The purpose of this amendment is to :
1) Address additional RFIs (58-71) that w ere submitted in accordance w ith the Phase I RFI deadline. No other amendments are planned for Phase I RFI responses.

Work on the contract is unclassified; however, some installation may require personnel to obtain background checks that are similar to those used to obtain a secret clearance (Tier III NACLC), in order to have un-escorted access on the installation. 60 If a Project Engineer has 13 years of recent experience in systems acquisition, RDT&E, and operational testing and evaluation with a Federal Government Agency-but not on a DoD Contract- is the government willing to waiver the DoD 5000 requirement if they meet all of the other position requirements?
The requirements for the Project Engineer shall remain as currently stated in the
RFP.
61 Past Performance requirements.
The Government specifies that a project must have been completed within 5 years of proposal submission. In order to provide strong past performance examples, will the government consider expanding the five year requirement to six years?
The requirements for the Past Performance shall remain as currently stated in the RFP.

1.Can the government clarify if there is a required font or minimum font size for text and graphics, as long as content is legible?
2.Can the government clarify if double sided printing is required? If so, please clarify if Offerors may use language such as "Page intentionally left blank" to prevent counting toward page count if pages breaks unevenly across Tabs.
1. There is no specified font or text size. Offerors should ensure the text is legible.
2. Double sided printing is preferred to the extent practical. "Page left intentionally blank" or similar language will not count against page counts.

68 SF1442 PG.1 1.At which point in the two-phase bid process is the Bid Guarantee required? 2. Is this requirement identified on the SF1442 and in the Clause Section 52.228-1 BID GAURANTEE separate from the Phase I Surety Letter requested via Attachment G for Phase I?
1. The bid guarantee will be required with the submission of the phase II proposal.
2. The surety letter (attachment G) is required for Phase I and must address the aggregate bonding capacity listed on the SF 1442.

The Basis of Evaluation for the organizational chart for Phase I includes the following language: "whether the proposed organizational structure meets the requirements of the Part 2 specifications (refer to Attachment H)." Should Offerors provide a Program or Task Order (TO) level organizational chart?
Only the organization chart required as part of Factor 1 should be submitted for phase I. The project (TO) organization chart called for in Factor 4 should not be submitted with Phase I.

How should Offerors address adverse past performance, if applicable? Is there a page limit or format required?
The intention is to meet the requirements of FAR 15.306(b)(4). If an offeror wishes to response to adverse comments or ratings on a PPQ submitted for Factor 3, or a CPAR where the firm did not previously enter comments in the CPAR, it may do so. There is no page limit.
