Task Order (TO) #X001 Replace Active Vehicle Barriers (AVBs), Naval Support Activity (NSA) Orlando, FL, Project
Amendments to the Task Order (TO) #X001 PWS are provided as follows:
1. Include additional Technical Information for Active Vehicle Barriers (AVBs). Make the following changes to the Task Order PWS:
a. Part 2, Section 01 11 00, 1.3.c.2.a. Technical Information: Active Vehicle Barriers –, First Sentence. After “The NAVFAC AT/FP Ashore Program technical performance requirements and operational capabilities for Active Vehicle Barriers (AVBs) are provided in the following documents: List of DoD Certified Anti-Ram Vehicle Barriers titled DoD ANTI-RAM VEHICLE BARRIER LIST, List Date:
May 2019; UFC 4-022-01 Entry Control Facilities Access Control Points dated 27 July 2017; and UFC 4- 022-02 Selection and Application of Vehicle Barriers, Change 1, dated 9 August 2010” insert the following: “; and Active Vehicle Barrier (AVB) Operational/Equipment Capabilities dated 28 March 2019”.
b. Part 2, Section 01 11 00, 1.3.c.2.a. Technical Information: Active Vehicle Barriers –. Below “Document Names: UFC 4-022-02, Change 1, dated 9 August 2010 – Document Name:

After “This Task Order PWS incorporates generalized instructions from the List of DoD Certified Anti-Ram Vehicle Barriers titled DoD ANTI-RAM VEHICLE BARRIER LIST, UFC 4-022-01 Entry Control Facilities Access Control Points, and UFC 4-022-02 Selection and Application of Vehicle Barriers” insert the following: “, and Active Vehicle Barrier (AVB) Operational/ Equipment Capabilities”.
d. Part 3, Chapter 1, Section 1.0, Physical Security/Access Control (PS/AC) Systems Description, Fourth Paragraph, Third Sentence. After “The Site Specific Information for this Task Order PWS includes: Appendix C Site Analysis Report; and the List of DoD Certified Anti-Ram Vehicle Barriers titled DoD ANTI-RAM VEHICLE BARRIER LIST, UFC 4-022-01 Entry Control Facilities Access Control Points, and UFC 4-022-02 Selection and Application of Vehicle Barriers” insert the following: “, and Active Vehicle Barrier (AVB) Operational/Equipment Capabilities”.
e. Part 3, Chapter 2, Section 2.0, Physical Security/Access Control (PS/AC) Systems Objectives, 1., Fifth Paragraph, First Sentence. After “The Contractor is provided the following documents in the Technical Information established as the required NAVFAC AT/FP Ashore Program technical performance requirements and operational capabilities for the NAVFAC AT/FP Ashore Program PS/AC Active Vehicle Barrier (AVB) Systems/equipment as delineated in Part 1 Proposal Forms and Documents and provided by the Government as GFI in Part 6 Attachments of the Basic Contract PWS to include: List of DoD Certified Anti-Ram Vehicle Barriers titled DoD ANTI-RAM VEHICLE BARRIER LIST; UFC 4-022- 01 Entry Control Facilities Access Control Points; and UFC 4-022-02 Selection and Application of Vehicle Barriers” insert “; and Active Vehicle Barrier (AVB) Operational/Equipment Capabilities”.

Amendments to the Basic Contract PWS are provided as follows:

Active Vehicle Barrier (AVB) Operational/Equipment Capabilities:
Must be on the USACE DoD Anti-Ram Vehicle Barrier List Emergency Fast Operate (EFO) function Electro-mechanical operation only (non-hydraulic) Human in the loop activation Standardized Sentry Interface (SI) Standardized above ground barrier solution Standardized in-ground barrier solution to include;
o No plate barriers or bollards o Flush to road surface in down position
Requirements o Maximum non-emergency cycle time of 12 seconds o Rated for continuous duty (120 cycles/hour minimum) o Safety sensors active o Meets safety requirements of UFC 4-022-02 para. 5-2.4 o Have a minimum ASTM M50 rating o High visibility per MUTCD 2B.68 para 15
