NAVFAC Anti-Terrorism/Force Protection (AT/FP) Ashore Program Physical Security/Access Control Systems – 2 (PS/AC-2) Contract

Task Order (TO) #X001 Replace Active Vehicle Barriers (AVBs), Naval Support Activity (NSA) Orlando, FL, Project

Amendments to the Task Order (TO) #X001 PWS are provided as follows:

1. Provide additional clarifications for the design of PS/AC Systems. Make the following changes to the Task Order PWS:

a. Part 2, Section 01 33 00.05 20, 1.7.c.2. Installation Design Plan (IDP) (CDRL Deliverable/ Submittal A005), Second Paragraph, First through Second Sentences. After “For ACP-A Systems/ projects which include Automated Pedestrian Turnstiles (APTs), Architectural Barriers Act (ABA) Gates, and Automated Vehicle Gates (AVGs), the Contractor shall prepare the CDRL Deliverable/Submittal A005 Installation Design Plan (IDP) drawings that include both facilities design details and systems design details combined in one set of drawings. The facilities design details shall follow the guidance of FC 1-300-09N and A/E/C CAD Standard 6.0 while the systems design details shall be contained within a Telecommunications Section of the CDRL Deliverable/Submittal A005 IDP drawings and shall follow COMSPAWAR M-3090.2B, Paragraph 2.5.6 for 3rd Party drawing elements.” insert the following sentence: “The Contractor shall use the latest versions at the time of solicitation of this Task Order as applicable”.

e. Part 2, Section 01 33 10.05 20, 1.5.b.1.a. IDP Preparation, Submission and Review Requirements, Fifth Paragraph. Revise to the following: “The Contactor shall prepare and submit the CDRL Deliverable/Submittal A005 Installation Design Plan (IDP) drawings in accordance with DED A005 Installation Design Plan, Appendix D Data Requirements Checklist and DED Package, and Section 01 33

00.05 20, Paragraph 1.7.c.2. and Section 01 33 10.05 20, Paragraph 1.6.c.2. of Part 2 General Requirements of this Task Order PWS as required by the Basic Contract PWS and this Task Order PWS.

DED A005 Installation Design Plan is included in Appendix D Data Requirements Checklist and DED Package which is provided by the Government as GFI in Part 6 Attachments of the Basic Contract PWS.

With respect to DED A005 Installation Design Plan in Appendix D Data Requirements Checklist and DED Package, the drawing package shall require a professional engineer review and stamp with signature. In addition, for ACP-A Systems/projects which include Automated Pedestrian Turnstiles (APTs), Architectural Barriers Act (ABA) Gates, and Automated Vehicle Gates (AVGs), and for Enclaves, Active Vehicle Barriers (AVBs), Electronic Security Systems (ESSs), and Physical Security Information Management (PSIM) Systems, the Contractor shall prepare the CDRL Deliverable/Submittal A005 Installation Design Plan (IDP) drawings that include both facilities design details and systems design details combined in one set of drawings. The facilities design details shall follow the guidance of FC 1- 300-09N and A/E/C CAD Standard 6.0 while the systems design details shall be contained within a Telecommunications Section of the CDRL Deliverable/Submittal A005 IDP drawings and shall follow COMSPAWAR M-3090.2B, Paragraph 2.5.6 for 3rd Party drawing elements. Drawings shall use the NAVFAC standard CADD title block (border sheet) in ANSI D size format. The NAVFAC title block may be found at http://www.wbdg.org/ccb/browse_org.php?o=78. NAVFAC drawings shall be used and a block of numbers shall be requested from each regional Facilities Engineering Command (FEC). The Design Drawings shall comply with the A/E/C CAD Standard Current Release detailing design, construction, and implementation for Government review and approval. The Contractor shall use the latest versions at the time of solicitation of this Task Order as applicable. (Refer to Part 1 Proposal Forms and Documents, and Part 6 Attachments of the Basic Contract PWS and Section 01 11 00, Paragraph 1.3.c., Section 01 33

f. Part 2, 01 33 10.05 20, 1.6.c.2. Installation Design Plan (IDP) (CDRL Deliverable/Submittal A005), Second Paragraph, First through Second Sentences. 2. Provide additional clarifications for FRCB Package deliverables/submittals. Make the following changes to the Task Order PWS:

a. Part 2, Section 01 33 00.05 20, 1.7.c.10, Fourth Paragraph. At the end of the paragraph add the following note: “Note: The Government does not anticipate that it will have to make a formal submission to the FRCB; however, the Contractor is still required to provide an RMF A&A Package and an FRCB Package to include all of the required items in accordance with the DED A040 RMF A&A/FRCB Packages and Appendix D Data Requirements Checklist and DED Package in Part 6 Attachments of the Basic Contract PWS, the Basic Contract PWS and this Task Order PWS. The RMF A&A Package deliverables/ submittals shall be submitted by the Contractor by -120 INST in accordance with the new DED A040 RMF A&A/FRCB Packages and the changes to Data Item A040 Date of 1st Submission in Appendix D Data Requirements Checklist and DED Package which were provided as changes to Part 6 Attachments of the Basic Contract PWS in Amendment 0001 to the Basic Contract PWS. FRCB Package deliverables/ submittals shall be submitted by the Contractor by -120 INST in accordance with the new DED A040 RMF A&A/FRCB Packages and the changes to Data Item A040 Date of 1st Submission in Appendix D Data Requirements Checklist and DED Package which were provided as changes to Part 6 Attachments of the Basic Contract PWS in Amendment 0001 to the Basic Contract except the following: Installation Work Scope Form (IWS) shall be submitted by -150 INST in accordance with 2.2.3.2 of DED A040 RMF A&A/FRCB Packages; Required deliverables/submittals for Pre-Installation Testing and System Operational Verification Test shall be submitted as part of the CDRL Deliverable/Submittal A006 System Testing Plans in accordance with DED A006 System Testing Plans and Data Item A006 in Appendix D Data Requirements Checklist and DED Package as delineated in 2.2.3.4 Pre-Installation Testing and

2.2.3.5 System Operational Verification Test of DED A040 RMF A&A/FRCB Packages; and Other Deliverables associated with the FRCB Package to include the Approved CDRL Deliverable/Submittal A002 Program Schedule and Progress Report, Approved CDRL Deliverable/Submittal A005 Installation Design Plan and Approved CDRL Deliverable/Submittal A006 System Testing Plans shall be submitted in accordance with the corresponding DEDs and Data Items in Appendix D Data Requirements Checklist and DED Package as delineated in 2.2.3.10 Other Deliverables Associated with the FRCB Package of DED A040 RMF A&A/FRCB Packages.”.

b. Part 3, Chapter 2, Section 2.0, 6.c. At the end of the paragraph add the following note: “Note: The Government does not anticipate that it will have to make a formal submission to the FRCB; however, the Contractor is still required to provide an RMF A&A Package and an FRCB Package to include all of the required items in accordance with the DED A040 RMF A&A/FRCB Packages and Appendix D Data Requirements Checklist and DED Package in Part 6 Attachments of the Basic Contract PWS, the Basic Contract PWS and this Task Order PWS. The Electromagnetic Analysis and Survey deliverables/ submittals of the FRCB Package shall be submitted by the Contractor by -120 INST in accordance with the new DED A040 RMF A&A/FRCB Packages and the changes to Data Item A040 Date of 1st Submission which were provided as changes to Part 6 Attachments of the Basic Contract PWS in Amendment 0001 to the Basic Contract.”.

c. Part 3, Chapter 2, Section 2.4, Physical Security/Access Control (PS/AC) Systems Cybersecurity, 2., Fifth Paragraph At the end of the paragraph add the following note: “Note: The Government does not anticipate that it will have to make a formal submission to the FRCB; however, the Contractor is still required to provide an RMF A&A Package and an FRCB Package to include all of the required items in accordance with the DED A040 RMF A&A/FRCB Packages and Appendix D Data Requirements Checklist and DED Package in Part 6 Attachments of the Basic Contract PWS, the Basic Contract PWS and this Task Order PWS. The RMF A&A Package deliverables/submittals shall be submitted by the Contractor by -120 INST in accordance with the new DED A040 RMF A&A/FRCB Packages and the changes to Data Item A040 Date of 1st Submission in Appendix D Data Requirements Checklist and DED Package which were provided as changes to Part 6 Attachments of the Basic Contract PWS in Amendment 0001 to the Basic Contract PWS. FRCB Package deliverables/submittals shall be submitted by the Contractor by -120 INST in accordance with the new DED A040 RMF

A&A/FRCB Packages and the changes to Data Item A040 Date of 1st Submission in Appendix D Data Requirements Checklist and DED Package which were provided as changes to Part 6 Attachments of the Basic Contract PWS in Amendment 0001 to the Basic Contract except the following: Installation Work Scope Form (IWS) shall be submitted by -150 INST in accordance with 2.2.3.2 of DED A040 RMF A&A/FRCB Packages; Required deliverables/submittals for Pre-Installation Testing and System Operational Verification Test shall be submitted as part of the CDRL Deliverable/Submittal A006 System Testing Plans in accordance with DED A006 System Testing Plans and Data Item A006 in Appendix D Data Requirements Checklist and DED Package as delineated in 2.2.3.4 Pre-Installation Testing and
