2 NAVFAC EXWC: Technology Driven, Warfighter Focused

• Mission –

–Procure, deliver, integrate, install and sustain Systems hardware, firmware and associated software required to provide operations personnel with the ability to protect mission-critical assets and personnel from natural disasters, acts of terrorism and other human-caused disasters.

–Conduit for improving the security posture at Navy shore installations worldwide.

• Systems/equipment –

–Defined as systems/equipment that facilitate the detection, delay, deterrence, assessment and response to terrorist events.

–There are three types of Systems/equipment included as part of this program:

• Physical Security/Access Control (PS/AC),

• Command, Control, Communications, Computers, and Intelligence (C4I), and

• Chemical, Biological, Radiological and Nuclear (CBRN)/Emergency Management (EM) Systems/equipment.

• Contract – Will cover PS/AC Systems/equipment Execution and Technology

Refreshment Projects/requirements.

• Utilizes a two-phase approach

–Only Factors One, Two, and Three are to be submitted for phase I

• Woman Owned Small Business Reserve

–Intent is to award at least one contract to a WOSB firm.

• This is a commitment to the SBA, based on the market research.

- If unable to award, then we must notify the SBA.

• WOSB firms are evaluated the same. There is no preferential treatment.

–Post-award, the Contracting Officer (KO) has discretion to set-aside awards to specific socio-economic categories (FAR 16.505(b)(2)(f))

• Aggregate bonding capacity of at least $10M

• May include work in overseas locations.

• Factor 1 – Technical Approach

–What is the team and what are the relationships (binding or not)

• Do you have the necessary team members to accomplish the work listed in Section 00 72 00 Paragraph

5.1.2.1 through 5.1.2.5

–What is the organizational structure and lines of authorities

• Are you in compliance with the part 2 specifications? (i.e. in attachment H, the Superintendent may also serve as the SSHO and the QC Manager)

–What are the qualifications of the key personnel

• Do they meet the requirements listed in 00 72 00 Paragraph 6.

• Factor 2 – Experience

–Limited to five projects total

• Can use the experience of major subcontractors including AE firms

- Must provide a letter of commitment

- A/E fill out the Attachment B Designer Experience Project Data Sheet

- Prime and other Subs – Use the Attachment B Offeror Experience Project Data Sheet.

–If able, submit projects that cover Automated Vehicle Gates (AVGs), Automated Pedestrian

Turnstiles (APTs), Architectural Barriers Act (ABA) Gates, Enclaves, Active Vehicle Barriers

(AVBs), Electronic Security Systems (ESSs) and Physical Security Information Management

(PSIM) Systems

–Remember these projects are also used for Factor 3

–Work must be completed (Beneficial Occupancy)

–Work cannot have been completed more than five years before Dec 19, 2019

• Factor 3 – Past Performance

–Same projects as Factor 2

–If a final CPAR is available, submit it. If not submit a PPQ.

• PPQs used for other solicitations will be accepted.

–Provide a narrative to explain the relevancy (CPAR or PPQ)

–If using PPQ, encourage the evaluator to provide qualifying remarks.

–The Gov’t can (and must in some cases) consider relevant past performance information that is “close at hand”.

• FAR standard is relevant, recent or completed is not part of that standard.

• Relative Importance of Factors

–Factor 1 is acceptable or unacceptable. Any firm found unacceptable will not be considered further.

–Factor 2 and 3 are equal to one another in Phase I.

–Do not intend to enter into discussions.

• Phase II Selection

–Firms will be requested to submit Factors 4 through 6.

• Will not have an opportunity to revise Factors 2 or 3, unless discussions are held.

• Factor 4 – Technical Solution (Seed Task)

–Seed task is for NSA Orlando

–Technical approach to performing the seed task and the schedule for completing the work.

–Period of performance in attachment H (seed task) is “desired”, offerors will be held to the schedule it submits.

• Note that there is no penalty for proposing a period of performance that is longer than the desired period of performance (unless it isn’t a logical schedule and/or durations are unrealistic).

–Attachment H is a representative sample of how task orders are solicited, post-award.

• Part 4 – Performance Technical Specifications

• Part 5 – (Not used)

• Part 6 – Attachments (From Basic and Attachment H)

• Factor 5 – Safety

–EMR, DART and TRC rates – 3 years worth of data

• Explain any missing numbers or high-risk numbers

–Narrative

• Attachment I breaks out what is required

–JV’s – Need numbers from both firms, but just one narrative

• Price

–Complete Attachment K

• Combination of labor rates and seed task.

–Rates are maximums that will be binding and included in the basic contract regardless of location.

• Gov’t can solicit and offerors may propose lower rates for individual task orders

• Relative Importance of Factors Phase II

–Experience, Technical Solution, and Safety are of equal importance to one another. When combined, these three factors are equal to Past Performance

–All non-price factors are approximately equal to price.

• Selection for award of a contract

• Intent is 3 to 5 awards. May be more or less depending on the results of the evaluation.

• Award of the Seed Task

–All awardees are eligible to receive the seed task

• Based upon Factor 4 and Price for seed task.

- Both factors are approximately equal to one another.
