: Borings 65-70 were moved to the grass edge of the taxiway to avoid damaging the taxiway.

2006 Cores indicated a 14.25” PCC section on a 6.25” base. 2012 Cores indicated a 14” PCC section and did not measure the base. See RFI 370 Attachment for boring logs and location maps.

371. DEMOLITION, B106-There are no bores in the bituminous apron around that taxiway, do you know the depth of that asphalt?

Response: No cores were performed on the asphalt shoulder. Best available data is from the Taxiway Whiskey project which measured 2.5” asphalt and 16” base between Taxiway Whiskey 5 and Taxiway Whiskey 3. See RFI 371 Attachment.

372. DEMOLITION, CG206-Profile F-0 to F-24 on CG206 calls out a pipe type of 45” CEP, is that Concrete Elliptical Pipe and should that be 29x45?

Response: CEP is “Concrete Elliptical Pipe” as defined on sheet C-001. Will revise the following pipe labels in the stormwater profiles to clarify the size:

Pipe F-11 to F-10: 49x32” Concrete Elliptical Pipe Pipe F-12 to F-11: 45x29” Concrete Elliptical Pipe Pipe F-13 to F-12: 45x29” Concrete Elliptical Pipe Pipe F-14 to F-13: 45x29” Concrete Elliptical Pipe Pipe F-15 to F-14: 45x29” Concrete Elliptical Pipe Pipe F-16 to F-15: 45x29” Concrete Elliptical Pipe Pipe F-17 to F-16: 45x29” Concrete Elliptical Pipe

373. GEO TECH, VOL 1 A-Volume 1A includes the borings and cone penetrometer testing, but there is no geotechnical engineering report provided. Please provide.

Response: Refer to response to RFI 56.

374. EARTHWORK, SB501H & A306H-Drawing SB501H shows drainage fill under the hangar slab but stopping at the thickened slab grade beams, A306H shows the drainage fill continuing under the thickened slab grade beam. Please advise which is correct.

Response: SB501-H is correct.

376. Spec 33 52 43.13 Section 2.1.4 refers to protective coating for Buried Steel Piping. This section does not distinguish between carbon steel or stainless steel pipe.

Response: Section 2.1.4 is applicable for the carbon steel transfer line and buried stainless steel hydrant system piping.

377. Does the underground stainless steel fuel piping require protective coating per this spec?

FF&E Notes:

For Item 0009, Bid Option #8: The (1) total estimated budget amount ($) for FF&E has been identified, to provide offerors with the projected magnitude of effort for FF&E. The FF&E Budget Amount is only an estimated amount.

The contractor will develop the final budget amount for the FF&E, during the post-award phase of the FF&E.

Offerors shall propose a (2) Handling and Administration Rate (HAR) for the FF&E not to exceed (NTE) 5%. For the Option: Offerors shall propose a HAR and multiply the HAR by the estimated budget to compute the HAR amount (sub-line item (2)). Offerors shall then add the estimated budget ($) to the HAR amount to compute sub-line item (3), “Total FF&E Amount”. The line item will be awarded as a negotiated modification to the contract/ task order no later than 18-months prior to the construction contract completion date.

a. GENERAL: Furniture, Fixtures, and Equipment (FF&E) / Collateral Equipment; requirements are covered in the Generic FF&E Package.

b. The HAR fee should account for all administrative costs, overhead, bonding fees, administration of subcontracts, profit, project management fee and any other costs associated with and related to the coordination and processing of the procurement and installation of FF&E. The proposed HAR percentage will be incorporated into the contract/task order award and will not be adjusted regardless of fluctuations from the estimated budget amount for FF&E. The proposed HAR is a fixed rate. The dollar amount of the HAR will change based on the actual, final amount for the FF&E determined during the post-award design phase of the

FF&E.

c. If awarded, this line item will be funded separately after completion of the FF&E review by the Government, acceptance of FF&E package by the Government, and receipt of appropriate funding by the Government. See specification section 01 30 00 for requirements and details.

d. The Government is not obligated to exercise the FF&E Option. Should the Government choose to award the FF&E, the Option will be awarded as a negotiated Modification to the contract/task order. The contractor’s proposed HAR will be applied to all vendor/supplier costs for the FF&E.
