About this file
This document outlines requirements for an active vehicle barrier (AVB) system and related federal contract opportunity. The AVB system must meet USACE and DoD standards for anti-terrorism and force protection barriers, including emergency fast operation, electro-mechanical operation, human activation, standardized interfaces and configurations, maximum 12-second non-emergency cycle time, 120 cycles per hour minimum duty, safety sensors, ASTM M50 rating, and high visibility markings. The system must provide multi-mode operation, common maintenance interfaces, and standardized above and below-ground solutions without plate barriers or bollards.
The federal contract opportunity is a Multiple Award Construction Contract for physical security and access control projects at Naval Station Norfolk. It uses a two-phase design-build selection process to award three to five indefinite-delivery/indefinite-quantity contracts. The total set-aside is for small businesses with one reserve for a women-owned small business. The NAICS code is 237990 for other heavy and civil engineering construction up to $39.5 million. The solicitation number is N3943020R2201 and was issued by the Department of the Navy Naval Facilities Engineering Command.
